No Public Comments were received. By common consent, Chair Syme closed the Public Hearing and return to the Public Meeting. 4. Discussion/action on Public Hearing. Commissioners discussed the draft ordinance. Mr. Hunsaker, Vice-chair Meyerhoffer and Mr. Pitcher are in opposition to the ordinance. Mr. Tobias stated he can see the pros and cons of the ordinance, but ultimately agrees with Vice-chair Meyerhoffer. Chair Syme was in favor of the ordinance, resulting in a vote of 5 opposed and 1 approved. Planning Commission will forward a recommendation to City Council. 5. Discussion/action on site plan for O'Reilly Auto Parts at 700 North 2000 West. This property is zoned C-2P (Commercial) and the developer desires to construct a retail auto parts store. The proposed use does conform to the General Plan. Motion by Chair Syme, seconded by Vice-chair Meyerhoffer to approve the Site Plan for O'Reilly Auto Parts subject to the following: 1. Compliance with affected entity, staff, and agency requirements. 2. Compliance with requirements of the City Engineer. 3. Construction to comply with all required architecture, landscaping, and screening regulations. 4. Architectural detail showing earth-tone building materials and colors. 5. Landscape plan to conform to code. 6. Development conform to Municipal Code requirements, including modifying the building so that it has duel street facing for corner lots. 7. Compliance with storm water requirements and new LID standards. 8. All signs to conform to the Sign Ordinance. 9. Comply with Dark Sky Lighting Ordinance requirements. 6. Discussion/action on site plan and subdivision for MS County Estates at 1119 South 1200 West by Joe Marsh. This property is zoned R-4 and the developer proposes to construct a subdivision. This development was originally approved in the mid-1980s by Weber County as a PRUD (Planned Residential Unit Development). The proposed use does not conform to the General Plan, but has been grand-fathered in. Staff discussed several issues for this subdivision and Site Plan. It is adjacent to Townhouse Estates and there was some discussion about interconnecting the roads. Concerns included the number of parking stalls per unit is not sufficient, dumpster location and size, storm water detention, and Fire Marshal approval. Mr. Tobias suggested that several units be eliminated and the parking lot extended, which would eliminate the need for an additional road. Vice-chair Meyerhoffer raised a concern that the proposed 22 units exceed the code limits of 20 units on one access. Motion by Chair Syme to table the MS County Estates until all these items have been resolved. Seconded by Mr. Tobias. All in favor, none opposed. 7. Discussion/action on site plan for Republic Services at 798 West 1700 South by Debbie Green. This property is zoned M (Manufacturing) and the developer desires to replace the existing truck shop and construct a new one. The proposed use does not conform to the General Plan, which lists this area as Agriculture. However, this property is grand-fathered in under the existing vested Manufacturing Zone. This building is primarily located in Marriott-Slaterville with a smaller portion in Ogden City. It is not known if they are tearing down the old building or not. The applicant was not present. Staff suggested that the applicant be invited to attend our next Project Management Meeting which will be held on Thursday, July 2nd at 11:00 a.m. Motion by Chair Syme to table this Site Plan, seconded by Vice-chair Meyerhoffer. All in favor. 8. Commission and staff follow-up. We may have a Planning Commission Meeting in July. Chair Syme thanked staff for all they do. The appeal for the Maverik sign height was approved. Discussed on the progress of Peterbilt which is currently under construction in the Slaterville Commercial Subdivision. Sierra RV wanted to construct a storage area west of the business and was administratively denied because storage is not a permitted use in the commercial zone. The small white house on 200 S adjacent to Brookside Acres has been demolished. 9. Adjourn. Motion by Chair Syme that we adjourn the meeting. Meeting adjourned at 8:02 p.m.
