MONA CITY COUNCIL MEETING OCTOBER 13, 2020 7:30 PM COUNCIL CHAMBERS MEETING WAS CALLED BY MAYOR WILLIAM M. MILLS AT 7:30 P.M. PRESENT: William M. Mills- Mayor Amy Stanley - Councilmember Frank Riding - Councilmember Jay Mecham - Councilmember - Absent Micheal Stringer - Councilmember Randy Christensen - Councilmember GUEST: Ryan Haskell ALSO PRESENT: Myrna Trautvein - Times News Reporter Director of Finance Everd Squire, Michelle Dalton Secretary/Treasurer, Lyla Spencer, City Recorder, Chad Phillips Water/Gas, OPENING PRAYER: Councilmember Randy Christensen APPROVAL OF SEPTEMBER 22, 2020 MINUTES: Councilmember Randy Christensen moved to make a motion to accept the minutes of September 22, 2020 as written. A second was made by Councilmember Amy Stanley. All voted in favor, motion carried. (1st Motion) PLANNING AND ZONING: Planning & Zoning Chair Lynn Ingram presented their meeting agenda for October 7, 2020 as follows: Pat Shumway came in for an Accessory Building Permit, located at 555 E 100 N. Ingram told the council everything is taken care of and recommended the city council approve a building permit for an accessory building at the above address. Mayor William M. Mills asked for a motion to approve an accessory building permit for Shumway located at the above address. Councilmember Micheal Stringer moved to make a motion to approve an accessory building permit for Pat Shumway at 555 E, 100 N, with a second by Councilmember Frank Riding. All voted in favor, motion carried. (2nd Motion) Jed Smith also came in for an Accessory Building Permit, located at 662 S 200 E, he has everything ready for his permit, Ingram recommended the council approve that permit for Jed Smith at the above address. Mayor William M. Mills asked for a motion to approve an accessory building permit for Jed Smith at 662 S 200 E. Councilmember Amy Stanley moved to make a motion to approve an accessory building permit for Jed Smith at the MONA CITY COUNCIL MEETING OCTOBER 13, 2020 7:30 PM COUNCIL CHAMBERS address stated above, with a second by Councilmember Randy Christensen. All voted in favor, motion carried. (3rdMotion.) Ryan Haskell came in for a building permit located at 318 W 700 S (Nebo View Subdivision), Lynn Ingram P&Z Chair told the council there are property line issue with the setbacks that will need to be taken care of. When surveyed they put the curb as the property line and this will need to be a 43' set back from the curb. Ingram said the building permit can be issued at the above address as long as the set back issue is taken care of. Mayor William M. Mills asked for a motion to approve a building permit for Ryan Haskell located at the above address in the Nebo View Subdivision with a recommendation the set back issue is taken care of. Councilmember Amy Stanley moved to make a motion to issue a building permit to Ryan Haskell as stated above in the Nebo View Subdivision at 318 W, 700 S with the understanding the set back issue is taken care of as discussed above, a seconds was made by Councilmember Frank Riding. All voted in favor, motion carried. (4thMotion.) Priority Homes, Nebo View Subdivision came in for four building permits. Lot #24, 654 S, 400 W, setbacks are okay; Ingram recommended the council approve a building permit for the above lot and address. Mayor William M. Mills asked for a motion to approve Lot #24 as discussed above. Councilmember Amy Stanley moved to make a motion to approve Lot #24 in the Nebo View Subdivision at 654 S, 400 W, with a second by Councilmember Randy Christensen. All voted in favor, motion carried. (5th Motion) Lot #8, Nebo View Subdivision, which is a corner lot no address at the current time. Ingram said the setbacks are okay and recommended the council issue a building permit for the above lot. Mayor William M. Mills asked for a motion to approve a building permit for Lot #8 in the Nebo View Subdivision as discussed above. Councilmember Micheal Stringer moved to make a motion to approve a building permit for Lot #8 in the Nebo View Subdivision as discussed above with a second by Councilmember Frank Riding. All voted in favor, motion carried. (6th Motion) Lot #25 also in the Nebo View Subdivision located at 574 S, 400 W, plans have been approved and setbacks are okay. Ingram made a recommendation to the council for approval on Lot #25 as discussed above. Mayor William M. Mills asked for a motion to approve a building permit for Lot #25 at 574 S 400 W as discussed above. Councilmember Amy Stanley moved to make a motion to approve a building permit for Lot #25 in the Nebo View Subdivision located at 574 S, 400 W as discussed above, with a second by Councilmember Randy Christensen. All voted in favor, motion carried. (7th Motion) Lot #5 in the Nebo View Subdivision located at 257 W 600 S. Everything is ready to build and setbacks are okay. Ingram made a recommendation to the council for approval on Lot #5 as discussed above. Mayor William M. Mills asked for a motion to approve a building permit for Lot #5 at 257 W, 600 S as discussed above. Councilmember Micheal Stringer moved to make a motion to approve a building permit for Lot #5 in the Nebo View Subdivision located at 257 W, 600 S, with a second by Councilmember Frank Riding. All voted in favor, motion carried. (8th Motion) MONA CITY COUNCIL MEETING OCTOBER 13, 2020 7:30 PM COUNCIL CHAMBERS DELEGATIONS: Gas/Water operator Chad Phillips gave an update on his water projects. SECRETARY/TREASURER/ RECORDER REPORT: Secretary Michelle Dalton reported the sidewalk in front of the Junk Hunk business is buckling and needs attention. The Sewer Plant refrigerator needs to be replaced, it is no longer useable. She did some research on prices to repair the unit and came up with a total of $300.00 which will include everything. The council suggested for that price, research prices for a new one. DIRECTOR OF FINANCES: Director of Finance Everd Squire reported on the disbursement listing from 9/22/2020 to 10/13/2020; Everd asked if there were questions on the disbursement list. There were no questions on the checks listed. There were (8) checks over the allotted amount of $2,000. The financial report is attached to the minutes and will become a permanent part of the minutes for the public to view. RECORDER: The yearly SAM (Government System for Awards Management) has been updated and good to go for another year. COUNCIL BUSINESS: Councilmember Randy Christensen has not heard back in regard to the CIB application for the Water Tank. When he does he will update the council. He needs a copy of the survey for the 20 home to work on 200 E for the CDBG funding. He has a refresher course on the CDBG in Richfield and will take the survey with him when he attends. He said the survey should not take too long and he would like to start on Monday or Tuesday of the following week. Councilmember Amy Stanley gave an update on the October 8th Fall Festival. Everything went well there was a good turnout; the community seemed to enjoy the time they were there. Councilmember Stanley also praised Melinda Matteson on the city's sports program (headed by Matheson), 'She is a perfect person for the job, and works really hard on what she is assigned to do', said Councilmember Stanley. Mayor Mills ended the council session by elaborating on the Fall Festival and its success and praised Councilmember Stanley & her family for all the hard work they put into the celebration to make it a success, in spite of the health issues Councilmember Stanley is going through. MONA CITY COUNCIL MEETING OCTOBER 13, 2020 7:30 PM COUNCIL CHAMBERS FYI: There were nine ( 9 ) motions voted upon and passed, a motion to approve the September 22, 2020 minutes, a motion to approve an accessory building permit for Pat Shumway, a motion to approve an accessory building permit for Jed Smith, a motion to approve a building permit for Ryan Haskell, a motion to approve a building permit for Lot #24 in the Nebo View Subdivision, a motion to approve a building permit for Lot#8 in the Nebo View Subdivision, a motion to approve a building permit for Lot#25 in the Nebo View Subdivision, a motion to approve a building permit for Lot# 5 also in the Nebo View Subdivision, and a motion to adjourn this meeting of October 13, 2020, PAY FINANCES ADJOURNMENT: Councilmember Randy Christensen made a motion to pay the finances and adjourn, with a second by Councilmember Frank Riding all voted in favor, motion carried. (9th Motion) The city council meeting was then adjourned at 8:30p.m., with no further comments.
