BICKNELL TOWN COUNCIL MEETING
3 September 2020
7:00 P.M.
I. ROLL CALL
Mayor Noreen Johnson called the roll at 7:00 p.m. Council members present were: Kerry Stevens, Rhett Jackson and Weston Johnson. Connie Durfey was present to record the minutes. Scott was present to give his report.
II. APPROVAL OF MINUTES
The minutes of 6 August 2020 were reviewed. Kerry made the motion to approve them. Rhett seconded, all ayed.
III. BUSINESS
Culinary Water. Kelly Chappell was not here to give an update on the Master Plan he is working on. The mountain springs are only producing 16 gallons a minute. Scott checked out the lines to see if there was a leak. There isn't. The situation is getting very serious. Brinkerhoff Spring pumped about 650,000 gallons this month. As long as it holds up, the town should have enough water for household use, but any watering outside is discouraged. A note was put on the water bill encouraging everyone to conserve water. Brinkerhoff Springs use to produce about 250 gallons a minute, but it is down to about 150 gallons a minutes now.
Christmas Lights. The town budgeted $2000 for Christmas lights this year. Noreen will look into purchasing some. The Memorial Monument will be decorated and have a tree set up there. Depending on how far the money goes, there may or may not be lights along main street. Santa Clause will be invited to come on 28 November 2020, the Saturday after Thanksgiving, to the monument to visit with the children in town. Decorations will be up at that time.
Planning/Zoning Committee. The council looked over the Planning/Zoning Ordinance which was adopted in the 90's. It has a committee setup of 5, The council discussed the possibility of increasing the number on the committee to seven. A resolution will have to be composed and adopted to make that change.
Nancy Noble was at the Planning/Zoning meeting on 1 September 2020, requesting permission to turn her garage at 318 W Main St. into a daycare. Water would have to be connected and a septic tank installed. With the division of her property a few months ago, there is not room for the septic system. She said she would look into re-dividing her property in a different manner.
IV. MEMBER REPORTS
Mayor Johnson. Mayor Johnson said Eric Torgerson, the building inspector, was very concerned about the new fence installed at the Robert Matheny residence. It is blocking the view at the corner of 1st south and Center Street, and makes a very dangerous situation. Mr. Matheny will be contacted and told to shorten the height of the fence close to the intersection.
The council discussed the need for road repair in town. Mayor Johnson asked each council member to look over the town and bring a list of areas needing improvement. A total will be made and then the town will apply for funds from CIB to complete the project. The block from Main Street to 1st South on 4th west will cost about $50,000 to redo. Plus the other issues in town.
There were a few issues with the Memorial Monument that needed to be fixed. The tiles were sitting too low and were filling with sand and ruining them, also an area of the lawn was collecting water. These issues will be fixed, plus laying some asphalt at the entrance. When this work is completed the Memorial Committee will be disbanded and the town council will take over the upkeep of the monument, making all the decisions needed in the future.
Mayor Johnson said she had been contacted by Trudy and Lon Ellett about getting a cemetery plot. They are planning on building a house here within the next three years. They were told that they could buy a plot now, but they would have to pay the non-resident price. If they wait until they build and occupy their house they will be able to pay the resident fee.
Scott. Scott has been spraying and mowing the weeds along the streets., but the mower has broken down. He said the town has a pull behind 6' mower that is in good repair, but he needs a tractor to pull it with. The town has a street sweeper that is rarely used and in excellent shape. The council discussed the possibility of trading that in or selling it and getting a tractor in it's place. Scott will look into the matter and get some prices. He has also been fixing the pot holes, but he is running low on mix for that.
He is going to be hunting off/on so he will not be on the job each day. Connie said she would need him to read the meters on September 28th or 29th.
A representative from ULGT was here to inspect each of the town's buildings and memorial park, which will need to be added to the town's insurance coverage. He will send the town a report of his findings with any suggestions needed.
Weston. Weston will contact Randy Blackburn about representing Santa in November.
Connie. Connie reported Pelorus Methods was here on Thursday, August 27th and set up the new computers. Steven Hansen, Hydro Specialties Company, will have to come and set up the meter reading softwear on the new computers. Connie has made contact with him, but is waiting for his call to set up an appointment. When all this is completed an ad will be placed to hire someone to help part-time in the office.
Financial. A list of the bills was presented to the council for payment approval. Rhett made the motion to pay them, Weston seconded, all ayed
V. ADJOURNMENT
