ADJOURNMENT This City, along with the State of Utah and the rest of the world, is currently being impacted by Novel Coronavirus Disease 2019 (COVID-19), which as found by the Utah Department of Health in State Public Health Order 2020-27 'has and continues to spread and cause serious illness and death to Utah residents, threatening public health and wellness throughout the state.' As of this date, Washington County remains designated a high transmission area. The County has had 18,066 confirmed cases of COVID-19, and 156 COVID-related deaths. The ongoing public health situation requires careful attention to the safety of public council meetings, to protect the health of our residents, our public officials, and our staff. Because of the demonstrated effectiveness of face masks and physical distancing in reducing the spread of COVID-19, the Department of Health has ordered that all individuals be required to observe these measures in public settings, which includes public meetings. We have encountered significant resistance to this requirement from some members of the public, which is reflective of public attitude among a significant portion of the people living and working in our area. While we respect the diversity of points of view that are a wonderful part of any democratic society, it remains that we owe a responsibility to protect the wellbeing of all members of the public. The small size and poor ventilation of our meeting facilities unfortunately make it impossible to ensure appropriate physical distancing for more than approximately 20 people, including public officials and staff. Ordinarily, when conducting public meetings electronically, we are required to establish an anchor location where members of the public may attend, monitor and participate in the electronic meeting. Pursuant to Section 52-4-207(4) of the Utah Code, I determine on the basis of the facts described above that conducting the meeting with an anchor location presents a substantial risk to the health and safety of those who may be present at the anchor location. Consequently, for the duration of this order, electronic meetings of the Hildale City Council may be convened and conducted without an anchor location, and the language of this Order shall be included in any public notices and read at the beginning of each meeting. This determination and Order shall expire 30 days after the date hereof.
