USDA NOTICE OF GRANT AND AGREEMENT AWARD, PRICE RIVER-UPPER WATERSHED - Consideration and possible approval of the grant and agreement. 7. WATERSHED PLAN AND ENVIRONMENTAL IMPACT STATEMENT AGREEMENT - Consideration and possible approval of an agreement with Horrocks Engineers, Inc. for services to prepare a Watershed Plan and Environmental Impact Statement for the Upper Price River Watershed. Total agreement for consultant services - $1,211,000. Primary funding source is a federal grant through the NRCS. CONSENT AGENDA 8. MINUTES a. July 8, 2020 City Council Workshop b. July 8, 2020 City Council Meeting 9. RATIFICATION - Ratification of submission of Indigent Defense Commission grant and authorization of Mayor Kourianos to sign as Authorized System Representative and Lisa Richens to sign as System Project Director. 10. 300E/700E/4TH AVE WATER & STREET IMPROVEMENTS PROJECT - Sealed bids were opened on June 30, 2020: CKC Asphalt $2,015,966.10; Terry Brotherson Construction $2,057,185.34. Bids exceed available funding and are rejected. Project is to be re-bid once additional funding has been secured. Additional loan and grant funding to be requested from Permanent Community Impact Board = $600,000.00. 11. LIBRARY RAMP - Consideration and possible approval to accept the quote from Thayne Construction for $47,280 for the Library Ramp project. The quote is within budget. 12. BUSINESS LICENSE - Consideration and possible approval of a business license for All Done Handyman Service at 451 Rose Ave. 13. TRAVEL REQUEST - Consideration and possible approval of travel request for: Shawn Sackett and Isaiah Palmer, Police Department, Desert Snow Criminal and Terrorist Inderdiction Workshop, July 27-31, 2020, Casper, WY 14. UNFINISHED BUSINESS
