Description/Agenda
TOWN OF JOSEPH MINUTES DECEMBER 3, 2020 PRESENT:Troy Campbell, Jared Campbell, Mayor Campbell, Doug Nowell, Marty Anderson, Mike Naiser, John, Robert Rodriguez, Steve Healey, PRAYER: Doug Nowell PLEDGE OF ALLEGIANCE MINUTES: Minute were read, Doug motioned to accept them Marty seconded the motion. All were in favore. WATER: Mike came to explain the EQWAG Grant. This grant is if a natural disaster or event impacted our main water system. You can get up to $1,000,000. Joseph still has a spring that can give the town adequate water so they are not eligible for the million. For a quality related issue we can get up to $150,000. Elsinore and other towns have had the same problem. The process is to go through the RD APPLY application on-line. Once the town gives Ensign the ok to go ahead the will fill out a PDology preliminary engineering report and also a Reduced environmental report.. All this has to be done before the paperwork can be submitted. Sometimes the town has to put money upfront. They look at the town's finances. It's usually about 10%. Because the spring comes down a narrow canyon, a dead deer or something has got caught and stuck there. Ensign feels like the best course of action is to redevelop the spring. But also dig out what they can and create a big enough diversion bank to help slow down any flood waters that come down. And put in a riff raff ditch around the spring to divert any water that would come over the top. Ensign put together a cost estimate. On the estimate also showed $10,000 amount of what it would cost to bring in an archeologist to make sure everything is ok that way. John from Jones and Demille was also at the meeting. The mayor asked if there was anything they could contribute to make it better. John said they have done the same grant and could help the town also. Marty Motioned for Ensign to go ahead with the archaeologist, Doug seconded the motion. All were in favor. The mayor talked to Zach about the Pre Disaster Hazard Mitigation Plan, FEMA has given a thumbs up to move forward with the federal funding. In order for the community to move forward with the plan and the funding, the town needs to adopt the plan by resolution. Doug made a motion to adopt the 2020 Six County Pre Disaster Hazard Mitigation Plan Resolution. Jared seconded the motion. All were in favor. BUILDING: Robert Rodriguez wanted to thank the town for allowing their church to use the JCC on Sundays. He also would like to know if they can use the building on Saturdays for their praise to worship from 6-9 pm. They will set up chairs around 2. Robert would also like to know how they can help with the Christmas party on the 21st. It was decided to have Santa be at the JCC and kids can come get a treat and drop off a letter. The church said they would like to provide the candy. The party will start at 6:30. The council members will be elfs and help. ROADS: The truck needs tires. It was decided to go to Pearsons. They give the best deal. MISCELLANEOUS: Jared asked how much money was left in the CARES Money. There is $2,098.00. The money needs to be spent by December 31. Jared motioned that we use the leftover money to go towards the monthly fees for Xpress bill pay, which the town is just paying for. Doug seconded the motion. All were in favore PLANNING COMMISSION: No meeting this month. They are working on the tree ordinance and hope to have it ready soon. Jared Motioned to adjourn the meeting Troy seconded it. All were in favor *NOTE: After the meeting was over it was discovered that appointing Ensign as the Engineer for the EQWAG Grant was not on the agenda.
