CEBA INTERLOCAL AGENCY BOARD REGULAR MEETING AGENDA AND PUBLIC NOTICE April 4, 2011 – 3:00 PM Kane County Commission Chambers 76 North Main, Kanab, UT 84741 COMMON CONSENT AGENDA • Approve minutes for March 7, CEBAIA Board Meeting • Accept Executive Director Report • Accept Dixie State College Report • Accept Finance Report • Approve $500 for Change Leader Random Acts of Art Project • Approve 3-Month Extension of Executive Director Contract • Approve $2,000 sole source contract to Dixie State College for the Business of Art AGENDA 1) Common Consent Agenda 2) Discussion of 2011, Economic Development Summit 3) Continued Discussion of Good to Great principles as they relate to CEBA a. Review and Approve Mission Statement b. Identify Roles of the CEBA Board c. Empower and Review the Hedgehog Focus Groups d. COMMON CONSENT AGENDA DETAIL • Approve minutes for March 7, 2011 CEBAIA Board Meeting o Minutes attached • Accept Executive Director Report o Executive Director Report-The Executive Director and Dixie State College Reports are attached and reports from other entities that have not been received at time agenda was e-mailed will be forwarded by e-mail accordingly. • Accept Finance Report o The Finance Report will be available for your review when you arrive at the meeting. • Approve Funding amount of $500 for Change Leader Random Acts of Art o The CEBA Change Leader Random Acts of Art Grant has been awarded from the Utah Arts Council with $500 for a hospital art exhibit with the Sears Gallery at Dixie State College. This initial $500 expenditure will be reimbursed from the Utah Arts Council. • Approve 3-Month Extension of Executive Director Contract o It is proposed that a 90 day extension be approved to the contract with Kelly Stowell for CEBA Executive Director services. Chairperson Meyer asks for this extension to allow time to thoroughly review the existing contract to ensure that it meets 1099 requirements and to thoroughly review of how expenses are managed and reported. • Approve $2,000 sole source contract to Dixie State College for the Business of Arts o Sole source is justified because it is a collaborative project with Dixie State College who is a partner in the CEBA Interlocal Agency agreement. The $2000 request is in the approved CEBA Budget. March 7, 2011 EXECUTIVE DIRECTOR REPORT Grants o A year extension has been accepted by the USDA for the RBEG Grant. o Business relocation guide has been finalized and has been sent to the printers. An example of the guide will be handed out. o Department of Community and Culture grant and heritage tourism assessment. Nonprofit Seminars o The Art of Grant Writing seminar with the Utah Arts Council and the Kanab Arts Council took place at the first of March, at the SWATC. The event was very well attended and received. Legislative Report/ State Issues o CEBAIA received a funding appropriation from the 2011, Legislature through the Economic Development Appropriations Subcommittee. o BEAR Program, Natural Gas Infrastructure Expansion, Enterprise Zones, and Restaurant Tax updates. o The Governors Rural Partnership Board (GRPB) is meeting in Richfield on April 6, during the 6 County AOG meetings. o The Governors Economic Development Summit took place March 28, 2011 at the Grand America hotel in Salt Lake and the event was excellent. Arts o The Salt Grass Art Exhibit is currently hanging at the Kane County Hospital until the end of March. Events o Writers of the Purple Sage planning is underway the event will focus on poetry complimenting the Cowboy Poetry Rodeo. o The Hospital Foundation has asked that CEBA participate in the planning of an event on June 4, as a fundraiser for the foundation. o Planning for the National Cowboy Poetry Rodeo is underway and a brochure has been designed and printed advertising the event during the Western Legends festival in August. Kane County Economic Development Summit o The 2011 Kane County Economic Development Summit was held on March 24, with a web marketing seminar for the Entrepreneur Forum with 17 people attending. The main economic summit took place on March 26, and the event program had a first class line-up but attendance was bleak with only around 40 people attending. March 7, 2011 DIXIE STATE COLLEGE REPORT Physical & Life Sciences o eSMART is proceeding with two camps o We have 6 applications from Kanab Middle School, 1 from Valley and 3 from Fredonia. DOCUTAH: o The Kane County planning team met on March 18th. The members are: Karen Alvey, Dirk Clayson, Courtney & Cathy Cobb, Tom Forsythe, Kay Giles Terra Sue Honey, Daniel W. “Boone” Hulet, Dustin Jackman, Ed Meyer, John Polis Joretta Stewart, Kelly Stowell, James West. o Two Kane County screening teams have also been formed. Team One consists of Kelly Stowell (Chair), Boone, Josh Baird, Terra Sue, Lynn Dolan and Ed. Team Two consists of Tom Forsythe (Chair), Jen Kaufman, Courtney & Cathy, and Bob Koczowka. Current focus areas are as follows: o Screen films (keep a look out for films suitable for school and senior programs as well as rural economic development). o Prepare for April 29th donor party with special guest Wayne Newton and screening of “Carbon Nation.” o Prepare for May 27th media party and screening of “The Tillman Story.” Business of Art o Planning team is proposing a two day event with Friday evening special high powered guest speaker (possibly an animator or illustrator from Sony, Disney, Pixar, or ILM). They will attempt to pre-sell a bus package from DSC to Kanab on the 49 passenger bus. An art documentary will be shown on the bus. Christina has secured bus and spoken with James and Cathy about room availability. SUU will program this speaker as part of their Thursday night “Insights” program and pay for travel expenses and 1 night accommodation. o Kathy Cieslewicz and Deb Snider (SUU) are working on speakers and seminar topics. o Lisa Halliday is working on graphic design. o Janet O’Riley is working on launching of registration website. o Christina and Karen are working on fundraising. o All are working on “virtual volunteer” recruitment. o Biz of Art Community Education ad has been place (see attached). MINUTES OF THE CEBAIA BOARD March 7, 2011 at 3:00 PM in the Kane County Commission Chambers 1. Attending: Executive Committee Members: Ed Meyer, Nina Laycook, Brigham Johnson, Jim Matson, Dirk Clayson and Len Erickson via phone. Others in Attendance: Kelly Stowell and Ken Sizemore via phone. Presiding: Ed Meyer Minutes: Kelly Stowell 2. Reports: CEBA Board Chair Ed Meyer called the meeting to order and identified that a quorum was present. Chairman Meyer commented that it is important to review the consent agenda before the board meetings. The common consent agenda included the following items: • Approve minutes for December 6, CEBAIA board meeting • Approve minutes for February 7, CEBAIA board meeting • Accept Executive Director Report and Economic Development Summit Agenda • Accept Finance Report • Adopt Purchasing Policy • Approve renewal $2,000 bulk advertising agreement with Southern Utah News • Authorize the CEBA Executive Director to submit grant applications consistent with CEBA goals and objectives if matching funds are already in the existing budget and the application is approved by the CEBAIA Chairman. Dirk Clayson provided an update on the Kanab LDS church 1924 Chapel and a presentation was made to church building officials in February that went very well. The church officials have not been back with their original plans to Kanab Planning and Zoning. The discussion about the church comprises two objectives: 1) Restore the chapel 2) Viable use for the benefit of the community. It is expected that the church building officials will make a decision about the proposal on the 1924 chapel soon. A discussion took place about an approach to heritage and experience based tourism assessment from the Department of Community and Culture grant. An agenda for the 2011 Kane County Economic Development Summit was provided and detailed. Several CEBAIA board members were recruited to make introductions at the summit. A discussion led by Ed Meyer took place about CEBAIA adopting the “Jim Collins-Good to Great” concept and that CEBAIA needs to have a work meeting to discuss future planning efforts and strategic direction. It was cited that a special meeting will be held to discuss these planning efforts. 3. Action Items: A motion was made by Nina Laycook to adopt the common consent agenda for the March 3, 2011 CEBAIA Board Meeting. The motion was seconded by Brigham Johnson and the motion passed. A motion was made by Jim Matson to amend the CEBAIA By-Laws in Article 8-Section 2 that allows the chair and treasurer to designate Commissioner Dirk Clayson on behalf of board member Brigham Johnson added to the CEBAIA check signature card. The motion was seconded by Dirk Clayson and the motion passed. A motion was made by Len Erickson to adjourn the meeting. The motion was seconded by Brigham Johnson and the motion passed.
