3- CARES ACT FUNDING/AURORA CITY PLAYGROUND EQUIPMENT-
The City Council discussed the possible uses of the CARES Act money. The Council had a lengthy discussion about whether the money could be used for such a purpose. It was stated that the current equipment is in disrepair because of the heavy use during the pandemic shut down and having children at the park for the summer lunch program. It was also noted that being able to social distance benches, having a sanitization station and the ability to disinfect the new equipment would be very beneficial to the community and much better than the present situation. Some on the Council felt that it was hard to justify the expenditure under the CARES Act requirements.
City Council Member Kelly Mason made the motion to move forward with the new playground equipment and to use CARES Act money to help pay for the project. City Council Member Kent Mickelsen seconded the motion. The motion was approved by members Mason, Mickelsen and Kennedy. Opposing the motion were City Council Members Rasmussen and Harrison.
The City Council scheduled a work session to review some of the options for playground equipment. Paul Foster from Big T Recreation was in attendance and stated that he would be very glad to attend the work session and hear what the City Council would like for a new playground.

4- STATUS OF CULINARY WATER PROJECT/UTILITY RATE DISCUSSION-
Mayor Quarnberg informed the council that the hydrogeological study was still in the works and would soon be available for the council to review. The Mayor noted that it would be important for Aurora City to have the Enterprise Fund broken out into three sections: culinary, irrigation and sewer. Having the fund reflect how much money is in each section will be beneficial to see how Aurora City can pay for any loan they receive for the culinary water project. It is also important for the city to see that they can cover all of the day to day costs for the public works systems. The Council discussed moving $10.00 from the sewer assessment to the culinary to help build a reserve fund for the project.
City Council Member Kelly Mason made the motion to break out the funding information from the Enterprise Fund into three categories: culinary, irrigation and sewer. Mr. Mason extended his motion to include moving $10.00 from the sewer assessment to the culinary water assessment. Council Member Nancy Kennedy seconded the motion. The motion was approved by members Mason, Kennedy, Mickelsen, Rasmussen and Harrison.
5- RATIFICATION OF THE HIRING OF JONES AND DEMILLE ENGINEERING FIRM TO CONDUCT A HYDROGEOLOGICAL STUDY FOR THE CULINARY WATER PROJECT-
In the previous work session, the City Council contracted with Jones and DeMille Engineering Firm to hire a hydrogeologist to conduct a study to see where the best possible location would be for Aurora City to drill the culinary water well. The Council is now ratifying that decision in a public meeting where such decisions can be made.
City Council Member Kent Mickelsen moved to ratify the decision to hire Jones and DeMille to make a hydrogeological study of the aquafers surrounding Aurora City to see where the best location for drilling a well would be located. City Council Member Andy Rasmussen seconded the motion. The motion was approved by members: Mickelsen, Rasmussen, Mason, Kennedy and Harrison.
