Minutes of Oak City Town Board Regular Meeting
held July 16, 2020
The meeting was held at the Oak City Town Hall beginning at 7:30 p.m.
The following were in attendance:
TOWN OFFICIALS
Mayor Shim Callister
Council member Dave Steele
Council member Dallin Christensen
Town Clerk Karen K. Lovell
OTHERS
Ken Christensen
Council member Monica Niles was not in attendance and Council member Warren Rogers had informed the Council that he was resigning from his council position.
The following agenda items were considered:
A. Invocation. The invocation was given by Dallin.
B. Adopt Agenda.
Dave moved, seconded by Dallin, to adopt the agenda as written. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Dallin-Aye.
C. Adopt Minutes of Town Board Regular Meeting held June 18, 2020.
Dallin moved, seconded by Dave, to adopt the Minutes as written. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Dallin-Aye.
D. Present Proposal for New Town Logo/Brian Jackson. Prior to the meeting, Brian had let the Mayor know that he wasn't quite ready to make his presentation yet. He thought he would be ready within about a week and then he will e-mail his proposal to the Council members.
E. Public Comments. Ken Christensen asked the Council their feelings on the idea of him using a Town fire hydrant to fill water tanks which he could use to water trees he owns on property located outside of Town limits. He could keep a record of the gallons used, probably around 4 to 5 thousand gallons a week, and pay for the water. He knows how to use the hydrants. He knew this would open a precedent for others who might want to do this. He suggested that the Town require parties to take training on how to use the hydrants, videos are available, and obtain a permit. Dave agreed that it would set up a precedent and he was also concerned that it would be a way to circumvent the Town's current moratorium on outside water connections. The Council will consider Ken's request and let him know.
Ken talked a little bit about repairing a sidewalk damaged due to tree roots near his home. Dallin will get with Ken on this.
F. Financial Report. The Financial Report was Read and Approved by Board Action. The delinquent list is still pretty long but most of them have not been on the list before so hopefully, they are just an oversight. The Mayor stated that a few of the accounts have worked out payment arrangements and some are almost paid off.
G. Departmental Reports.
Dallin Christensen.
Dallin was able to partner with Utah Valley University (UVU) to do a section of sidewalk near Eli Nielson so this section of sidewalk was done instead of the section in front of Susan Finlinson's as mentioned in the June Town Board Meeting. UVU will be working on Susan's section of sidewalk with him also. He is focusing on sidewalks near the Oak City Park and will then continue working on sections from there. He is looking at a grinder to grind down cement on sidewalks. Will check into pricing on this. Dallin would like to post a note on Facebook letting Oak City residents know that these four guys from UVU, from the Orem and Provo area, are volunteering their time to do the sidewalks. They might even do an interview with them. They might partner with the Town in the future also.
Went with John Christensen and took some cold mix and filled up some pot holes on Main Street in front of the Post Office. John showed Dallin how he learned to do it.
Posted on Facebook that he will be trimming trees around sidewalks and asked citizens to help clean up their own areas if possible. He also stated that Oran Finlinson, for his Sterling Scholar Project, is helping with this.
Helped remove some branches that fell during the last windstorm and still working on this.
Still looking into a dump truck for the Town. There is a military dump truck the he is looking at. This is the only option he has found so far. The Town might be okay with just purchasing a used 450 or 550 truck, however and if something bigger was needed, could hire it out. Dallin will talk to Kim Nielson on this as Kim digs the graves at the Cemetery and this is mostly what a dump truck is needed for. Will see what he feels the Town needs. Dave mentioned that if the Town were to sell the other truck, make sure to have a minimum bid so the truck won't be sold for less than it is worth.
Dallin wondered if there was some sort of marker/plaque naming the Oak City Park after Scott Sheriff, who recently passed away, and was the person who changed the Park from weeds to well maintained lawn and flowers. The Mayor stated that there is a plaque on the Bell Tower that credits Scott for his efforts at the Park but more can be done if desired.
Dave Steele.
Due to the recent Canal Fire, there was heavy damage to Rocky Mountain Power's power poles. Dave assisted them with putting in the emergency generators until the power poles could be replaced. He commended Rocky Mountain for their willingness to use the only two generators they own to place at Oak City Town's sub-station. They also had a lot of linemen out the day after putting in the generators to put up the power poles. The system was pretty much up and running the next day. He would like to draft a letter to Rocky Mountain thanking them for their efforts. The Council agreed. Dave will draft the letter and send it.
There was damage to the power line at 70 West 100 South (Tina Chatwin) due to a windstorm. Flowell Electric repaired this.
Union Pacific Railroad upgraded the microwave tower on T.V. Hill.
Flowell reconnected the power to Pete Jacobson's well and put in permanent power to Josh Ipson.
Dave Lyman's request for Oak City Power is on the Public Service Commission's docket for a decision. If it is okayed, his power could be in around the 22nd of July.
He is not sure if Utah Associated Municipal Power Systems (UAMPS) is going to hold their annual meeting this year,
due to Covid-19. If they do, he will try to go. Talked to Dwight Day, Oak City Town's UAMPS representative about several issues. One of these issues is the idea that is being suggested that certain power lines might be powered down if they are in the line of a fire. Dwight said that Oak City Town power lines would not be included on the list of power lines that might be shut down. UAMPS will hold a town hall meeting on line on July 21st on the progress being made on the Carbon Free Project and on July 29th they will host a virtual tour on the Project.
Dave is in the process of upgrading the substation in order to accommodate a back-up transformer. There is a hole behind the substation the could be filled in and used to enlarge the substation yard but the property belongs to Ron Sumsion. The Town would have to negotiate with Ron to obtain the property. This would about double the size of the substation yard. Dave would also like to get another .02 of an acre to the South of the yard which would line up the yard. Would need to move the fences around the substation if the property is acquired. Dave will continue talking to Ron on this. Would like to have this all done within a few years.
Monica Niles.
Monica was not in attendance and had left no report.
H. Miscellaneous.
Mayor Callister.
Warren Rogers has informed Karen that he will be resigning from his Council position. Karen will ask
Warren for an official letter of resignation and will start the process of posting an open council position. Then next month, the Council will need to hold a closed meeting, along with its regular meeting, to decide on someone to fill this position.
Will also hold a Truth in Taxation public hearing in conjunction with the August meeting.
Gave Nathan Nielson, Oak City Town Employee, a list of projects that need to be done. Nathan has been taking care of items on the list. John McLaws, youth summer employee, seems to be working well with Nathan.
Talked to Jeff Lyman about being the Oak City Town Cemetery Sexton. He wanted to know exactly what his responsibilities would be. The Mayor told him he would be expected to keep the Cemetery records, locate burial sites, and co-ordinate between the Town and mortuaries. He said he would be willing to do this. The Mayor suggested paying him more to get things up to date and then $50 a month, if this is ok with Jeff. Shim will talk more with Jeff about this.
Dave stated that DeAnn Steele, Town Treasurer, has a cemetery module on her computer program but he wasn't sure how well it would work. It just might be duplicating what the Town already has in place.
The Mayor wondered what should be done with the few pictures of past mayors that are sitting in the Hall Conference Room. Karen stated that she had returned all the pictures, to family members, that she was able to find who would want them. There are a couple left. Will try to find out who to return them to.
Talked to Floyd Anderson about the idea of acquiring property from him in order to expand the Well yard. The Mayor will look into how much property is needed.
I. Adjournment.
Dave moved, seconded by Dallin, to adjourn. Roll Call Vote: Mayor Callister-Aye. Dave-Aye. Dallin-Aye.
The meeting adjourned at 9:30 p.m.
