SMH Builder, representing the property owner, is requesting Design Review approval to build a 234-unit multifamily on the properties located at approximately 269 W Brooklyn Avenue. Specifically, the applicant is requesting an increase in the allowable building height from 60 feet to 75 feet. STEALTH CELLULAR TOWERS TEXT AMENDMENT
Pete Simmons, representing Cellco Partnership (dba Verizon Wireless), has submitted a zoning text amendment request that would allow stealth antennas up to 60 feet in height in all zoning districts located within Salt Lake City. Stealth Antennas are defined in the Salt Lake City Zoning Regulations as 'completely disguised as another object, or otherwise concealed from view, thereby concealing the intended use and appearance of the facility.'
Examples of stealth facilities include, but are not limited to:
- flagpoles
- light pole standards
- architectural elements such as dormers, steeples and chimneys
As proposed, the stealth antenna house must:
- Conform to the dimensions of the object it is being disguised as.
- Be placed in a location that is in concert with its surroundings.
Corresponding electrical equipment must be located in accordance with subsection 21A.40.090.E.3 as already required by the zoning regulations. This is a privately initiated, city-wide text amendment and would affect all properties within Salt Lake City.

SPECIAL EXCEPTION CODE CHANGES
The special exception code changes project is a proposal to eliminate the special exception process from the Salt Lake City Zoning Ordinance. There are more than 40 authorized exceptions in the zoning ordinance. This proposal would either:
- Prohibit specific modifications that are routinely denied;
- Allow by-right specific modifications that are routinely approved;
- Move specific exceptions to other processes already authorized in the ordinance.
The number of special exception applications have grown from 37 in 2011 to 149 in 2019. The increase is directing staff resources away from addressing citywide growth-related issues and instead focusing staff resources towards individual developments. Special exceptions required the equivalent of almost two full time employees to process the applications in 2019. This accounts for about 10% of the total workload.

EAST LIBERTY TAP HOUSE BAR - CONDITIONAL USE
Caroline & Josh Stewart, the property owners, are requesting Conditional Use approval for a bar establishment at 850 E 900 S. The space is currently occupied by the East Liberty Tap House and the bar establishment will retain the same name and ownership. A Bar is allowed as a Conditional Use in the CB - Community Business zoning district subject to certain size limitations. The applicant is proposing to change the license of the existing establishment from a Tavern/Restaurant to a Bar in order to conform to changes with alcohol related businesses that were previously adopted by the City and State. A 371 square foot area that previously functioned as a private dining room will be incorporated into the bar's space for patrons. The building's exterior, parking and other aspects of the existing operation are not being modified through this request.

9TH EAST MIXED-USE MULTI-FAMILY
The petitioner, Eric Moran, on behalf of the property owner and management company, RD Management, along with architects Peter Jacobsen and Jeff Byers of The Richardson Design Group, are seeking Design Review approval to redevelop the property located at the southwest corner of the intersection of 400 South and 900 East with residential and commercial space. The proposal includes 264 residential units and approximately 16,000 square feet of commercial space. The applicant is requesting a Design Review by the Planning Commission to allow for a facade length greater than 200 feet in the TSA-UN-C zoning district.
