David Brinkerhoff owns the ground that the proposed well for Bicknell Town would be constructed. Sunrise Engineering and members of the council unofficially met with Mr. Brinkerhoff on 19 November 2020. Ensign Engineering explained the proposed project and showed some maps to Mr. Brinkerhoff. Mr. Brinkerhoff had some questions which the engineers went over with him. They will also meet with him at the property to explain things further. Certain stipulations have to be met with the well. Mr. Brinkerhoff was not objectionable to the well being dug on this property. When he knows all the facts, he will need to come to a town council meeting and discuss the terms needed between him and the town to make the project work. V. MEMBER REPORTS Mayor Johnson. Mayor Johnson reported she had been in contact with Brandon Stephenson from Sunrise Engineering about the proposed road project in town. The first step the town mayor/councilmember will have to do is an interview with Zack Leavitt from Six County in December 2020. Second, they will have to meet with the County Commissioners. If all goes well there then they will have to meet with CIB the first part of February to apply for funding. Mayor Johnson reported Emil Brinkerhoff had a water leak at his rental house at 61 N 200 W, he thought it was the meter leaking. When it was dug up, it was determined the leak was not coming from the meter, but on his line going to the meter, so it was his responsibility to have it fixed. He was very upset and said it was the town's problem. He was informed the town's responsibility is with the town lines and stops at the meter. The meter was shut off until the leak is fixed. Mayor Johnson reported someone has been knocking over some of the signs in town. Scott was told to put in new metal posts and also make an inventory of the faded signs that need to be replaced in town. Said signs will be ordered. Mayor Johnson received a text from Steve Albrecht, saying several people have commented to him how nice the Christmas lights and decorations look at the Memorial. Mr. Albrecht has not seen them himself, as he is in St. George, but wanted the town to know people were pleased. Mayor Johnson asked Carrie if she had looked over the cemetery information on the town's laptop, which Gil Hunt set up when mayor, and made any sense of it. Carrie said it was just a spread sheet with information on it, but it didn't show plot details. Mayor Johnson said there are two town cemetery books that have more information in them, but the books vary. The town's cemetery records are a challenge. Mayor Johnson said all the money received from the Cares Act has been allocated and has to be spent by 30 December 2020. Carrie. Carrie said she had set up a Facebook page for Bicknell Town. She can put information about meetings and things in general for the public on it. She has looked into what it would entail to get a Web Site for the town. She asked the council what they wanted to be put on the web site. The said it would be nice to have the town's ordinances posted there. Perhaps forms or applications dealing with the town could also be there. A web site will probably cost the town between $15-35 a month. As council members, town employees, and the Planning Commission will be receiving Ipads to use for Zoom meetings, there will need to be some policies dealing with their use set up. She had a copy of a proposed IT and Computer Policy for the council to look over, There will need to be a form signed by each person receiving said Ipads. She also had a Credit Card Policy for the council members to look over. Connie. Connie received an application for a business license from Darci King to be a yard sign decorator for birthday parties and such. The council had no problem with the new business, Connie will let Darci know of the council's approval and get detailed information for said business. Connie shared with the council a 'thank you' card from Kathy Woolsey and family, thanking the council for the flowers sent for her mother's funeral. Kathy is on the Planning/Zoning Commission and has spent , and continues to spend, many volunteer hours on the flowers and trees at the new Memorial. Scott. Scott reported the mountain springs are producing 37 gallons a minute. The tank is down about 2'. Scott said the water sample was fine last month, and he has taken one for this month. Scott helped Mayor Johnson assemble the Christmas decorations for the Memorial, DUP building, and the small park on the east entrance to Bicknell.
