Mr. Johnson went through the final portion of the budget and pointed out some of the interesting things that happened during the past fiscal year. The Council asked some questions about sales taxes and revenues, they also reviewed the expenses to the general fund and the enterprise fund. It was noted that Aurora City will end the year under budget and that the fireman's grant will cause a more in depth audit this fall.

2. PROPOSED 2020-21 BUDGET
Mr. Johnson noted that he had prepared a budget that would take into account a 10 percent reduction in sales tax revenue and a corresponding 10 percent cut in expenses in both the enterprise fund and the general fund. Mr. Johnson also noted that the budget did not include any pay increases for Aurora City employees. The Council reviewed the proposed budget and discussed increases in pay for employees. Mr. Johnson noted that he had included the payroll requirements for Jordon Bosh in both the general fund and the enterprise fund. It was noted that when Mr. Bosh was hired in March, his expenses had been taken from the enterprise fund only. The Council discussed many options, taking three months to see where the sales tax revenue comes in, wait six months and review the budget and provide an increase in payroll at that time or to accept the proposed budget without any payroll increases. The Council determined that during the City Council Meeting they would make that determination.
3. UTILITY RATES AND PROPOSED PROPERTY TAX RATE-
The Utah State Tax Commission had proposed a tax rate decrease for Aurora City at 0.001031. That rate would increase the amount of tax dollars by a small amount to $53,675.00. The good news for Aurora City is that our assessed valuation had increased this past year meaning that Aurora City had experienced some small growth during the year. The proposed tax rate had been included in the proposed 2020-2021 budget. The Council also discussed the need to increase utility water rates. Mayor Quarnberg informed the Council that last year they had increased the culinary water rate to $37.80. It was noted that the current culinary water project may also require another rate increase.

3- DECISION ON FRED DAY CEMETERY REQUEST-
Mr. Fred Day, a former Aurora City resident had contacted Aurora City to see if it would be possible to make a change in the cemetery burial plots arrangement on Block 8. Mr. Day owned 5 plots along the second row and 1 plot along the first row. He requested that Aurora City add another plot at the North of Grave 13 in order to allow the burial of three couples with 2 burial plots each. The Council had taken a trip to the cemetery to see the area first hand and to look at any potential issues. Aurora City maintenance personnel felt that the inclusion of a six burial plot would be do-able. The Mayor felt that this could potentially end up hurting Aurora City in that such a request would be made again and the city would have to honor that request. It was noted that the circumstances were such that a request from Mr. Day would only be possible in that particular area of the cemetery however, such a request could be made in the newer portion.
Council Member Kelly Mason moved to allow Aurora City to create a sixth burial plot in the line of plots owned by Mr. Day with the understanding that he would need to pay the $200.00 fee for such a burial plot. Council Member Kent Mickelsen seconded the motion. The motion was approved by members Mason, Mickelsen and Harrison. Council Member Kennedy voted no.

The increase was limited to everyone except City Council members, Plannning Commission members and Fire Department members. The motion was seconded by Council member Kelly Mason.
