Motion by Mr. Pitcher, seconded by Vice Chair Meyerhoffer to approve the minutes from July 21, 2020. All in favor, none opposed.
3. Discussion/action on Site Plan for KJ Mechanical at 640 North 2075 West.
This property is zoned C-2P and the developer desires to construct a 10,000 square foot building with four (4) individual flex-units for trade shops, office, or warehouse space.
Staff reviewed required setbacks for the buildings. Mr. Hunsaker felt the setbacks should be modified to allow for more room for trailers. Twenty (20) percent landscaping is required.
Motion by Vice Chair Meyerhoffer to approve the Site Plan subject to:
- Compliance with affected entity, staff and agency requirements.
- Compliance with requirements of the City Engineer.
- Construction to comply with all required architecture, landscaping and screening regulations. A minimum of 20% of the entire site shall be landscaped to meet code requirements.
- Architectural detail showing earth tone building materials and colors.
- Development conform to Municipal Code requirements and Public Works standards.
- Complete SWPPP and comply with all storm water requirements.
- All signs to conform to the Sign Ordinance.
- Comply with Dark Sky Lighting Ordinance.
- Dumpster enclosure shall be split-face masonry and earth tone in color with a solid fenced gate.
Motion seconded by Mr. Schofield, all in favor, none opposed.
4. Discussion/action on Site Plan for Brian Robinson at 2095 West 700 North.
This property is zoned C-2P and the developer desires to construct a plumbing shop. He will also have similar flex-units to the last Site Plan that was just approved. The proposed use conforms to the General Plan.
Staff discussed the Site Plan and it was pointed out that we are lacking a colored detail of the Site Plan. This is a corner lot so street facing requirements apply to all street fronts on the corners, including the north side of the building.
Motion by Vice Chair Meyerhoffer to approve this application subject to the following:
- Compliance with affected entity, staff and agency requirements.
- Compliance with requirements of the City Engineer.
- Construction to comply with all required architecture, landscaping and screening regulations. A minimum 20% of the entire site shall be landscaped to meet code requirements.
- Architectural detail showing earth tone building materials and colors.
- Development conform to Municipal Code requirements and Public Work standards.
- Complete SWPPP and comply with all storm water requirements.
- All signs to conform to the Sign Ordinance.
- Dumpster enclosure shall be split-face masonry and earth tone in color with a solid fenced gate.
- North face of the building must comply with street facing architectural standards, in addition to the other corner street front.
Motion seconded by Mr. Pitcher. Vote called, passed unanimously.
5. Discussion/action on Ordinance for Streetscape.
Staff made changes to the Site Development Standards (13.10.020) in the proposed Streetscape Ordinance per input from the Commissioners. It was noted that this ordinance applies to commercial zone site development.
Mr. Hunsaker would like to adjust the side and rear yard set backs in the commercial zone to allow for better traffic flow to the back of buildings. Commissioners discussed and agreed to increase the setback in the side and rear yard. Discussion on street facing setbacks and the pros and cons of larger or smaller setbacks. It was agreed to change the ordinance title reference commercial site and street development.
Motion by Mr. Schofield for a front commercial set back of 25 feet with the possibility of a variance, seconded by Mr. Pitcher. All in favor with the exception of one dissenting vote by Vice Chair Meyerhoffer.
