3- CARESE VOYLES- NEIGHBOR ISSUES
Mrs. Carese Voyles approached the City Council to ask for help in addressing issues with her neighbor. Mrs. Voyles complained about the number of flies coming into her home because of the manure piles that are stacked close to her residence. Mrs. Voyles also mentioned that the corrals have not been cleaned for some time and that she has visited with the neighbors and that the visit did not go well. Mrs. Voyles also mentioned that her neighbors have more than three dogs and wanted to see what the Aurora City Council could do to help the situation. Mayor Quarnberg stated that the city ordinance allows animal corrals to be located no closer than 40 feet to a neighbor's residence. Mrs. Voyles stated that the corral is 28 feet from her home. Mayor Quarnberg also mentioned that it is up to the homeowners to keep their horse corrals in good condition. The Mayor stated that they would look at the situation with the corral and see what options Aurora City would have. The Mayor also mentioned that he will visit with Scott Robins and see if they can come to a resolution.
4- DAVID BROWN - DOG ISSUES
Mr. and Mrs. David Brown came before the City Council to see what options they would have regarding the number of dogs located at their property. Aurora City Animal Control Officer Mickie McKenzie, along with Aurora City Police Chief Matt McLean, have been to the property and noted that there are six dogs living there. Mrs. McKenzie made the Brown's aware that they were breaking Aurora City Ordinance by having six dogs. She informed the Brown's that Aurora City would only allow three dogs at the property. Mr. Brown visited with the Council to see if it was possible to keep all the dogs at his property because two of the dogs spend part of the year in Salina at a relative's home. The two Rottweiler dogs are being used as breeding dogs and they are

moved to Salina when they are ready to give birth. The Mayor and the Council informed Mr. Brown that they would not be able to keep more than three dogs at their home. The Mayor stated that Aurora City does not care which three dogs stay but that homes will need to be found for the other three dogs. Mr. Brown stated that they are in the process of trying to figure out how to solve the issue. He expressed his love for the dogs and how difficult it will be to find another location for them. It was suggested that since the dogs go to Salina to give birth, it should be possible for them to live there full time. Mr. Brown stated that he has a better kennel facility and that a full time placement of dogs in Salina was not possible. The Council stated that if they made an exception for Mr. Brown, they would have to make the same exception for everyone else living in Aurora and that would make the ordinance useless. The Mayor gave the Brown's until next City Council Meeting on November 16, 2020 to solve the problem.
5- INSURANCE DISCUSSION-
Cena Rasmussen from Sorensen Leavitt Insurance had been in contact with Aurora City to see if her company could provide Aurora City better insurance at a cheaper price. Mayor Quarnberg and Mr. Johnson had provided Mrs. Rasmussen with the information that she needed to make a comparison. Mrs. Rasmussen introduced Brian Childs from an underwriting company that would make the comparison. Mr. Childs informed the Council that there were some deficiencies in the coverage that Aurora City currently has from the Utah Local Governments Trust. Mr. Childs discussed the differences in coverage for municipalities between pool coverage and individual coverage. He stated that with Utah Local Governments Trust, Aurora City is in a pool of coverage with similar sized communities. He stated that it helps to keep the costs of coverage low but when an incident arises, sometimes the coverage can be lacking. Mr. Childs proposed that Aurora City have their own separate policy which would provide needs specific for our community. The quoted price for coverage was a little bit more than Aurora City is currently paying but Mr. Childs felt that the coverage would be much better. Mr. Johnson stated that Aurora City recently renewed their insurance policy for the coming year, but that Aurora City could change companies with no problem if that was what the Council decided. The Council determined to review the proposal and make a decision in the coming months.

Council Member Kelly Mason moved to approve the Blue and Crimson color combination. Council Member Kent Mickelsen seconded the motion. The motion was approved by members: Mason, Mickelsen, Rasmussen, Harrison and Kennedy.
8- CULINARY WATER PROJECT-
Parker Vercimak, representing Jones and DeMille Engineering Firm provided the City Council the information that had gathered while doing the hydrogeological study. Mr. Vercimak stated that after all the reviews, it appeared that the best option for Aurora City would be to drill the well next to the current well located at the Aurora City Cemetery. Mr. Vercimak stated that according to their review of the water study, a well that would produce 1,000 gallons per minute would be sufficient to provide culinary water for Aurora City and for future growth. A discussion on funding of the project was also held. It was determined that CIB was offering communities better grant to debt ratios in their October meeting and it may be helpful for Aurora City to explore the CIB option for getting funding for the project. The deadline to accept the money offered from USDA was coming up on November 20, 2020. Aurora City would contact USDA to see if a delay could be made while exploring the CIB option.

10- SIDEWALK GRANT-
Mr. Johnson informed the Council that he had received documents from UDOT seeking applications for the Safe Sidewalks Program. The Council discussed how affective this program has been for the community and especially those who live on Main Street. Mayor Quarnberg stated that he felt one more project would complete the sidewalks along Main Street to provide safety. He directed Mr. Johnson to make the necessary application and ask for $10,000.00 in grant money.
11- LES OLSEN IT CONTRACT-
Mr. Johnson stated that he lives in constant fear that some of the vital Aurora City information located on the computer system will be lost, ransomed, etc. He reached out to an IT company that provides municipalities with IT help to prevent such catastrophic losses.
