Description/Agenda

The Agenda will be as follows: BLUFFDALE CITY COUNCIL REGULAR BUSINESS MEETING 7:00 P.M. 1. Roll Call, Invocation and Pledge.* 2. PUBLIC FORUM – (4 minute maximum per person to bring items not already on the agenda before the Council. Participants are encouraged to submit a written statement (1 copy) for items that are complex or that may require more than 4 minutes to present). 3. Presentation of the February 2011 Bluffdale City Police Statistical Report and introduction of Officer Matt Schauerhamer – Chief Gary Hicken. 4. CONSENT AGENDA: 4.1 Approval of the February 22, 2011 meeting minutes. 4.2 Approval of a resolution for an interlocal cooperation agreement between Salt Lake County on behalf of the County Clerk Elections Division to assist Bluffdale City in conducting the 2011 Primary and General Municipal Elections. 5. Consideration and vote on a resolution authorizing the City Manager to enter into agreements awarding the contract and for the construction of the Bluffdale City water line project – Brent Ventura, Horrocks Engineering. 6. PUBLIC HEARING: Regarding the (a) Issuance and sale of not more than $2,200,000 aggregate principal amount of Water Revenue Bonds, Series 2011A and/or Bond Anticipation Notes, to be issued in one or more series of Bluffdale City, Utah and (b) Any potential economic impact that the improvements described herein to be financed with the proceeds of the Series 2011A Bonds may have on the private sector – Matt Dugdale, George K. Baum & Company. 7. Consideration and vote on appointment of Trustee for short-term bonds – Matt Dugdale, George K. Baum & Company. 8. PUBLIC HEARING: Consideration and vote on a resolution regarding proposed uses for Community Development Block Grant Funding allocated from Salt Lake County Urban County Program for the 2011-2012 year – staff presenter – Vaughn Pickell. 9. PUBLIC HEARING: Consideration and vote on an ordinance for a proposed annexation policy plan, City of Bluffdale applicant – staff presenter – Vaughn Pickell. 10. Consideration and vote on a resolution regarding a franchise agreement between Bluffdale City and TCG Utah - Paul Burke, City Attorney. 11. Consideration and vote on a resolution of the Bluffdale City Council requesting the Utah State Legislature consider, as part of the reapportionment process, that representation be located in the general area of the constituents the legislators represent – staff presenter – Vaughn Pickell. 12. Consideration and vote on a resolution approving an encroachment agreement for a water line between the Welby Jacob Canal Company and Bluffdale City – staff presenter – Blain Dietrich. 13. Presentation on road maintenance – staff presenter - Michael Fazio. 14. Presentation on city vehicles and equipment – staff presenter – Rebecca Richins. 15. Consideration and vote on a resolution adopting the Bluffdale City Organizational Chart regarding the organizational structuring of city departments – staff presenter - Mark Reid. 16. Closed meeting pursuant to Utah Code § 52-4-205 (1) to discuss the character, professional competence, or health of an individual, collective bargaining, pending or imminent litigation, strategies to discuss real property acquisition, including any form of a water right or water shares, security issues, or any alleged criminal misconduct (if needed). 17. Mayor’s Report. 18. City Manager’s Report and Discussion. PLANNING SESSION 19. Please Note: The planning session is for identifying future items and other council discussion in accordance with Utah Code 52-4-201(2) (a). While the meeting may be open to the public, there will not be any opportunity for public input during the planning session. 20. Adjournment.
