1. 6:40 P.M. CALL CITY COUNCIL MEETING TO ORDER
Mayor Mike Crawford called the city council meeting to order.

3. PLEDGE OF ALLEGIANCE
Pledge of Allegiance was lead by Councilmember Dennis Sweat.
4. APPROVE OR AMEND P&Z PUBLIC HEARING MINUTES OF NOVEMBER 05, 2020. DECISION.
Motion made by Councilmember Dennis Sweat, seconded by Councilmember Gordon Stewart to approve the Public Hearing Minutes of November 5th, 2020. All in favor, motion passed.
5. APPROVE OR AMEND REGULAR CITY COUNCIL MEETING MINUTES OF NOVEMBER 05, 2020. DECISION.
Motion made by Councilmember Gordon Stewart, seconded by Councilmember Dennis Sweat to approve the regular city council meeting minutes of November 5th, 2020. All in favor, motion passed.
6. DEPARTMENT UPDATES: KENNETH QUIRK
A) POLICE DEPARTMENT
B) FIRE DEPARTMENT
Ken Quirk gave the council on the current department stats including the information he was able to find regarding the GIS system fees which looks to be around $37,900 if looking into dispatching services with the City of West Wendover. He also mentioned they will be hosting the traditional Santa on the fire engine throughout town and this year Wendover, Utah is the only one doing so. West Wendover decided to not do it this year. Tooele City donated 10 SEB Units to the fire department.
7. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES.
A individual from the audience said that the city and her dad had discussed in the past about trading properties so that the city can widen the road on Mariah, and they were wanting to see if that was still a option. Mayor Mike Crawford responded saying I believe that was over a year ago and we never heard anything back from the owner, however we can put the topic on the next agenda to be discussed further.
8. APPROVE OR AMEND ORDINANCE 2020-01: AN ORDINANCE ESTBLISHING A TIME AND PLACE FOR HOLDING REGULAR CITY COUNCIL MEETINGS FOR THE YEAR 2021. DECISION.
Motion made by Councilmember Dennis Sweat, seconded by Councilmember Gordon Stewart to approve the ordinance 2020-01: an ordinance establishing a time and place for holding regular meetings for the year 2021. Roll call Councilmember Darlene Trammell aye, Councilmember Dennis Sweat aye, and Councilmember Gordon Stewart aye. Motion passed.
9. UPDATE ON CONDITIONAL USE PERMIT FOR 2 APARTMENT COMPLEX WITH SALON AT 215 SKYHAWK, PARCEL 01-270-0-0020 MIRIAM REYES DECISION.
Dies due to lack of a motion.
10. UPDATE ON DISPATCH SERVICE WITH WEST WENDOVER NEVADA.
After brief discussion regarding beginning costs for a radio tower and other equipment, Mayor Crawford said he and Ken will try to get together and look at possible grants to help fund the process to be able to dispatch with the West Wendover Police Department.
11. APPROVE THE SELLING OF SURPLUS EQUIPMENT. FOUR VEHICLES, ONE TRAILER. DECISION.
Motion made by Councilmember Dennis Sweat, 2nd by Councilmember Darlene Trammell to approve the selling of surplus equipment, four vehicles, and one trailer. All in favor, motion passed.
12. APPROVE THE PURCHASE OF A NEW BACKHOE. DECISION
Motion made by Councilmember Dennis Sweat to approve Glenn Wadsworth to purchase what he felt was the best option for a backhoe. Motion seconded by Councilmember Darlene Trammell. All in favor motion passed.
13. MIKE CRAWFORD MAYOR UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO.
Mayor Crawford told the council we are still fighting the Covid hopefully next year will be a lot better for all. He plans to work with Ken on possible upcoming grants for the dispatching. He also mentioned that City of Wendover will be having the traditional Santa on the fire truck this year as well however they will be social distancing with masks and gloves and Santa will have to stay on the fire truck.
14. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. .

15. CITY ATTORNEY SPENCER CALL UPDATES AND PENDING MATTERS. DISCUSSION/DECISION.
A) DISPOSITION OF JUNK CARS
Currently being fined when not in compliance. Looking into the next step if fines is not complying.
B) UPDATE ON BONNEVILLE TRAILER COURT
Spencer said that he sent the letter that was received from the inspector to the trailer park owner and hasn't heard back.
Spencer also mentioned to the city council that he will look at contracts regarding property trades and so forth for Conley Acres.
D) DOG KENNEL LICENSE WITHIN CITY LIMITS

17. NEW BUSINESS:
Mayor Mike Crawford mentioned the City's tree on the hill is light up. Councilmember Dennis Sweat asked if there is a possible ordinance the city can look at doing regarding animal feces being left on public sidewalks and on other people's property.

Next city council meeting is January 7th, 2021.
