Dimple Dell Advisory Board Meeting Wednesday, Dec. 9, 2020 APPROVED Minutes In Attendance: David Norcutt, chair Nancy Hobbs Orme, secretary Lori Haglund Emily Montgomery Marc Perry Patrick Weber Wayne Johnson, Salt Lake County representative Guests: Claire Larson, board member-elect Sandy City Traffic Engineer Britney Ward Sandra Haak, Dimple Dell Preservation Committee (DDPC) Sandy City Council Member Monica Zoltanski Steve Van Maren, Granite Community Council 1) Meeting called to order at 7:03 p.m., by Chairman David Norcutt, who welcomed members and guests via Zoom for our second virtual meeting. He invited Britney Ward, a Sandy City traffic engineer, to start the meeting with information on a recent survey of Sandy City residents on road improvements along Dimple Dell Road. Britney was invited after last month's meeting when Sandy Council Member Monica Zoltanski suggested the DDAB might want to consider weighing in on discussions between Sandy City and Salt Lake County, both of which have jurisdiction along Dimple Dell Road and so require cooperation and agreement before any improvements can be made. Britney gave a slide presentation showing that, of 766 respondents to the self-selecting survey, 62 percent said they are uncomfortable with the idea of running, biking or walking along the road without some improvements, varying anywhere from spot improvements at especially narrow 'pinch points' to widening the road along its whole length to 45 feet with bike lanes on both sides. Salt Lake County residents along the road, however, have reportedly objected to any widening or improvements. There were some questions and discussion about the number of accidents reported on Dimple Dell Road, speed limits and moving violation numbers, effectiveness of 'calming' Driver Feedback signs, etc. Pat made the point that our focus, as members of an advisory board for Dimple Dell Park, should be on the park itself, and 'What is best for the park?' How the road impacts it, and what role, if any, the board should take, was set aside for future discussion. 2) Discussion and approval of March 2020 minutes. Pat recommended the minutes be approved as written; Lori seconded. Passed unanimously. 3) Discussion and approval of November 2020 minutes. Pat recommended the minutes be approved as written; Emily seconded. Passed unanimously. 4) Update from Wayne: In going through files in anticipation of his retirement on Dec. 31, Wayne said he was reminded of the history of the Dimple Dell area and particularly the impressive improvements made over the past 15 years, for which he is putting together a report for the mayor. He hopes to make the information available online as well. Though scheduled ZAP fund improvements were stalled over the past year due to COVID-19, he expressed confidence that much will be accomplished, including year round restroom facilities, in 2021. Approval has been given for the hiring of an 'open space technician,' whose entire focus will be Dimple Dell Park. He expects that person should be in place by Feb. 1, 2021, and expects the addition to be a boon for day-to-day and long-term park improvements. Wayne reported that he had met with the county's board coordinator and updated information on current board members and terms. Wayne suggested board members look to past members whose terms have lapsed and been off the board at least one year and see if they may want to re-apply for the board. He suggested any others who have applied but not heard back, including Claire, resubmit their applications, as what has been submitted seems to have been misplaced. In continuing discussion about extending terms due to the pandemic, he said there is 'little enthusiasm' for the idea from county authorities. He said the by-laws that DDAB approved in Spring 2019 have not been stamped and signed, but he will attempt to make sure that happens before his official retirement Dec. 31. 5) Sandra Haak, Dimple Dell Preservation Committee, said the orchard at the Muir-Paulson homestead has been 'winterized,' including a visit from the county arborist who gave volunteers some recommendations for its future care. 6) Open discussion. Pat expressed concern about Wayne's report that terms of current board members will not be extended, particularly as several of the terms are approaching their end and the board is currently at less than half its maximum. Bylaws seem to be conflicting about whether members are able to serve consecutive terms. Wayne was insistent (and followed up with a email), that board members can serve two consecutive terms on all county boards, though the length of terms in various boards may differ. DDAB members may serve two consecutive 3-year terms, then may reapply after vacating their seat for at least one year. Steve Van Mren said he attended the meeting in order to offer his thanks to Wayne for his dedication to Salt Lake County and Dimple Dell park over the years. The sentiment was echoed by all in attendance. 7) Nancy moved to adjourn the meeting at 8:14 p.m.; Lori seconded. Passed unanimously.
