ROLL CALL Mayor Noreen Johnson called the roll at 7:00 p.m. Council members present were: Bryan Brinkerhoff, Rhett Jackson and Weston Johnson. Connie Durfey was present to record the minutes. Scott was present to give his report. Carrie Brinkerhoff, Ellen Andersen, Gregg Andersen, Sharon Cowley, Trevor Johnson, Bronson Oyler, Kelly Chappell and Brennan Rees were also present. II. APPROVAL OF MINUTES The minutes of 1 October 2020 were reviewed. Weston made the motion to approve them. Rhett seconded, all ayed. III. BUSINESS Color Country Animal Welfare. No one showed up. Bronson Oyler - New Business/building permit. Mr. Oyler was present to request approval to renovate the David Love property on main street to accommodate a butcher shop/farm store. He previously took his proposed plan to the Planning/Zoning Commission. The Council looked over the remodel plans and the building permit application. They agreed to approve the renovation. Mr. Oyler also requested a business license. Bryan made the motion to approve the building permit and business license. Weston seconded, all ayed. Mr. Oyler will be required to fill out a business license application, Connie will get him a copy of said application. Jayden Brian - Short term Rentals. Mr. Brian did not show up. Trevor Johnson. Mr. Johnson asked the council for approval for a business license for making leather goods out of his home. Rhett made the motion to approve the license, Bryan seconded. All ayed. Connie will get him a copy of said application. Ensign Engineering. Kelly Chappell and Brennan Rees presented the council with the completed Culinary Water Master Plan for Bicknell. They gave each of the council a copy of said plan and discussed different aspects of it. Bottom line, a well south of town would be the most reliable and fruitful for increase in water supply for the town. There is a spring in that area that could be developed and it would cost approximately the same to develop as the well, but it would be more susceptible to draught. Mr. Rees had talked with the property owner, David Brinkerhoff, about these sources. It was suggested the town meet with Mr. Brinkerhoff to discuss the needs of the town and his feelings about the well/spring. A meeting was set up with Mr. Brinkerhoff for next Thursday, 17 November 2020, at 6:00 pm, at the town hall. (Bronson Oyler, Gregg Anderson, Ellen Andersen, and Sharon Cowley left the meeting.) The cost of the project with either the well or spring and another tank would be about $2.5 million if the spring and the well were developed along with the tank it would be about $2.8 million. The town will have to put in an application with the State Division of Drinking Water for a loan/grant, which would probably be 60% loan and 40% grant. The town would have to put up $50,000. The annual payment per year for 30 years would be about $62,000. If the base rate for culinary water was raised $13 per month it would cover the payment of the loan. The other loans the town has with the Division could be rolled over and just one payment made each year. After meeting with Mr. Brinkerhoff and deciding to go with a well and or spring, the next step is to put in the application, which Ensign Engineering would put together. (Trevor Johnson left.) It should take about 6 weeks after the application is sent to get a reply. The project would go before the staff at the Division of Water, then to the board of the Division of Water. There will be a meeting with the Division of Drinking Water in February that a member of the town council and Ensign Engineering would have to attend. Kelly and Brennan were thanked for their work and input. They excused themselves and said they would be back next week for the meeting with David Brinkerhoff. Cares Act. The federal government is giving grant money to local governments for use in the community for Covid 19 related issues. Some of the suggestions for the use of the money is for new computers or an Ipad for each member of the council and employees so meetings could be zoomed when it isn't safe to meet in person. Other suggestions were for a special steam cleaner that could be used to sanitize park facilities and the monument. Hand sanitizer machines could be put in the public buildings at entrances. The town has a total of $28,057 dollars to use. If the town doesn't use all of the money given, the balance can be given to fire departments, schools, and such, or returned. After some discussion it was decided to buy Ipads for the town council, employees, and the Planning/Zoning Commission.; to purchase the steam cleaner/sanitizer, and a hand sanitizer at the town hall and perhaps inside the park pavillion. It was also suggested to update the bathrooms with hand free toilets and sinks, if funds permit. Mayor Johnson will contact Ross Fillmore to get a bid on the bathrooms. Scott will order the steam sanitizer. Connie and Carrie will see about getting the Ipads and standing sanitizer. IV. MEMBER REPORTS Connie. Connie reported there were 5 persons who applied for the town office job: Madison Blackburn, Carrie Brinkerhoff, Laura Lasco, Karen Ottman and Josie Wells. The applicants were interviewed by Mayor Johnson and Connie. Mayor Johnson discussed with each of the council members their findings, and they decided to hire Carrie Brinkerhoff for a 60 day probation period. At the end of the probation, if it is successful, Carrie will be appointed Town Treasurer. Connie will continue as Town Clerk. Connie reported Kimball & Roberts were here last Thursday and did a yearly review of the town's financial statements, government policies, and government practices for the last fiscal year. To comply with the State Auditor, Connie discussed with the council the Fraud Risk Assessment the town has to fill out and send to the State Auditor's office. The town needs to adopt numerous policies to lower the risk of fraud within the town. Connie downloaded the templates for said policies and will type them to present to the council for approval and adoption throughout the next months. Kimball & Roberts will send their completed report to the town. Mayor Johnson. Mayor Johnson officially welcomed Carrie Brinkerhoff to the town council meeting. She said one of the first things she would like Carrie to help with would be the cemetery records, especially the computer version. Carrie will work with Connie and they will determine which jobs she will need to help with. Mayor Johnson reported she had met with Brandon Stephenson with Sunrise Engineering and examined the roads in town. The worse road is between main street and 2nd south on 4th west, it would cost about $250,000. She had been talking with CDBG about getting a grant from them to do the work there. This grant would depend on the income of the people who live on that street, 3 households must be below $40,000 yearly income to qualify for the grant. Only one household along that street may be in that income category, so CDBG will not fund that project, Mayor Johnson will continue to seek funding through CIB. Zack Leavitt from Six County and Sunrise Engineering will help with that process. She said there are numerous signs in town that need to be replaced and the town will use some of the money budgeted for roads for that. Mayor Johnson received a letter from Steve Albrecht. The council officially released him from responsibility of the Heritage/Veteran Memorial. He had a list of things that were not finished or suggested they be completed; a replacement kiosk, water piped to the trees and flower barrels, extend the culvert all the way to the corner on the south side, and to figure a way to keep the birds from depositing their refuse around the electric pole and onto parts of the monument. He said the State of Utah is putting up a sign at each end of town to alert travelers to the Memorial. He and his wife have been putting up the flags around the Memorial each holiday and have been storing them. Scott will contact them and have the flags moved to the basement of the town hall. He will get the key from Mr. Albrecht for the three stationary flag poles. Mr. Albrecht said Rick from Richfield Monument needs to make a few corrections to the monument and donor names. (List included) He said that Rick would be willing to come once a year for a setup fee of $150 and make necessary updates for a small fee. Mr. Albrecht encouraged the town to keep a running list of names for updates for Rick. He said the wagon needs to be sealed each year. The three permanent flying flags were bought from Colonial Flag, and replacements can be purchased from them. Kathy Woolsey has been tending the landscaping and Shannon Robertson said she would maintain the shadow box. Both ladies need to be contacted to see if they are willing to continue their service. Mayor Johnson reported she had purchased the Christmas Decorations for the town for about $2300. Some will put at the new memorial, at the DUP building (if approved) and perhaps on the grassy area NE of Blackburn's Auto. Scott. Scott reported the mountain springs are producing 36 gallons a minute. The tank is down about 2'. Brinkerhoff Spring pumped 450,000 gallons into the system last month. He has drained the water from the park and irrigation system. He has dug two graves. He reminded the council that the irrigation pump needs a re-do, as it does every two years. Financial. A list of the bills was presented to the council for payment approval. Weston made the motion to pay them, Rhett seconded, all ayed V. ADJOURNMENT Next month the town council meeting will begin at 6:00 pm and continue at that time until Day-light Savings Time takes effect next spring. Rhett made the motion to adjourn at 9:45 pm, Weston seconded, All ayed.
