Description/Agenda
JOSEPH TOWN COUNCIL 10.1.20 MINUTES PRESENT: Tyler Timmins, Zach Leavitt, Bret Torgerson, Rod Jolley Jared Campbell, Mayor Jesse Campbell, Dough Nowell, Troy Campbell PRAYER: Jared Campbell PLEDGE OF ALLEGIANCE Jared motioned to accept the minutes as read, Troy seconded the motion. MAYOR UPDATES: We talked to the attorney on the meter issue with Mike. He recommended that we did not buy the meter back, so we stuck to that decision. Steve checked for a hole by Jolene's house. He could not see anything. For the CARES ACT money Jared got a quote from Custom Covers to come take out the carpet and sand the floor and put a sealant on it. It was for $16,500. If we remove the carpet ourselves we can save $900.00. Steve will take out the carpet and move everything to the shed. It was suggested making a community service project out of it. The town would also like to pay for the XPRESS BILL pay and pay some in advance. There is enough money in there now, and when the town gets the 3rd payment look at where we are at for finances and look into a side by side to spray the equipment with sanitizer. Steve can use it for the water also. Troy motioned to use the Cares Money for the floor and also the xpress bill pay, Doug 2nd the motion. Mayor asked Zack from 6 counties to answer questions we had about the hazard mitigation and why we should be interested in it. He said we have to be involved if we want to be able to access the FEMA funds in case of a natural disaster. He also said he could help us with grant money to fix our water spring. The mayor and Steve will get with Zach to meet about the spring and the best way to move forward. PLANNING COMMISION: Brett Torgerson bought some property from Tom Jones, just behind Troy Campbell's house. He is wondering if he can tap into Joseph Town water and where would be the best place to run the line? From State street or up the road Next to Troys were discussed. He was told to talk to Ensigns Engineering to see if they could give him a quote of what it would cost and the best place to run it. Rod Jolley came for a building permit that the PC signed. The Mayor signed it. The PC passed the nuisance ordinance . Jared would like an attorney to look over it and make sure it's legal before it is passed. Then have Charles Billingsley come and meet with the council to see how he can help us with enforcing the ordinances. WATER: The new Impact fee and Water connection form was revised and passed by the council. MISCELLANEOUS: The town Christmas party will be Dec 21st at the JCC. The Council and their families will have a dinner and decorate the JCC on Dec 3rd @ 5:00 before the council meeting. Ed Payette would still like to be Santa Clause for the party. The plastic Candy Canes filled with candy is what was used last year to give out. Probably give them out again. Meladie Reese wants to rent the building. The council felt it was acceptable to let her use it for free because of all the times she's been over the 4th of July parade. Troy motioned to adjourn the meeting and Doug 2nd the motion.
