PUBLIC NOTICE
The Division of Drinking Water, Utah Department of Environmental Quality, herewith publishes a Finding of No Significant Impact (FONSI) for the Moroni City Culinary Water System Improvements Project located in Sanpete County. An Environmental Assessment (EA) has been developed to examine potential environmental impacts associated with this project The EA and FONSI are available for review at Moroni City Hall:

FINDING OF NO SIGNIFICANT IMPACT
As required by the guidelines for preparing environmental impact statements, an environmental review was performed on the proposed State of Utah, Division of Drinking Water action below:

The project entails constructing a new well and well house, a 500,000-gallon water storage tank, an 8,200-foot-long water pipeline to connect the well and tank, a 4,300-foot-long overflow pipeline from the new tank to an existing irrigation pond, install valves and fire hydrants along existing distribution lines, and upgrade the existing SCADA system. An Environmental Assessment has been developed for this proposed action. Letters requesting scoping comments from federal, state, and local agencies were sent; comments have been summarized and included in the EA. Division of Drinking Water staff has reviewed this document. Temporary and long-term environmental impacts were identified, as well as mitigating measures to minimize these impacts. The review process indicated that no significant environmental impacts would result from the proposed action. Consequently, a decision has been made to issue a FONSI.
All contractors will be required to comply with pertinent federal, state, and local laws, regulations, and executive orders, such as Utah State Air Quality regulations R307-309. If anything is uncovered or otherwise discovered during construction of this project, that may have cultural or historic significance, work must stop, and the Division and the State Historic Preservation Officer will be notified. These two agencies will investigate any such discoveries. If it appears that part of the construction work may be causing an adverse environmental impact, construction must stop, and the Division will be notified.
The EA and FONSI will be available for review and comment until March 31,2021. There will be a public meeting on March 25,2021 at 7:00 p.m. at Moroni City Hall at 80 South 200 West, Moroni, Utah, to discuss the project and receive additional comments. Any comments received during this comment period will be evaluated and incorporated as appropriate.
