PUBLIC APPOINTMENTS 1. PUBLIC COMMENTS Three (3) Minute Time Limit per Speaker for Public Comment Participants. Should Not Repeat Others Comments. Only for Items Not on the Agenda. No Items Related to Commission's Role as an Appeal Board. Comments Should Be Directed to the Commission. No Attacks on Other Peoples' Character. 2. OVERVIEW OF DOMINGUEZ-ESCALANTE EXPEDITION OF 1776. START LOOKING FORWARD TO THE 250 YEAR ANNIVERSARY OF THE EXPEDITION THAT IS FIVE YEARS AWAY. SOME THINGS, SUCH AS IMPROVING ACCESS TO THE 'CASTING OF LOTS' SITE IN THE ESCALANTE VALLEY, A SIGNIFICANT POINT IN THE HISTORY OF THE EXPEDITION, WOULD REQUIRE SOME COORDINATION AND PLANNING THAT COULD START NOW. Requested by Jay Jones. 3. DISCUSSION AND POSSIBLE APPOINTMENT OF A MEMBER TO SERVE FOR A ONE-YEAR TERM ON THE UAC BOARD OF DIRECTORS FOR THE 2021 YEAR. 4. ORDINANCE 2021-1, APPROVAL OF AN ORDINANCE OF IRON COUNTY, UTAH, AMENDING IRON COUNTY CODE SECTION 17.36.230 - LOCATION OF MOBILE HOMES, TRAVEL TRAILERS, RECREATIONAL VEHICLES, BOATS, CAMPING TRAILERS, TRUCK CAMPERS, AND MOTOR HOMES; AMENDING SECTION 17.17.030 - TABLE OF USES, AND SECTION 17.20.010 - DEFINITIONS; AND ADDING SECTIONS 17.36.232 - RECREATIONAL VEHICLE TEMPORARY USE (1-16 DAYS) AND 17.36.234 - RECREATIONAL VEHICLE SEASONAL USE (17-180 DAYS PER YEAR); AND PROVIDING AN EFFECTIVE DATE. Presented by Reed Erickson. 5. DISCUSSION AND APPROVAL ON A PROPOSED GENERAL PLAN TIER CHANGE AND ZONING MAP AMENDMENT FOR PROPERTY AFFECTED BY THE RECENT DISSOLUTION OF CEDAR HIGHLANDS TOWN. Presented by Reed Erickson. 6. DISCUSSION AND APPROVAL OF 2021 ANNUAL COOPERATIVE AGREEMENT BETWEEN USU EXTENSION SERVICE AND IRON COUNTY. Presented by Kathy Riggs. 7. DISCUSSION AND APPROVAL OF CATASTROPHIC WILDFIRE PROJECT FUNDING FOR FISCAL YEAR 2021. 8. DISCUSSION AND APPROVAL OF PROFESSIONAL SERVICE CONTRACT BY AND BETWEEN DENNIS C. JOHNSON, TELEVISION TECHNICIAN AND IRON COUNTY FOR THE 2021 YEAR. 9. DISCUSSION AND APPROVAL OF PROFESSIONAL SERVICE CONTRACT BY AND BETWEEN MICHAEL V. WORTHEN, WILDLIFE MITIGATION TECHNOLOGIES AND IRON COUNTY FOR THE 2021 YEAR. 10. APPROVAL OF FIFTH DISTRICT PUBLIC DEFENDER CONTRACT RENEWALS FOR JEFF SLACK AND TRAY SUNDQUIST. 11. PERSONNEL A. ATTORNEY 1. Approval of new hire, Chase Troutner, as a Full-Time Deputy Attorney 3. New approved position effective date February 22, 2021. B. ASSESSOR 1. Approval of Chief Deputy Assessor over Residential, a newly approved position. Exilda Serrano has been appointed and will be moving from hourly to exempt salary status with corresponding pay effective January 25, 2021. C. CORRECTIONS 1. Approval of interim transfer form Jason Slack from Corporal to interim Sergeant with corresponding pay effective date January 24, 2021. 2. Approval of interim transfer for Matthew Malachowski from Deputy 3 to interim Corporal with corresponding ay effective date January 24, 2021. 3. Presentation and discussion of Assessor Chief Deputy status. D. ENGINEER 1. Approval of new hire, Richard Wilson as Chief Engineer. Backfill of a vacant position. Effective date February 7, 2021. E. POLICY REVISIONS 1. Policy revision of Section 3 Salary Placement. Replacing all step-in-grade verbiage with position pay range. NON-DELEGATED ITEMS 1. Prairie Dog Matters 2.
