TOWN OF MANILA PLANNING AND ZONING MEETING MINUTES SPECIAL MEETING AUGUST 3RD,2020 MEETING CALLED TO ORDER: AT 5:57 PM PLEDGE OF ALLEGIANCE: Recited PRESENT: Jana Franz, Cathy Golightly, Ray Nelson, Rob Gahley GUESTS: Gary & Terry Pallesen, April Pallesen, Kevin Brengelnann, Rick Summers, and Bruce Wilson. MINUTES OF PREVIOUS MEETING: Minutes were read. It was observed that Cathy's name was spelled incorrectly and needed to be corrected. July's minutes were approved by the board. NEW BUSINESS: - Bruce Wilson presented 2 sets of plans. One was for a garage and the second was for a single-family dwelling with an attached garage. Rob moved to approve the plans. Jana seconded the motion. All were in favor and the motion carried. - Rick Summers: Proposed a plan to remove a single-wide trailer off his property and add a double wide trailer. He also had a historically registered cabin on his property, that he would like to keep. It was determined that such a decision would need to be made with the Board of Adjustments. Jana made a motion to approve the interchanging of the trailers conditioned on the approval of a variance by the B.O.A. Cathy seconded the motion. All were in favor and the motion carried. - April Pallesen &Kevin Brengelnann: A proposal for a restaurant and apartment was presented for the East Ridge Estates. Jana made a motion to approve the building permit. Rob seconded the motion. All were in favor and the motion carried. It was then determined that more research maybe needed for combining lots, CC&R ordinances, road approval from UDOT, and set-backs for a drive through. - TJ Fabrizio: Proposed his request for a business license for his tree removal business called TFX Trees. Rob Motioned to approve. Jana seconded the motion. All were in favor and the motion carried. - Jason Hilton: Proposed plans for a garage. It was determined that not enough information was given. A motion was made to table the issue by Jana. Cathy seconded the motion. All were in favor and the motion carried. - STR Cap: A discussion for a cap on short term rentals was requested. The board decided to do a work shop on the issue. Cathy made a motion to table the issue. Rob seconded the motion. All were in favor and the motion passed. SCHEDUALING THE NEXT MEETING AND ADJOURNMENT: A special workshop was set up for September 14th. At 6:52pm Rob motioned to adjourn the meeting. Jana seconded the motion all were in favor and the motion carried.
