Description/Agenda
December 10, 2020 The regular meeting of the Cleveland Town council was held at the public safety building located at 130 W Main in Cleveland, Utah, on Thursday, Decemeber 10, 2020 at 7:00 pm. Those in attendance were council members Kristen Vose, Trevor Rowley, Brydi Sharp and Kallon Cowley. Brydi Sharp acting as mayor pro tempore in Mayor Mike Taylor's absence. The meeting was opened with the pledge. A Motion was made by Kallon and seconded by Trevor to approve the minutes from November's meeting. All were in favor. Motion Carried. The meeting was opened to public comment. There was no public comment. Item #1 Discuss/Approve compensation for Fire Fighters (meetings and call-outs) Cleveland Town's Fire Chief Preston Wilson was present. Preston would like to have some compensation for the volunteer fire fighters to show appreciation. Currently the fire department has 8 volunteers, who attend meetings and on-calls. Preston stated that when he was on the Wellington Fire Department he would receive $10.00 a call and $10.00 a meeting. He wondered if Cleveland Town could compensate the fire fighters with their monthly utility bill. Kallon asked how many meetings does the Fire Department have a month. Preston stated that they are currently having 2 meetings a month, but that not every fire fighter can make every meeting. Kallon stated that there would have to be a roll call done at every meeting. Preston will keep record by taking attendance and have attendees sign in for both meetings and call-outs. Fire Department meetings consist of gear, maintenance of trucks and equipment. Preston will have a detailed log on any meetings and call-outs the Fire Department has. Brydi proposed that the town pay for a max of 2 meetings a month. Preston stated that control burns or community service would not be counted for. Trevor agreed that the fire fighters deserve something. Preston will submit the detailed log the first of every month. Trevor made a motion to compensate Cleveland Town Fire Fighters $10.00 per meeting up to 2 meetings per month and $10.00 per call up to 3 calls a month to be deducted from their utility bill in addition to fire fighters outside city limits will be compensated monetary. Kallon seconded the motion. All were in favor. A Roll call was taken. Kallon (YES), Trevor (YES), Kristen (YES), and Brydi (YES). Motion Carried. Item #2 Discuss hiring part-time maintenance worker Brydi stated that Ned Scarlett helps Benny with opening of graves. Every grave that Ned helps Benny with his utility bill is credited $40.00. She asked council if Cleveland should keep crediting Ned's utility bill or hire someone part-time. There has recently been a lot of opening and closing of graves. Since Ned is not an employee he cannot run or drive any equipment. Ned stands and watches that Benny doesn't hit headstones. Brydi proposed to reassess this until after employee evaluations at the beginning of the year. Kallon made a motion to postpone this discussion until town council meeting in February to re-evaluate our situation. Trevor seconded the motion. All were in favor. Motion carried. Item #3 Set dates for quarterly Employee Performance Reviews Council discussed having employee reviews with Mayor Mike Taylor and Council starting on January 14th at 6:00p.m. Kallon made a motion to schedule the first employee review on January 14th at 6:00 p.m. Trevor seconded the motion.
