City Planner Present:
Bret Hosler
Minutes:
Nicole Holliday
Item #1 Robert welcomed everyone. He asked if everyone had a chance to read over the minutes for the October 8, 2020 meeting and this evening's agenda. Ted made a motion to accept the agenda and minutes, it was seconded by Robert Ogle and it carried.
Item #2 Bret presented the plat for the Meadowlark subdivision. He said that Meadowlark had a survey done and it was discovered that they owned an additional 7 feet to the north. The land owners to the north moved their fences by 7 feet, and then later, the land owners had some surveying done and it was discovered that the original fence line was the more accurate property line. There was discussion of the size of the Meadowlark subdivision lots still being big enough to build on without those additional 7 feet. The city engineer and the mayor have already signed off on the adjusted plat. Bret advised that as a formality, the planning commission should also make a motion and acknowledge the adjustments that have been made. Deb made a motion to accept the change in the Meadowlark subdivision, Robert seconded it, and it passed unanimously.
Item #3 The group reviewed the meeting schedule for the 2021 year. Robert asked if anyone foresees any conflicts. Ted questioned when Spring Break is for the schools. It was determined that spring break will not interfere with the proposed schedule. All gave consent to next year's schedule.
Item #4 Javan Shumway has proposed a minor subdivision on the corner of 100 East and 100 North. The official survey shows Javan's property and the property north of his, overlapping by about 3 feet. It is possible that the homeowner just eyeballed the line and placed his fence there and it is overlapping onto Javan's proposed minor subdivision property. There was discussion of whether or not it is the commission's responsibility to resolve a fence line dispute, should there be one. Bret advised that it's good practice to have good, and early communication between all parties involved. He also advised that we aren't approving the fence line, we are approving the minor subdivision. A motion was made by Deb and seconded by Ted and the minor subdivision was approved unanimously.
Item #5 Planning Commission Reports: No reports.
Item #6 Chair's Report: Robert formally welcomed Nicole. And he thanked Deb for the job she's done and the loyalty she's shown for her service on the commission. Robert also reported that some names have been submitted for a new member for next year, and if anyone has thoughts or ideas to get those to Bret.
A motion was made by Robert to adjourn at 7:53pm. Len seconded the motion and the meeting ended.
