- Notice is hereby given that the Cottonwood Heights City Council will hold a Work Session at approximately 5:00 p.m., or soon thereafter, on Tuesday, September 15, 2020. In view of the current Covid-19 pandemic, this work session will occur electronically, without a physical location, as authorized by the Governor's Executive Order dated 18 March 2020 and related legislation enacted by the Utah Legislature since that date. (See the attached written determination of the mayor, as chair of the city council, that conducting this meeting with a physical anchor location presents a substantial risk to the health and safety of those who may be present at the anchor location). The public may remotely hear the open portions of the meeting through live broadcast by connecting to http://mixlr.com/chmeetings. Each citizen desiring to attend the Zoom Work Session must register in advance for the 'webinar' (i.e., this City Council work session) as follows: https://cwh.zoom.us/webinar/register/WN_gPH3fFu7RI2l5fi4pJZK4w Each registrant will receive a confirmation email containing information about joining the webinar. 5:00 p.m. 1. Welcome - Mayor Mike Peterson The Mayor will read the written determination concerning an anchor location for this electronic meeting during the current pandemic, pursuant to UTAH CODE ANN. 52-4-207(4). 2. Adjourn City Council Work Session COTTONWOOD HEIGHTS CITY COUNCIL BUSINESS MEETING AGENDA Notice is hereby given that the Cottonwood Heights City Council will hold a Business Meeting beginning at approximately 7:00 p.m., or soon thereafter, on Tuesday, September 15, 2020. In view of the current Covid-19 pandemic, this meeting will occur electronically, without a physical anchor location, as authorized by the Governor's Executive Order dated 18 March 2020 and related legislation enacted by the Utah Legislature since that date. Civility and decorum should be applied in all discussions and debate. Difficult questions, tough challenges to a point of view, and criticism of ideas and information are legitimate elements of a free democracy in action. Citizens may make live verbal comments during the 'Citizen Comment' portion of this meeting through the City's 'Zoom webinar' process. (This resolution will approve the city's entry into an amendment with the city's current contract for lobbyist services with this provider. The purpose of the amendment is to extend the term of the current contract through 30 June 2022). 6.2 Consideration of Resolution 2020-43 Approving Entry into the Second Amendment to an Independent Contractor Agreement with Evviva Consulting, Inc. d/b/a Capitol Hill Advisors. (This resolution will approve the city's entry into an amendment with the city's current contract for lobbyist services with this provider. The purpose of the amendment is to extend the term of the current contract through 30 June 2022). 6.3 Consideration of Resolution 2020-44 Accepting a Bid and Approving Entry into a Construction Contract with Peck Striping, Inc. for the 2020 City-Wide Striping Project. (This resolution will accept a $105,698.50 bid from Peck Striping, Inc. for the '2020 city-wide striping project' (city project no. 004.20) and approve the city's entry into an agreement whereunder such services will be provided by this successful bidder). 6.4 Consideration of Resolution 2020-45 Approving Entry into a Grant Agreement with the Utah Department of Heritage and Arts for FY 2020-21. (This resolution will approve the city's entry into an agreement whereunder the Utah Department of Heritage and Arts will grant $4,500 to the city's Arts Council for its use during the current fiscal year). 6.5 Consideration of Resolution 2020-46 Approving Entry into an Interlocal Cooperation Agreement with Salt Lake County, et al., Concerning the Community Development Block Grant Program and Other Federal Programs. (This resolution will approve the city's entry into an interlocal agreement with Salt Lake County and numerous other local government entities located in Salt Lake County relating to the conduct of the federal Community Development Block Grant Program, the federal Home Investment Partnership Program, and the federal Emergency Solutions Grant Program for federal fiscal years 2021-23). 6.6 Consideration of Resolution 2020-47 Approving Disposal of Unclaimed Property and Former Evidence. (From time to time, the city disposes of items of unclaimed property and property no longer needed as evidence as authorized by Utah law. This resolution will approve such disposition for certain items of property in the city's possession.) 7.0 CONSENT CALENDAR Approval of the City Council Work Session and Business Meeting Minutes for August 18, 2020. 8.0 ADJOURN CITY COUNCIL BUSINESS MEETING On Friday, September 11, 2020 at 10:30 a.m. a copy of the foregoing notices was posted in conspicuous view in the front foyer of the Cottonwood Heights City Offices, Cottonwood Heights, Utah. A copy of this notice was faxed to the Salt Lake Tribune and Deseret News, newspapers of general circulation in the City by the Office of the City Recorder. The Agendas were also posted on the City's website at www.ch.utah.gov and the Utah Public Notice website at http://pmn.utah.gov DATED THIS 11th day of September 2020 Paula Melgar, City Recorder Council Members may participate in the meeting via telephonic communication.
