Description/Agenda
TOWN COUNCIL MEETING MINUTES NOVEMBER 5, 2020 PRESENT: Charles Billingsley, Robert Rodriguez, Zach Leavitt, Jared Campbell, Mayor Jesse Campbell, Marty Anderson, Doug Nowell, Troy Campbell, Terry Smith PRAYER: PLEDGE OF ALLEGIANCE Minutes were read for the October meeting. Jared motioned to accept the minutes as read, Doug seconded the motion. MAYOR UPDATES: Jared checked with Jorgensen on pricing for a side-by-side. A brand new Honda pioneer 500 would be $10,500 but we could not get it until the first of the year. There is also a used Honda Pioneer 1000 with 19,000 miles on it that we could get now. They both have a dump bed. Doug and Marty both suggested getting the new side-by-side instead of the old one, feeling it would last longer. A sprayer also needs to be purchased to spray the playground equipment. PLANNING COMMISSION: Charles Billingsley came to explain what he could do for the town to help it enforce its Ordinances & Policy and Procedures. He said that if the town tries to resolve a problem with a customer but nothing is fixed, the town can call Charles. He will follow the procedures that the town has put into place and get it resolved with legal action if necessary. Before anything can be done the town needs to adopt the Ordinances and Procedures and also appoint Charles to Duties of Municipal Inspector. Also a Job Description & Procedures will be paragraph #5 of the Town Nuisance Ordinance at $25.00 an hour. A public hearing will need to be held for the public, then the ordinances can be adopted, and then call Charles. Terry Smith needed a building permit signed for an RV cover. The PC signed the permit at their meeting. The mayor also signed it. WATER: Zach Leavitt came and informed the town that in order to get FEMA floodplain looked at the town has to file a A Letter of Map Change. What it does is take information from a hydrological study to show that there is no longer a floodplain in that area and have a hydrologist sign off on it. There is funding for this, but Zach will get back to us on that. There is a USDA Growth Development program that is called Emergency Community Water Assistance Grant. It can provide the town up to 1 million dollars in grant money to relocate the spring or help clean up around the spring to get the spring flowing again. The town needs to contact Rackell Syddall and she can help us get the paperwork going. This grant also required an Engineer to be signed on. Because the spring has been a problem for over a year, and because of the drought it is considered an emergency and qualifies the town for this grant. BUILDING: Robert Rodriquez wanted to thank the town for allowing his church to use the building. He also was wondering if the town knew of anyone in need. His church has eggs they would like to donate to anyone in need. He also wanted to invite everyone to a Thanksgiving Dinner for anyone that would like to attend. Their church would also like to help with the upcoming Christmas program. It was suggested that carpet be put on the walls in the JCC to help stop the echo. Jared priced it and it would cost between $4,500-$5,000. The would boxes would need to be taken down. It was decided to have a big town function first, to see how bad it is and if it's needed. Jared motioned to adjourn the meeting, Marty seconded the motion.
