1. 6:30 P.M. CALL CITY COUNCIL MEETING TO ORDER
Mayor Mike Crawford called the city council meeting to order.

3. PLEDGE OF ALLEGIANCE
Pledge of allegiance was lead by Councilmember Dennis Sweat
4. APPROVE OR AMEND CDBG HEARING MINUTES OF DECEMBER 03, 2020. DECISION.
Motion made by Councilmember Denis Sweat, seconded by Councilmember Gordon Stewart to approve the CDBG hearing minutes of December 3rd, 2020. All in favor, motion passed.
5. APPROVE OR AMEND REGULAR CITY COUNCIL MEETING MINUTES OF DECEMBER 03, 2020. DECISION.
Motion made by Councilmember Dennis Sweat, seconded by Councilmember Darlene Trammell to approve the regular meeting minutes of December 3, 2020. All in favor, motion passed.
6. APPROVE OR DISAPPROVE 2019-2020 AUDIT PRESENTED BY GILBERT & STEWART AND MATTERS RELATED THERETO. DECISION.
Auditor Ron Stewart presented to the council the 2019-2020 Audit. It was founded to be in compliance. Motion made by Councilmember Gordon Stewart, seconded by Councilmember Dennis Sweat to approve the 2019-2020 Audit presented by Gilbert and Stewart. All in favor, motion passed.

8. DEPARTMENT UPDATES: KENNETH QUIRK
A) POLICE DEPARTMENT
B) FIRE DEPARTMENT
Public Safety Director Ken Quirk updated the council on current stats for both departments. He also informed them that Officer Rick Giles completed his 80 hour training. First responders and officers will be receiving the vaccination Friday. He also mentioned that he looked into the LaCombe complaint that was brought to attention during a City Council meeting and found no policy violations and in reviewing the officer's body cam he wanted to commend the officers for handling the situation professionally considered the individuals actions.
9. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES.

10 UPDATE WITH RESPECT TO THE 'CONLEY' PROPERTY.
The council broke lengthy regarding possible straight trade of property for property so that the City can secure the location on Mariah to widen the city road. However to have 2 lots divided in Conley Acres so that Alverez is still able to have 2 homes placed as the area in Mariah is not big enough for the size and would not be able to have anything done to it except the expansion of the city road.
11. 2021 UPDATE ON BLOOD DRIVES AT THE COMMUNITY CENTER; MONDAY FEBRUARY 15; MONDAY JUNE 14 AND MONDAY OCTOBER 25.

12. MIKE CRAWFORD MAYOR UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
Mayor Mike Crawford started out by saying welcome 2021. He also informed the council that first responders and police officers were going to be receiving the covid-19 vaccine tomorrow as part of phase 1. He also mentioned he heard the Mayor of West Wendover was in the hospital for possible surgery and wishes him well. Becky Benson from Spillman Enterprise had contacted him asked for information pertaining to utilities and roads for free to their property in Wendover Utah where they are wanting to put a museum for Bonneville. Crawford said he replied that the property the City was given for the future Bonneville Speedway museum has already had utilities to it. So he was not sure what they are doing as far as the museum.
13. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. .
City Administrator Glenn Wadsworth mentioned that the installation of the pipeline from the CDBG project is completed the crew is just working on the welding and wiring of joints. He also mentioned that the current water report is that the plant is only running 22gpm and if this continues to be the driest year it will not be good for the City's budget.
14. CITY ATTORNEY SPENCER CALL UPDATES AND PENDING MATTERS. DISCUSSION/DECISION
A) DISPOSITION OF JUNK CARS
Violations with fines will now be sent for prosecution
B) UPDATE ON BONNEVILLE TRAILER COURT
Still in contact with Tom Patel to get the locations in compliance in order to get their licensing again.
D) DOG KENNEL LICENSE WITHIN CITY LIMITS
Looking into using or wording to follow the counties ordinance.
He also mentioned the Bermejo house that had caught in fire a couple years ago there was a report with the owner agreeing to have the windows boarded up for safety concerns within 7 days and he plans to check on that.
15. UNFINISHED BUSINESS:
Wendover Resident David Wright told the council he had applied for a mother in law small living quarter and was denied because he needed a variance and he did not understand why as the shed had been there before they even owned the property and he paid to have water and sewer put to it for a man cave and now he is allowing a veteran to stay there. He said planning and zoning had requested he apply for a variance and he wanted to understand why. After discussion the council felt the variance was the best option as the building sits right on the owners property line. He also said he received a bill from the city for bulk garbage that was removed and he did not know he was going to be charged he also stated that other neighbors had added to the pile and he claimed he was ok with sitting in jail with a 3 course meal if he has to because he did not want to pay it. The council requested it to be on the agenda for the next meeting.
