Public Notice of Intent to Reissue Ground Water
Discharge and Construction Permit No. UGW010014
Purpose of Public Notice
The Utah Department of Environmental Quality (DEQ) is soliciting comments on the intent to renew a ground water discharge permit originally issued in 2014 under authority of the Utah Water Quality Act, Section 19-5-108(1)(2) Utah Code Ann. 1953, as amended and Utah Administrative Code R317-1 & R317-6. Under Section 19-1-301.5, effective May 8, 2012, a person who wishes to challenge a Permit Order may only raise an issue or argument during an adjudicatory proceeding that was raised during the public comment period and was supported with sufficient information or documentation to enable the Director to fully consider the substance and significance of the issue. Facility Location: The mine and permitted facilities are located approximately nine miles northwest of Milford, Utah.
Tamra Mining, LLC is applying for renewal of its ground water discharge permit for its copper mining and beneficiation operation in Beaver County, Utah, for another five-year term. The permit covers existing and planned facilities at the mine site that have the potential to discharge contaminants to the subsurface. Facilities covered by this permit include two double-lined process water ponds, and two tailings impoundments lined with single-layer HDPE synthetic liners. One of these tailings impoundments is permitted to be expanded significantly under the permit. Discharge from the process water ponds will be monitored by a leak detection sump that drains the space between the two liners. The tailings impoundments are monitored for leakage by monitor wells, and a new well will be installed to monitor for leakage from the tailings impoundment expansion. Interstitial fluids must be drained from the tailings impoundments before closure.

All comments received prior to close of business on April 5, 2021, will be considered in the formulation of final conditions to be imposed on the permit.
