AGENDA 1. CALL MEETING TO ORDER. Chairman Klansey Bateman called the meeting to order at 5:15 pm. 2. ROLL CALL. Present: Chairman Klansey Bateman (phone) Vice Chairman Brandon Grossman Board Member Mariah Murphy Board Member Adam Palafox Secretary Devan Clawson EXCUSED: Board Member Vrayen Soriano Board Member Randy Croasmun City Council Liaison Manny Carrillo Audience: David Wright, Judith Reyes, Kerrie Supanich, Steve Wallace 3. PLEDGE OF ALLEGIANCE. Pledge of allegiance was lead by Vice Chairman Brandon Grossman 4. ADDITION OF SINGLE DWELLING UNIT AT 870 PILOT AVE, PARCEL 01-263-0-0017, ZONE R2, DAVID WRIGHT After review, the board noted that property line setbacks were missing from the paperwork and also asked that the City's building inspector visit the location and see if it is possible for the shed to be a single dwelling. Motion made by Chairman Klansey Bateman to table the item until more information is obtained. Motion seconded by Vice Chairman Brandon Grossman, all in favor, motion passed. 5. CONDITIONAL USE PERMIT FOR 2 APARTMENT COMPLEX WITH SALON AT 215 SKYHAWK, PARCEL 01-270-0-0020, MIRIAM REYES Miriam Reyes informed the board that she would like to remove the gym out of the building and create a 2 apartment complex. After review and looking into the zoning regulations the Board Commission stated that the building should be looked over by the inspector to make sure it is able to be converted into a 2 apartment complex. Motion made by Vice Chairman Brandon Grossman, seconded by Board Member Mariah Murphy to approve the a recommendation of a conditional use permit to the city council for 2 apartment complex with salon at 215 Skyhawk, Parcel 01-270-0-0020, Miriam Reyes. All in favor, motion passed. 6. REQUEST FOR VIARANCE FOR NON-CONFORMING USE AT 273 S 5TH STREET, PARCEL 01-260-0-0003, KERRIE SUPANICH Board Member Mariah Murphy asked why it was requested as a non conforming use, Secretary Devan Clawson responded that it was was the building inspector said would be needed. Wallace told the board he had spoke with the inspector and there were two issues that were mentioned first being he needed to list the snow load rating on his plans and the other that a firewall would need to be placed. Wallace told the board he had agreed to place the firewall. 7. COUNCIL LIAISON MANUEL CARRILLO UPDATES AND MATTERS RELATED THERETO. Not Present 8. UNFINISHED BUSINESS. Secretary Devan Clawson told the board the minutes from the last planning and zoning were not added to the agenda because there was missing video she was unable to look at and she needed to talk with the City attorney to make sure procedure is followed correctly. Board Member Mariah Murphy said she noticed there was some key information missing from the public comments and to add that a video was played that recorded a lot of barking dogs. Devan also mentioned that a question was brought up to why the Cut Loose hair Salon was no on the agenda. She stated it was because due to two of the relatives being on the planning and zoning and not enough other board members at the 2 meetings it was the applicant requested to go ahead and have it reviewed by the City Council. The City attorney felt that due to the conditions it was the best course of action. 9. NEW BUSINESS. Secretary Devan Clawson told the board that the City has sent several violation letters to residential areas for property clean up. 10. COMMENTS FROM THE AUDIENCE. None 11. NEXT SCHEDULED PLANNING AND ZONING MEETING TO BE HELD ON TUESDAY, NOVEMBER 10th, 2020 AT 5:00 P.M. 12. WORK SHOP; DESCRIPTIONS AND OTHER POSSIBLE CHANGES TO WENDOVER CITY LAND USE REGULATIONS BOOK. The board discussed adding tiny homes and air bnb to residential tables as a conditional use. Also to add kennel License to all tables and place as conditional use. 10. ADJOURNMENT. Motion made by Chairman Klansey Bateman to adjoin the meeting. Motion seconded by Board Member Adam Palafox. All in favor, motion passed.
