AGENDA 1. 6:30 P.M. CALL CITY COUNCIL MEETING TO ORDER Mayor Mike Crawford called the city council meeting to order. 2. ROLL CALL. Mayor Mike Crawford Councilmember Gordon Stewart Councilmember Dennis Sweat Councilmember Ana Aboite City Administrator Glenn Wadsworth City Recorder Devan Clevenger City Attorney Spencer Call EXCUSED: Councilmember Darlene Trammell Councilmember Manny Carrillo Audience: 3. PLEDGE OF ALLEGIANCE Pledge of Allegiance was lead by Councilmember Dennis Sweat. 4. APPROVE OR AMEND PUBLIC HEARING MINUTES OF OCTOBER 01, 2020. DECISION. Motion made by Councilmember Anna Aboite, seconded by Councilmember Dennis Sweat to approve the public hearing minutes of October 1, 2020. All in favor, motion passed. 5. APPROVE OR AMEND REGULAR CITY COUNCIL MEETING MINUTES OF OCTOBER 01, 2020. DECISION. Motion made by Councilmember Dennis Sweat, seconded by Councilmember Gordon Stewart to approve the City Council meeting minutes of October 1, 2020. All in favor motion passed. 6. APPROVE OR AMEND NOTICE AND AGENDA MEETING MINUTES OF OCTOBER 08, 2020. DECISION, Motion made by Councilmember Dennis Sweat, seconded by Councilmember Gordon Stewart to approve the meeting minutes of October 8, 2020. All in favor, motion passed. 7. DEPARTMENT UPDATES: KENNETH QUIRK A) POLICE DEPARTMENT B) FIRE DEPARTMENT Public Safety Director Ken Quirk updated the council on both departments including the resignation of Officer Francis and the department hiring a new part time officer. Officer Groth. He also updated the council on dispatch services for the fire department. 8. COMMENTS FROM THE AUDIENCE LIMIT OF TWO MINUTES. None 9. APPROVE OR AMEND RESOLUTION 2020-15: A RESOLUTION TO AUGMENT THE CITY OF WENDOVER 2020-2021 ANNUAL BUDGET (AMENDMENT #1) DECISION. Motion made by Councilmember Dennis Sweat, seconded by Councilmember Gordon Stewart to approve Resolution 2020-15: A resolution to augment the City of Wendover 2020-2021 annual budget (Amendment #1). Roll Call, Councilmember Gordon Stewart aye, Councilmember Dennis Sweat aye, Councilmember Ana Aboite aye. Motion passed. 10. APPROVE OR DISAPPROVE INTERLOCAL AGREEMENT BETWEEN THE CITY OF WEST WENDOVER NEVADA, AND CITY OF WENDOVER, UTAH FOR LIMITED DISPATCH SERVICES , AND MAYOR TO EXECUTE SAME. DECISION. Motion made by Councilmember Gordon Stewart, seconded by Councilmember Dennis Sweat to table the inter local agreement between the City of West Wendover, Nevada and City of Wendover, Utah for limited dispatch services. All in favor, motion passed. 11. APPROVE OR DISAPPROVE AWARDING THE PILOT PEAK WATER LINE REPLACEMENT PROJECT PHASE 3 STATION 389+04 TO STATION 377+84 TO SAUL MENDOZA CONSTRUCTION IN THE AMOUNT OF $236,550.00. DECISION. Motion made by Councilmember Dennis Sweat, seconded by Councilmember Gordon Stewart to approve awarding the pilot peak water line replacement project phase 3 station 389+04 to station 377+84 to Saul Mendoza Construction in the amount of $236,550.00. All in favor, motion passed. 12. APPROVE OR DISAPPROVE CONDITIONAL USE PERMIT FOR 2 APARTMENT COMPLEX WITH SALON AT 215 SKYHAWK, PARCEL 01-270-0-0020 MIRIAM REYES DECISION. Motion made by Councilmember Ana Aboite, seconded by Councilmember Dennis Sweat to table the item agenda for further review. All in favor, motion passed. 13. APPROVE OR DISAPPROVE REQUEST FOR VARANCE FOR NON-CONFORMING USE AT 273 S. 5TH STREET, PARCEL 01-260-0-0003 KERRIE SUPANICH. DECISION. Motion made by Councilmember Dennis Sweat, seconded by Councilmember Gordon Stewart to approve request for a variance for non-conforming use at 273 S 5th Street, parcel 01-260-0-0003. All in favor, motion passed. 14. APPROVE OR DISAPPROVE (28) $50.00 GIFT CARDS FOR EMPLOYEES THANKSGIVING AND (36) GIFT CARDS FOR CHRISTMAS WITH $3,200.00 TO BE FINANCED FROM THE EMPLOYEES SPECIAL FUND ACCOUNT. DECISION. Motion made by Councilmember Dennis Sweat, seconded by Councilmember Ana Aboite to approve (28) $50 gift cards for employees Thanksgiving and (36) gift cards for Christmas with $3,200 to be financed from the employees special fund account. All in favor, motion passed. 15. MIKE CRAWFORD MAYOR UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. Mayor Mike Crawford spoke with the council about a person who has been illegally tapping into the city's waterline on the Utah side of Pilot Mountain. The person does not have water rights. City Administrator Glenn wads worth added that he has reached out to a business to look into boundary lines and title search. 16. CITY ADMINISTRATOR GLENN WADSWORTH UPDATES AND PENDING MATTERS AND MATTERS RELATED THERETO. . City Administrator Glenn Wadsworth informed the council that there will be a CDBG hearing on December 3rd, 2020 at 6:15pm. He also informed the council on the current water output into the city is 100gpm. 17. CITY ATTORNEY SPENCER CALL UPDATES AND PENDING MATTERS. DISCUSSION/DECISION A) DISPOSITION OF JUNK CARS City Attorney Spencer Call updated the council on the processes on the junk cars in the residential areas. B) UPDATE ON BONNEVILLE TRAILER COURT Call informed the City that the trailers have been removed and the property owner Tom Patel is asking to have the fines waived. The City will have the inspector put together a report. D) DOG KENNEL LICENSE WITHIN CITY LIMITS He will have the paperwork completed for review at the next meeting. Call also mentioned that the Garcia residence that filed for a kennel license and was denied stated they will have the dogs moved from the location by the 3rd of December. 18. UNFINISHED BUSINESS: City Councilmember Gordon Stewart asked about the status on the residence that burned down that was owned by Fred Bermejo. The windows are no longer boarded and people are going in and out of there that raises a huge safety concern. Public Safety Ken Quirk said he would look into it. Mayor Crawford also mentioned he had heard that the older trailers belonging to Virginia Grossman were going to be moved a possibly a new double wide would be placed, which he said will be really good. 19. NEW BUSINESS: None 20. EXECUTIVE MEETING: None 21. NEXT SCHEDULED COUNCIL MEETING. DECISION. City Council meeting December 3, 2020 at 6:30pm and CDBG hearing at 6:15pm. 22. ADJOURNMENT Motion made by Councilmember Dennis Sweat, seconded by Councilmember Gordon Stewart to adjourn the regular meeting. All in favor, motion passed.
