FAYETTE TOWN COUNCIL MEETING MINUTES
THURSDAY, NOVEMBER 5, 2020
LOCATED AT FAYETTE TOWN HALL AT 7PM

CALL TO ORDER: 7:00PM
ROLL CALL: Jed Bartholomew, mayor, Katie Lyman, Brandon Jensen, John Bown, Kelly Sue Mellor
PRAYER : Brandon Jensen
1) REVIEW MINUTES: Brandon made the motion to accept the Minutes. John seconded the Motion. The Minutes were Accepted.
2) REVIEW EXPENDITURES: John made the motion to accept the Expenditures. Katie seconded the motion. The Expenditures were Accepted.
3) NATHAN KING WATER REPORT: The Water at the Spring is doing good. The spring is still has a natural flow. Nathan is working on the Valve map. He has found 21 valves, but needs to find some more that are hiding. We are going to get a water site on the website so the citizen's can see how the water is doing.
There are still 3 non-working Fire Hydrants. They will be fixed soon.
4) CARES ACT MONEY- WHAT DO WE WANT TO DO WITH IT? We want to use the Cares Act money for the tele-communication in the building. We are going to ask for bids and see what we can get done here at the building. We also want to get 2 computers for the town hall. John made the motion to get the advertising out for the bids. Katie seconds the motion. The Motion passes.
5) GARTH MELLOR: Garth wants to know what the Town is going to do about the dirt on his property. When the construction company redid the roads a couple of years ago, the company put the extra dirt from the old road onto his property. He says he can't sell his property without knowing if the dirt contains contaminates.
The Council decided to test the dirt and get back to him on the results.
6) ADDRESS THE BUDGET:
A: Money for Lawyer: We need to pay the Lawyer $1500 and any other fee that he needs to take care of the Lawsuit with Sheldon Mellor.
We will take the money from the Repayment Water fund money.
B: Money for donation to Swim Team: We allocated a donation to the Swim team. Also we are going to Donate to the Recreation Fund at Gunnison City. Brandon made the motion to donate to these two funds. Katie seconded the motion. The motion passes. Jeremy Vincent came to talk to the Town Council about the Swim Team needing donation's to help purchase needed equipment for the Swim Team.
C: Animal Control? The fees will stay the same, $2 a month. Extra money was moved to the donation fund.
D: Split money to PTIF: We took the Repayment Fund and split it 60-40% between the Roads and the Water. The clerk sent the Road money to the Road fund PTIF fund. Leaving the rest of the money for the Water fund.
7) ADDRESS THE CEMETERY FEES: The Cemetery fees will remain as previous. Plots are $200 and Opening and Closing the Grave, $200 for Residents. Non-Residents are $500 for the Plot and Opening and Closing the Grave will be $500. Residents are citizen's with a water meter. Brandon made the Motion to amend the Cemetery Fees. John seconded the motion. The Motion was passed.
8) CARES MONEY-FIRE DEPARTMENT IN GUNNISON: Jed Hansen came and talked to us about donating some of the Cares Act money to the Gunnison Fire Department. They need to restock the equipment and it would help them to get the things they need. Kelly sue made the motion to make a donation to the Gunnison Fire Department. Brandon seconds the motion. The motion passes.
A: Burn season extention: Because of the dry summer the Fire season will be extended until further notice.
9) CHRISTMAS PARTY: DEC 3, 2020: Because of the Coronavirus the Town will do a 'Drive-By' party. Bring a Family Ornament for our tree and get a Donut and a cup of Hot Chocolate. From 6-8PM on the 3rd of December.
10) LETTER? RESULTS? The person will put together a letter to let us know how much time was spent on the project and the materials that were needed for the project.
11) STERILIZING THE ROADS: The Mayor wants to spray the roads for the weeds that are causing us concern. Brandon makes the motion to spray the weeds. Kelly Sue seconds the motion. The motion passes.
12) HOSPITAL BOARD MEMBER? Lamar will stay for a while longer.
13) TRIMMING TREES: This will be addressed in the spring.
CITIZEN'S CONCERNS:
Sheldon Mellor was in attendance with his Lawyer. The Lawyer wanted to ask some questions of the Town Council. Jed, the mayor, said that we couldn't answer any questions because this problem was now between our Lawyer and Sheldon's Lawyer. We were told not to comment. Jed suggested he get in touch with our lawyer.
Jared Jenkin's and his Father were in attendance. Jared would like to use the Town Hall to start a Literacy Program here in Fayette. He would like to use the Hall for free.
The class is free to all that participate. He offered to clean up the Hall after each session. The organization is called Worldwide Access to Literacy. He would like to meet once a week, but might be less.
The council offered to grant him 6 months to see how it would go and then decide on any further time. John abstained.
We had a few Youth Council members here so we got Talmage Jensen and Anya Lyman Sworn in. We asked them to ask other members to join us if they would like too.

ADJOURNMENT OF TOWN MEETING: Brandon Made the motion to adjourn the meeting. John seconded it. Motion was passed.
