BICKNELL TOWN COUNCIL MEETING 1 October 2020 7:00 P.M. I. ROLL CALL Mayor Noreen Johnson called the roll at 7:00 p.m. Council members present were: Bryan Brinkerhoff, Rhett Jackson and Weston Johnson. Connie Durfey was present to record the minutes. Scott was present to give his report. Travis VanOrden, Kelly Chappell, and Brennan Rees were also present. II. APPROVAL OF MINUTES The minutes of 3 September 2020 were reviewed. Weston made the motion to approve them. Bryan seconded, all ayed. III. BUSINESS Travis VanOrden. Mr. VanOrden was considering buying some property southeast of town, close to the Riddles, and wanted to know if the town would be able to provide him culinary water. That area is furnished water through the Bicknell Bottoms line. There are no more connections allowed on that line. When that line was constructed it was determined 15 connections would be the maximum amount allowed, and those have all been sold. Mr. VanOrden thanked the council and excused himself. Culinary Water. Kelly Chappell showed the council members a few copies of the rough draft for the Master Plan. He reported the hydro geologist was here and scouted areas for possible water. He said the preferred option, with the most possible water, would be a well by the river, in the area of the Brinkerhoff Spring. Mr. Chappell has not received the final report, so he's not sure what depth the well may be and how much water output is projected, and exactly where the well may be located. Once that is determined the property owners will be contacted to make an agreement. If the well is 200' or less it may be able to be powered by solar. The second option is Saddle Pass and Cole Springs on the mountain, but the possible amount of water gained there, would be much less than the well. The system right now looks okay for PSI peak instantaneous demand in the boundaries of the town, but lacks some for the water users outside of town. Fire flow is questionable, but not a priority. The State code says it needs to be able to put out 1000 gallons a minute to fight a fire. Water storage is not sufficient according to State guild lines, but does seem to provide enough pressure for the existing system. Pressure has more to do with the elevation that pipe size. A new tank would be put in north of the existing one, having both for storage. The town's water rights look good. The estimated cost of the project would be $2,500,000. Funds would be applied for through the Division of Drinking Water. Probably a 40/60 split. (Grant 40%/Loan 60%) Mr. Chappell said if the base water rate was raised $13 per month, that should cover the cost of the loan payment. The council wanted Mr. Chappell to work out some figures with just raising the base rate by $5, and increasing the overage rates to meet the payments. He will do some figuring and get back to the council. Impact fees may be adopted for new connections too. Most other communities charge about $2500 for that fee, in addition to the connection fee with parts/labor. The Division of Drinking Water will be having a Funding Meeting in February in St. George, or it may be virtual. On a side note, Mr. Chappell wanted the town council to write a letter of support for a Water Conservatory District Study, which could possibly connect Loa, Fremont, Lyman and Bicknell. If the study is done with grant money, the council may sign such a letter, but they don't want Bicknell carrying the burden of paying for it. More information will be sought. Mr. Chappell and Mr. Rees excused themselves. Dog Ordinance. There have been a lot of issues in town dealing with dogs running loose and scattering trash from garbage cans. The Town adopted the County Animal Ordinance a few years ago, and it was the Town's understanding the county law officers would help enforce said ordinance. However, Mayor Johnson has been informed the County officers will not enforce any ordinances in incorporated towns. After some discussion, it was decided to put a note in the next water bill asking dog owners to take responsibility for their dogs and keep them under control. Noreen will look into the State Animal Ordinance and see how that might affect dog owners in general. Planning/Zoning Resolution. This resolution increases the number of members on the Planning/Zoning Committee to seven, instead of five.Weston make the motion to adopt the resolution, Rhett seconded. All ayed. Mayor Johnson suggested Greg and Ellen Anderson be put in as the additional members of the committee. Rhett made a motion to approve these appointments, Bryan seconded, all ayed. IV. MEMBER REPORTS Mayor Johnson. Mayor Johnson reported that some mothers in town have requested the belt swings at the part be lowered. Scott was told to make the adjustment. He was also told to spread the wood chips on the lower end. Mayor Johnson asked the council which engineering company they would like to contact about the road work that needs to be done in town. Jones & Demille Engineering and Sunrise Engineering were suggested. The council leaned towards Sunrise Engineering. An application for money will be applied for through CIB, Mayor Johnson will find out when the application will have to be made and contact Sunrise Engineering. Bryan. Bryan said he had talked with Dan Jenson, Wayne County Sheriff, about what the county's responsibility is to enforce ordinances in a town. Sheriff Jenson said the individual towns could contract with the county and pay them for enforcing a town ordinance, but they are not obligated to do so now. They should be able to enforce laws that are universal in all the towns, counties, and state. During the one day of rain we had, the ditch along 4th west did not contain the water and it ran across the road into Chad Brinkehoff's field. That ditch has cement down part way, and that area is fine, but the ground is level, or even a little uphill from there to the sand wash. The ditch can't be dug out, without compromising Boone Taylor's fence. This ditch is along the county road, but in the past the county did not want to share any responsibility with the town to maintain it. It's a problem, but the council is unsure what to do about it. Scott. Scott reported the meter from the mountain springs is not working. He has ordered another meter. He was told to replace the meter before winter. As the old meter was faulty, the amount of water produced by the springs may be better than was reported the last two months. The new meter will give an accurate count. The tank is down about 2', water has been pumping from Brinkerhoff Spring, but not as much this month as last. The irrigation water will be turned out of the system on Friday, the 3rd. The backhoe has been fixed. Connie. Connie placed an ad for part-time office help for the town. The State wants two people working in the office. As Town Clerk, Connie has been doing the work of both Recorder and Treasurer. The plan is for Connie to train someone in the duties for both these positions, and then retire within the coming year. When she retires the person working in the office will choose whether she/he wants to be the Recorder or Treasurer, then another person will be hired to fill the other position. The town will receive applications until 15 October 2020. As it is uncertain how much time will be spent in training each week, the person hired will be on an hourly wage to begin with, then later going to salary. It was suggested the hourly wage be enough to encourage someone to stick around. It was suggested $15 an hour be offered. A letter was written to Steve Albrecht, Chairman of the Committee for the Heritage/Memorial Monument, thanking him for all the hard work he did to complete the monument and make it such a success. The monument is finished, so he was also informed the committee would be officially disbanded. The town council will be responsible in the future for the repair and upkeep of the Monument. Each council member signed the letter. Financial. A list of the bills was presented to the council for payment approval. Bryan made the motion to pay them, Rhett seconded, all ayed Council Members were given a copy of the quarterly financial report. V. ADJOURNMENT Weston made the motion to adjourn at 10:00 pm, Rhett seconded, ayed.
