The agenda for the meeting is as follows: Call to Order Invocation Flag Salute 1. Comments from the public. The Open Comment Period provides an opportunity to address the Mayor and City Council regarding concerns or ideas on any topic. To be considerate of everyone at this meeting, public comment will be limited to three minutes per person. Participants are to state their names for the record. Comments, which cannot be made within these limits, should be submitted in writing to the City Recorder at christina.fernandez@sgcity.org. The Mayor and City Council encourage civil discourse for everyone who participates in the meeting. Comments pertaining to an agenda item that includes a public hearing or public input should be given as that item is being discussed during the meeting. 2. Consent Calendar. a. Consider approval of a Cooperative Agreement with the NRCS for the Red Hills sediment removal control basins, and streambank protection. BACKGROUND and RECOMMENDATION: This funding request for Emergency Watershed Protection was submitted to the NRCS after the August 23, 2020, storm event. The project when completed will reduce flooding and sediment in the 1230 North 1400 West (Posse Grounds) area, the St. George Industrial Park, Middleton Area, and prevent erosion along the Virgin River on the west bank upstream of Man of War Bridge. The NRCS portion of this project is $3,377,287, the city portion of this project is $996,250. This project will require a budget opening. Staff recommends approval. b. Consider approval of a Professional Services Agreement with Bowen Collins & Associates for the Red Hills Sediment Removal Virgin River Stream Bank Protection Phase 2 Project. BACKGROUND and RECOMMENDATION: This contract includes design, bidding, and construction management services for flood mitigation on four (4) sites within the city for the Red Hills Sediment Removal Virgin River Stream Bank Protection Phase 2 Project. $388,537.00 of the cost of the engineering is funded by the NRCS Emergency Watershed Program. This project will require a budget opening. Staff recommends approval. c. Consider approval of a Professional Services Agreement with Civil Science Infrastructure Inc. for the Fossil Falls Park Project. BACKGROUND and RECOMMENDATION: Services includes design survey, base map, engineering design, and permitting for the Fossil Falls Park project. This community park is located at the south end of 2450 East and adjacent to the Johnson diversion. This park will help meet these residents' need for additional park and open space as well as act as a trailhead for the existing trail system. Staff recommends approval. d. Consider approval of a Professional Services Agreement with Alpha Engineering for the design of the extension of 1450 East from 900 South to Riverside Drive. BACKGROUND and RECOMMENDATION: Public Works has asked Alpha Engineering to provide design services for the extension of 1450 East from 900 South to Riverside Drive. Alpha Engineering is the design engineer for the proposed development project River Trial Townhomes on the north side of Riverside Drive located on the property originally owned by the McArthur family but now owned by Feller Ventures at approximately 1400 East and Riverside Drive. Alpha Engineering has submitted a cost proposal of $60,645.00 to do the design work. Staff recommends approval. e. Consider approval of Amendment 10 to the Jviation Professional Services Agreement for Airport Projects. BACKGROUND and RECOMMENDATION: This item is related to AIP 36: Acquire ARFF Vehicle and Ancillary Equipment. This amendment with Jviation provides the City with the necessary documents for acquiring/purchasing the new ARFF truck. The cost of these services is provided for and covered in the FAA AIP 36 grant for this project. Staff recommends approval. f. Consider approval of a reimbursement agreement with Lazy V7 Holdings, LLC called Rasmussen Drive Improvement Reimbursement Agreement. BACKGROUND and RECOMMENDATION: Applicant was required to improve a portion of Rasmussen Drive with the construction of a single-family home. City agreed to pay for the roadway improvements if applicant agreed to dedicate the remaining right-of-way along Rasmussen Drive, along Applicant's property frontage, so that in the future if city needs to finish Rasmussen Drive, the right-of-way has already been dedicated. Agreement does not relieve Applicant from the responsibility to complete roadway improvements if Applicant develops property along Rasmussen Drive prior to city needing roadway completed. Staff recommends approval. g. Consider approval of an amendment to the Municipal Billing and Collection Agreement between the city and the Washington County Special Service District No. 1. BACKGROUND and RECOMMENDATION: On August 20, 2020 the city entered into a new agreement with the Washington County Special Service District No. 1 for the District to provide solid waste and recycle collection services to the city with the city providing billing services for all residences in the city. In the agreement, the current amount being charged by the District, $4.45, was listed instead of the new amount of $4.55. This amended agreement changes the agreement to the $4.55. Staff recommends approval. h. Consider approval of a New Hangar Lease at the Airport with Rivox, LLC on Lot 58G. BACKGROUND and RECOMMENDATION: This hangar lease with Rivox, LLC (Mark Allred) is for new construction. Mark will be building a new hangar on lot 58G pending approval. Staff recommends approval. i. Consider approval to purchase a 2020 Pierce Velocity PUC Fire Engine/Pumper with Pierce Manufacturing / Siddons-Martin Emergency Group, LLC utilizing the National Purchasing Partners (NPP) National Contract. BACKGROUND and RECOMMENDATION: This request is to purchase a fire engine / pumper from Pierce Manufacturing with Siddons-Martin Emergency Group LLC as the dealer for Pierce Manufacturing. This pumper will match the design of the three pumpers purchased in 2017 at a cost of $795,907.81 after discounts. The original contract price is $816,809.00, the city will be utilizing a full prepay discount totaling $22,886.00. The price for the pumper will be $793,923.00 after the discount and will add $1,984.81 for the NPP administrative fees bringing the total to $795,907.81. Staff recommends approval of the purchase of the 2020 Pierce Velocity PUC Fire Engine/Pumper. The city currently operates thirteen (13) Pierce apparatus within the fire department's fleet and has been purchasing Pierce fire apparatus since 1991. j. Consider approval of the minutes from the meetings held on November 12, 2020; November 19, 2020; December 10, 2020; and December 17, 2020; and amended minutes from the meeting held on August 11, 2020. 3. Public hearing and consideration of an amended final plat subdivision for The Cliffs of Snow Canyon Plat J Lots 158 & 159 Amended by merging said lots together into one lot and to vacate the existing public utility easement located between said lots. BACKGROUND and RECOMMENDATION: The purpose of this final plat amendment is to merge said lots together into one lot and to vacate an existing public utility easement located between said lots. There is an existing house on lot 159, with Lot 158 being vacant. This is located at 3052 N. Snow Canyon Parkway, Unit 159. Zoning is PD-R. The Joint Utilities Commission recommended approval with conditions. The second water setter needs to be removed by the homeowner and approved by the Water Services Department. 4. Consider approval or an ordinance amending 3-3-3(A)(6) of City code to change the number of bar establishment licenses permitted in the Arts District Overlay Zone. BACKGROUND and RECOMMENDATION: This ordinance was changed to allow four (4)licenses in this zone. After further review of the area, the size of the overlay zone, and the number of businesses in the area, four (4) licenses in this area seems to be too intense therefore it is being recommended that this be amended to reduce the number to two (2). Staff recommends approval. 5. Consider approval of an ordinance changing the zone from R-1-10 (Single Family Residential, minimum lot size 10,000 square feet) to M-1 (Manufacturing) on approximately 123.13 acres generally located west of River Road and south of Enterprise Drive. BACKGROUND and RECOMMENDATION: The General Plan calls for BP which is a Business-Research Park. Though there is not a specific zoning category that goes along with the BP category, it is consistent with the rest of the Fort Pierce development. The applicant is proposing to expand Fort Pierce to the south of where its current boundary exists as suggested in the general plan. Currently, the zoning on the property is R-1-10. The Planning Commission recommended approval. 6. Consider approval of an ordinance changing the zone from M&G (Mining & Grazing) to PD-C (Planned Development Commercial)zone change for the property generally located 2,000 feet east of the Fish Rock subdivision to allow for RV storage. BACKGROUND and RECOMMENDATION: This PD-C zone change is requested to approve the conceptual layout and phasing for the proposed High Point RV Storage facility to be located on the subject property. The General Plan designation was changed from LDR (Low Density Residential) to COM (Commercial) on November 5, 2020 to accommodate such a zone change. The Planning Commission recommended approval. 7. Consider approval of the preliminary plat High Point Storage, a 1-lot commercial subdivision located at approximately 910 West and 4700 North. BACKGROUND and RECOMMENDATION: This proposed preliminary plat is located east of the Ledges development at approximately 910 West and 4700 North. The Planning Commission recommended approval. 8. Consider approval of a Hillside Development Permit to allow development of a residential subdivision called Summit Estates generally located south of the intersection at Hillrise Drive and Ft. Pierce Drive; zoning is PD-R (Planned Development Residential). BACKGROUND and RECOMMENDATION: This item was tabled on the December 3, 2020 city council meeting to allow the developer to provide additional information to staff to review and make a recommendation to the City Council. Staff has met with the developer numerous times since the item was tabled regarding drainage from the proposed project and the impacts on Sienna Canyon and the existing homes to the north. Developer has updated their drainage study and proposed a retention pond adjacent to Sienna Canyon with runoff being pumped from proposed retention basin DB-1 to proposed detention basin DB-3. All proposed detention basin sizes and outflow facilities have been updated. 9. Consider approval of an ordinance for a zone change amendment for Summit Estates, the PD (Planned Development) associated with Webb Hill, to the west of Sienna Canyon development on approximately 70.83 acres generally located on Hillrise Drive, south of Summit Ridge Drive. BACKGROUND and RECOMMENDATION: A development agreement was approved on the subject property in 1998 allowing development. Shortly thereafter, the property was zoned to a PD-R (Planned Development Residential) designation but has not seen any development. The property is seeking approval of an amendment to the PD that was originally approved through a zone change amendment. The applicant is proposing forty-two (42) single-family lots at a density of 0.6 dwelling units per acre. 10. Consider approval of the preliminary plat for Summit Estates, 42-lot residential subdivision located on Webb Hill at approximately the intersection of Summit Ridge Drive and Hillrise Drive. BACKGROUND and RECOMMENDATION: This item was tabled on the December 3, 2020 city council meeting to allow the developer to provide additional information to staff to review and make a recommendation to the City Council. Staff has met with the developer numerous times since the item was tabled regarding drainage from the proposed project and the impacts on Sienna Canyon and the existing homes to the north. Developer has updated their drainage study and proposed a retention pond adjacent to Sienna Canyon with runoff being pumped from proposed retention basin DB-1 to proposed detention basin DB-3. All proposed detention basin sizes and outflow facilities have been updated. Developer is proposing a sewer lift station to pump sewage from lots 203-222 to proposed sewer main in Hillrise Drive and installing a new water tank to provide culinary water to this development. 11.
