MONA CITY COUNCIL MEETING NOVEMBER 24, 2020 Zoom Setting THE MEETING WAS CALLED TO ORDER BY MAYOR WILLIAM MILLS AT 7:30 P.M. VIA ZOOM PRESENTATION PRESENT: William M. Mills - Mayor Randy Christensen - Councilmember Jay Mecham - Councilmember Frank Riding - Councilmember Amy Stanley - Councilmember Micheal Stringer - Councilmember GUEST: ALSO PRESENT: Myrna Trautvein - Times News Reporter Everd Squire -Director of Finance, Lyla Spencer-City Recorder, Chad Phillips-Water/Gas, Sara Samuelson P&Z Secretary, Lynn Ingram P&Z Chair. OPENING PRAYER: City Secretary/Treasurer Michele Dalton APPROVAL OF NOVEMBER 10, 2020 MINUTES: Mayor William M. Mills asked for an approval on the November 10, 2020 minutes. Councilmember Randy Christensen moved to make a motion to approve the minutes of November 10, 2020 as written, with a second by Councilmember Amy Stanley all voted in favor, motion carried. (1st Motion) PLANNING AND ZONING: Planning and Zoning Chair Lynn Ingram presented a proposed new residential Zone, R-2 The zone will be moved from the current area to the South East Corner of the city, in an area South of Cemetery Lane to approximately 400 E, and west of I-15. There was no motion on the proposed Zone request, however Mayor Mills asked for a voice approval to move forward with the process. All council members approved the request to move forward. DELEGATIONS: Gas/Water Operator Chad Phillips: Presented an update on the water, gas and construction projects. MONA CITY COUNCIL MEETING NOVEMBER 24, 2020 Zoom Setting DIRECTOR OF FINANCES: Director of Finance Everd Squire presented The Mona City Disbursement Listing for checking dated 11/11/2020 to 11/24/2020. There were six (6) checks over the allotted amount of $2,000. There were no comments from the council; approval was granted for the Disbursement Listing with the above dates. The Disbursement Listing is attached and will become a permanent part of the minutes for public viewing. Everd also asked the council to approve the 2020 $50.00 cash Gift/Bonus. Mayor Mills asked for a motion to approve the 2020 Christmas Cash Gift/Bonus in the amount of $50.00 for each city employee. Councilmember Randy Christensen moved to make a motion to approve the $50.00 Cash Gift/Bonus for the 2020 Christmas season with a second by Councilmember Micheal Stringer. All voted in favor, motion carried. (3rd Motion) The Finance Department is working on official policies that will cover Fraud. This written policy is to be completed by June of 2021; the city council needs to have written policies that will cover certain activities such as the use of city credit cards. SECRETARY/TREASURER: Secretary/Treasurer Michelle Dalton received a call from a citizen wanting to know if her physically challenged son would able to come in the Community Center and walk. The council thought it necessary to do research and make a decision during the next council meeting. There were some concerns if this is approved by the council it may start a problem with other community members wanting to use the facility for similar reasons. The council has voted to close most activities until after January of 2021. Michelle presented an agreement from the Cherrington Firm a collection agency for delinquent utility bills. The fees will need to be added to the city's Fee Schedule Michelle said. Mayor Mills asked for a motion to enter into an agreement with the Cherrington Firm to collect delinquent utility bills, as presented by City Secretary Michelle Dalton. Councilmember Randy Christensen moved to make a motion to accept an agreement with the Cherrington Firm for collection of delinquent utility bills with a second by Councilmember Frank Riding. All voted in favor, Motion Carried. (2nd Motion) It may me a good idea to install fans in the Community Center Michelle suggested. MONA CITY COUNCIL MEETING NOVEMBER 24, 2020 Zoom Setting RECORDERS REPORT: Lyla Spencer presented the Douglas Young Annexation to be readopted and sent to the Lt Governor for recertification. 'I need a motion to readopt the annexation, we discussed it a few weeks ago and now we need a motion.' Mayor Mills asked for a motion to readopt the Douglas Young Annexation. Councilmember Micheal Stringer moved to make a motion to readopt the Douglas Young Annexation with a second by Councilmember Randy Christensen. All voted in favor, motion carried. (4th Motion) COUNCIL BUSINESS: Mayor William M. Mills asked the council to approve by motion any contractor using Mona City's water outside the city limits be increased from $3.00 per thousand to $15.00 per thousand. Chad Phillips Water/Gas operator told the council it's a good idea to increase the fees for the contractor water use, he added, cross contaminating could be a problem. After some discussion, Councilmember Micheal Stringer moved to make a motion to approve an increase in contractor's water usage outside the city limits from $3.00 a thousand to $15.00 a thousand, with a second by Councilmember Frank Riding. All voted in favor, motion carried. (5th Motion) Councilmember Amy Stanley reported she had been contacted by the man who works in the corporate office of Young Living. 'They are planning a grand reopening after they are finished with the work they are doing on the Visitor's Center', she said. Councilmember Stanley said the residents of Mona, Nephi, Rocky Ridge and Levan will be invited to attend the reopening and see the new facility. She said that he had also indicated a willingness to cooperate with Mona City on some community improvement projects. He added, we just need to know which direction to go. Mayor Mills added, 'Travis Jones, General Manager of Houweling's Tomatoes in Mona would like to work with the manager at Young Living to do some things for Mona.' One project that Mayor Mills told Jones, the city could use help with the renovation of the archery range. It is a sport that Mona residents enjoy and that others would be willing to learn. Councilmember Stanley suggested the council think about recreation projects they would like help with from both businesses. MONA CITY COUNCIL MEETING NOVEMBER 24, 2020 Zoom Setting Mayor said, 'Barnes Bullets is still in the transition with ownership when that is settled, we could also talk to them, they are annexed into the city now.' Councilmember Jay Mecham will follow up on the sewer plant. Councilmember Micheal Stringer gave an update on the road projects. Mayor Mills ended the council session letting the council be aware Mona City will hold one council meeting in December, the second Tuesday, which is December 8th. This will be via ZOOM presentation. 'Traditionally, since our second council meeting falls on the fourth Tuesday of the month which will be December 22nd it will be just days away from Christmas,' Said Mayor Bill Mills. He continued by saying, 'It is a time for family so we traditionally skip that second meeting.' Mayor Mills then gave an update on the current COVID -19 cases and deaths in Juab County. FYI: There were six (6) motions voted upon and passed, a motion to approve the November 10th, 2020 minutes as written a motion to increase fees for water used by contractors outside city limits, a motion to readopt the Douglas young Annexation, a motion to approve a contract with the Cherrington Firm, a motion to approve and a motion to adjourn this meeting of November 24, 2020. PAY FINANCES ADJOURNMENT: Councilmember Frank Riding moved to make a motion to pay the finances and adjourn, with a second by Councilmember Jay Mecham. All voted in favor, motion carried. (6th Motion) The city council meeting was then adjourned at 8:20 p.m. with no further comments. AN EXECUTIVE SESSION IF NECESSARY: An executive session was not necessary.
