MONA CITY COUNCIL MEETING SEPTEMBER 8, 2020 6:00 PM COUNCIL CHAMBERS MEETING WAS CALLED BY MAYOR WILLIAM M. MILLS AT 6:00 P.M. PRESENT: William M. Mills- Mayor Amy Stanley - Councilmember Frank Riding - Councilmember Jay Mecham - Councilmember - Absent Micheal Stringer - Councilmember Randy Christensen - Councilmember GUEST: See the attached sign in sheet for the list of guest ALSO PRESENT: Myrna Trautvein - Times News Reporter Director of Finance Everd Squire, Michelle Dalton Secretary/Treasurer, Lyla Spencer, City Recorder, Chad Phillips Water/Gas, PUBLIC HEARING: Amending Mona City Code 6-2 Noise of Certain Vehicles within City Limits & Related Matters. Mayor William M. Mills open the public hearing for Mona City Code 6-2 Noise of Certain Vehicles Within City Limits & Related Matters at 6:00 p.m. Mayor Mills introduced the above topic on Mona City Code 6-2 to the public body. Forty Five plus attended the hearing leaving standing room only. Thirteen attendees' shared their remarks with the council and those present. Those addressing opinions are as follows: Joshua Davis, Jematisa Anderson, Wade Woolestenhume, Jeff Walker, Terry Lynn, Dan Woodland, Cory Ballow, Abe Hansen, Janene Kay, Jeanette Southworth, Brandon Kay, Kurt Shelley, Jana Hardy, Leanna Wilson, & Tyson White. Most of those that commented had concerns that Mona City is trying to take away the rights, privileges and fun for the city's youth. Other said we need to address the speed limit & noise level; we need to put new regulations in place, enforce the laws that are already in the city's code/ordinances. Barking dogs seem worse than the noise and speed of motor cycles and ATV's, if you have a problem talk with those who are violating the ordinance, (note: please be civil). Some liked the idea of having the kids out riding rather than sitting in the basement playing video games. What is the percentage of those complaining compared to Mona City's population, is there just a small number? What does Mona City offer for the youth ages 13 and up? There is a lot to do for young kids but not for the older kids. Safety concerns for the kids. Law Enforcement in Mona City is doing a great job with the large area they are serving. As long as the law is being obeyed why complain, safety should be enforced. The MONA CITY COUNCIL MEETING SEPTEMBER 8, 2020 kids do ride fast, but usually they slow down when asked to. Noise is not a problem; let law enforcement do their job as far as speed. Kids need to learn the rules of the road; it is the adult's responsibility to teach their kids the rules of the road, maybe an afterschool program?? (The city has offered ATV classes each year with very little public interest). Not necessarily the ATV's & motorcycles but speeding vehicles. Respect your neighbors, enforce the law. If my kid is disobeying the law I want to know. We need to teach our kids what is right and what is wrong. Deputy Brent Pulver ended the session by telling those present that safety is the main concern for the kids and residence in the city, and not to take away privileges and their bikes. He also stated people are not willing to write a written complaint on the offenders. Mayor Mills said there will be no more warnings; tickets will be given from this point on. He also asked those present if they would support the city's ATV class. There was no decision or vote from the council on the above proposed ordinance. Mayor William M. Mills closed the public hearing at 7:20 with no further comments. OPENING PRAYER: Mayor William Mills APPROVAL OF August 25, 2020 MINUTES: Councilmember Amy Stanley moved to make a motion to accept the minutes of August 25, 2020 as written. A second was made by Councilmember Micheal Stringer. All voted in favor, motion carried. (1st Motion) PLANNING AND ZONING: Planning & Zoning Chair Lynn Ingram presented their meeting agenda for September 2, 2020 as follows: Kendall Johnson came in for an accessory building permit, located at 681 E Platt Lane. He has all his requirement and setbacks are okay, Ingram told the council he would like to make a recommendation they approve Kendall Johnson's accessory building permit stated at the above address. Mayor William Mills asked for a motion on the above accessory building for Kendall Johnson at 681 E Platt Lane. Councilmember Randy Christensen moved to make a motion to approve an accessory building permit for Kendall Johnson as stated above with a second by Councilmember Frank Riding. All voted in favor, motion carried. (2nd Motion). Jay Mecham also came in for an accessory building permit located at 659 S 200 E. He has everything in place and setback are fine. Ingram recommended the council issue an accessory building permit to Jay Mecham with the address stated above. Mayor William Mills asked for a motion to approve an accessory building permit for Jay Mecham located at 659 S 200 E. Councilmember Miheal Stringer moved to make a motion to approve an accessory building permit for Jay Mecham at the location above, with MONA CITY COUNCIL MEETING SEPTEMBER 8, 2020 a second by Councilmember Amy Stanley. All voted in favor, motion carried. (3rd Motion). Jeff Kay came in for a building permit for 141 E Cemetery Lane. He has the water taken care of, setbacks are okay and everything needed and Ingram said he would like to make recommendations to issue a building permit to Jeff Kay located at the above address. Mayor William Mills asked for a motion to issued a building permit to Jeff Kay at the stated address above. Councilmember Frank Riding moved to make a motion to issued a building permit to Jeff Kay at the above address, with a second by Councilmember Micheal Stringer. All voted in favor, motion carried. (4th Motion). Kalya Veater also came in for a building permit location 535 N Main Street, she has everything okay and setback are fine. Ingram said he would like to make a recommendation to issue a building permit to Kalya Veater at the location above. Mayor William M. Mills asked for a motion to issue a building permit to Kalya Veater at the above address, Councilmember Micheal Stringer moved to make a motion to issue a building permit to Kalya Veater at the above mentioned address with a second by Councilmember Randy Christensen. All voted in favor motion carried. (5th Motion). DELEGATIONS: Gas/Water operator Chad Phillips came before the council to give his report as follows: He passed his state water exam. The VFD (Variable Frequency Drive) has finally been installed. SECRETARY/TREASURER/ RECORDER REPORT: Secretary Michelle Dalton DIRECTOR OF FINANCES: Director of 8/26/2020 to 09/08/2020; Everd asked if there were questions on the disbursement list. There were no questions on the checks listed. There were six (6 ) checks over the allotted amount of $2,000. The financial report is attached to the minutes for public viewing, and will become a permanent part of the minutes. COUNCIL BUSINESS: Mayor Mills asked for a voice vote from the council to hire Steve Kay to replace Isaiah Peterson to assist Chad Phillips and Tony Openshaw where needed. The voice vote was approved by the council. Councilmember Amy Stanley gave an update on the upcoming Mona City Fall Festival to begin at 8:00 a.m on Saturday October 10 and ending 3:30 p.m. Councilmember Stanley told the council there will be a lot of fun things for families to do, and shared her agenda for the festival. 3D Archery Shoot, the library will be open for MONA CITY COUNCIL MEETING SEPTEMBER 8, 2020 Story Time, Releve Studio Dance Performances, Houwelings 3 on 3 Basketball Tournament, Bounce House, BB Gun Shots, Photo Booth, Portable Ropes Course and Pumpkin Launching. Recreation director Melinda Matheson will spearhead the festival. Councilmember Randy Christensen will move forward with the CBD funding for the city's water tank by holding a public hearing on September 22, 2020 to begin the process. The agenda for the hearing must be posted seven (7) days prior to the hearing. Mayor William Mills ended the council session by reporting the increasing rates on the COVID. FYI: There were six (6) motions voted upon and passed, a motion to approve the August 25, 2020 minutes, a motion to approve an accessory building permit for Kendall Johnson, a motion to approve an accessory building permit for Jay Mecham, a motion to approve a building permit for Jeff Kay, a motion to approve a building permit for Kalya Veater, and a motion to adjourn this meeting of September 8, 2020, PAY FINANCES ADJOURNMENT: Councilmember Randy Christensen made a motion to pay the finances and adjourn, with a second by Councilmember Frank Riding all voted in favor, motion carried. (6th Motion) The city council meeting was then adjourned at 8:11 p.m., with no further comments.
