BICKNELL TOWN COUNCIL MEETING 6 August 2020 7:00 P.M. I. ROLL CALL Mayor Noreen Johnson called the roll at 7:00 p.m. Council members present were: Bryan Brinkerhoff, Weston Johnson, Kerry Stevens and Rhett Jackson. Connie Durfey was present to record the minutes. Scott was present to give his report. David Moosman, Lynette Moore, Tony and Amy Jackson were present. Also present were Kelly Chappell and Brennan Rees from Ensign Engineering. II. APPROVAL OF MINUTES The minutes of 2 July 2020 were reviewed. Rhett made the motion to approve them. Weston seconded, all ayed. III. BUSINESS Building Permit Applications. David Moosman presented an application for a garage for Robert Matheny. The council looked over the proposed plans. The culinary water line is about 6' from the west property line, the plan shows the garage 3' from said line. Mr. Moosman was informed he could not build on top of the water line, either he will have to move the garage to the east or move the water line to the west, at the owner's expense. With that said, Weston made the motion to approve the permit Kerry seconded. All ayed. Mr. Moosman excused himself. Tony and Amy Jackson had a permit application for a new home, east of where their present home sits. The council looked over the plans, Kerry made a motion to approve the permit, Bryan seconded, all ayed. The Jackson's excused themselves. Dennis Blackburn, County Commissioner: Road on 4th west. Mr. Blackburn was here at the request of the council to discuss the road on 4th west, between highway 24 and 2nd south. There has always been a lot of controversy over the ownership of this road. It is an extension of the county road to the south. The area between 1st south and highway 24 is in really bad shape, it is like riding on a roller coaster. 1st south to 2nd south also needs some attention. The road is used mainly by farmers with their large equipment and people going to/from the clinic. Mayor Johnson asked Commissioner Blackburn if the county could help the town will funds to fix the road. He said the county doesn't have any money to help. Mr. Blackburn had an estimate of the cost of getting the one block, Highway 24 to 1st south, up to grade, it was $53000. Rhett Jeffery had got that bid from Lane Torgerson from Staker-Parson Construction. He will forward that email to Mayor Johnson. The town doesn't have enough money for that either and there are other roads in town in need of fixing also. The 30' - 40' just before the stop sign in front of M & D's on 1st south needs to be replaced. As is sits on a slope, when it is hot and vehicles slow down for the stop sign, it pushes the asphalt and makes ridges. Mark Wood from UDOT suggested 6' of asphalt be put there instead of the usual 4'. It was suggested the town put in an application to CIB to get some money for such a project. CIB will usually do a grant/loan combination. Mayor Johnson will looked into that and see when said application would have to be put in. Ensign Engineering, Kelly Chappell and Brennan Rees. Mr. Chappel and Mr. Rees gave the town an update as to their progress on the Culinary Water Master Plan they are working on. Loughlin Water Associates, a hydro-geologist firm, has not been here yet to scope out the area for possible water sources. They hope to be here within the next month. Mr. Rees says the town is required to have a minimum of 172 gallons per minute flow of water. Right now the mountain springs are producing 18 gallons a minute, the Brinkerhoff Spring 150 gallons a minute. The town should have a 350 gallon storage available, but our tank is only 320 gallons. They are still working on fire flow requirements. Commissioner Blackburn suggested Bicknell and Lyman consolidate with Loa and Fremont which have an abundance of water available. This has been talked about in the past. First of all Loa/Fremont would have to agree to sell some of their water, which hasn't been done yet, then a study and plan would have to be worked out agreeable to all parties. This process would take a lot of time and money to bring to fruition. Right now the town needs to improve the sources and storage they have here. Ensign Engineering will file of the other two springs on the mountain on behalf of Bicknell Town. There was a little talk about the possibility of using river water and setting up a treatment plant. The town will have more of an idea which way to go after the hydro-geologists scope the area. Mr. Chappell said they would be back for the council meeting in September. He and Mr. Rees excused themselves. Commission Blackburn also excused himself. IV. MEMBERS REPORTS. Scott. Scott reported the springs on the mountain are producing about 18 gallons a minute. The tank is down about two feet. Brinkerhoff Spring pumped about 134,000 gallons in June and 380,000 in July. The new irrigation motor is here. Scott put in a meter at the Ada Jensen house. Kevin Kezos' meter is not working right and will have to be replaced. Scott installed a meter at the old Jackson Excavation shop, which Howard Blackburn bought. There was an old connection there. If he wants water for his new office building he will be required to purchase another meter per the town's ordinance. Scott installed a new meter for the new home of Amy and Tony Jackson. Scott is going to be out of town this weekend and asked if someone could turn the irrigation water Saturday and Sunday. Mayor Johnson said she could do it Sunday. Rhett volunteered to do it Saturday, if Scott would instruct him how and when it is done. Scott has been putting in a lot of time on the memorial, but now should be able to get back to the regular work the town needs done. Scott left the meeting to go check out the mountain water line to see if there is a leak, 18 gallons a minute flow is lower that the town has been for at least 20 years. Lynette Moore excused herself. Mayor Johnson. Mayor Johnson talked about ordering new Christmas lights for the town. The Memorial park will be decorated with Christmas lights too. She asked the council if they would like to have Santa come to the Memorial site, the Saturday after Thanksgiving, to open the holiday season. Members of the council all thought this was a good idea. Kerry. Kerry reported someone had broken off the Yield sigh at 2nd N and Center Street. It will need to be replaced. Weston. Weston reported the backhoe will need a new cam. There have been more problems than originally thought to fix the back hoe, but the council wants it done right so gave approval for a cam. Bryan. Bryan reported that Fremont Irrigation is low on water and there may be some cut backs of water. He also said they talked about metering the towns for the water they use. This may happen in the next year or two. Connie. Connie reported Mary Sorenson, from the Extention Service, had received some Disk Golf Baskets through a grant and was wondering if some of the towns would like to set them up at their parks so the game, Disk Golf, could be played. The council discussed the pros and cons of this proposal and decided not to have them set up in Bicknell. Connie will inform Mary of their decision, then the baskets can be used for other towns. Connie reported Pelorus Methods will be here on Thursday, August 27th to set up the new computers. Financial. A list of the bills were presented to the council for payment approval. Rhett made the motion to pay them, Bryan seconded, all ayed Thank you cards were signed by the Council for members on the Memorial Committee. The Memorial is beautiful and the dedication was great. V. ADJOURNMENT Weston made the motion to adjourn at 8:50 pm, Bryan seconded, all ayed.
