Planning Commission May 14, 2020 Planning Commission Present: Deb Bayles Kellen Nielson Ted Black Len Gasser Robert Ogle City Planner Present: Bret Hosler City Council Representative Present: Logan Shumway Minutes: Mikaela Ramsay Item#1. Robert welcomed everyone at 7:00 pm. He asked if everyone had a chance to read over the February 13, 2020 minutes and this evening's agenda. Len made a motion to accept the agenda and minutes, Robert seconded the motion and it carried. Item#2. Robert invited Bret to open a discussion about the R1 - A district. Some unique features include a restriction of a minimum of two acres, 100 feet of street frontage and larger setbacks. Item#3. Robert asked Bret to talk about the Laveral Roberts Boundary adjustment Plat. Laveral wanted to sell the smaller of two houses on their property. It is in our R1 district. They were able to adjust a pre-existing boundary to divide the property. The only challenge was an area of the setback. They were granted a conditional use exception. They and future owners will be restricted from shrinking that setback any further in the future. Logan liked that this was a situation where there was a solution that could be resolved quickly. He would like to see the city work with citizens as often as possible to streamline processes and expenses. Item#4. Robert opened a discussion on space in land use planning and Covid19. Bret explained that there are a lot of articles explaining land use regulations originated because of crowded tenement problems. Bret talked about land use regulations and long-term sustainability. Item#5. There were no Planning Commission reports Item#6. There was not a Chair report or any directions Ted made a motion to adjourn. Len seconded the motion and the meeting ended at 7:44 pm.
