NOTICE OF PUBLIC HEARING Salem City and Division of Board of Water Resources Notice is hereby given that a public hearing will be held before the Salem City Council on Wednesday, July 15, 2020 starting at 7:00 p.m. in the Salem City Council Chambers located at 30 West 100 South, Salem, Utah. Time will be allowed for public comment both for and against the following item: Application to the State of Utah Board of Water Resources (the 'Board') for the purchase of approximately $2.2 million Salem City, non-voted, secondary water revenue bonds. The bonds would be paid back with interest at a rate of 1% over a period of approximately 15 years. It is estimated that the impact to secondary water rates will be an increase of approximately 15% the 1st and 2nd year ($4.50 per month first year, and $5.17 per month second year). The funding is in part for the acquisition and installation of secondary water meters. Recently the Utah State Legislature has introduced legislation to conserve water, including a mandate requiring cities to meter their secondary water systems. As city leaders met and discussed different options about the states requirement, it was determined to do a bond for the installation of the meters. The city will be installing the meters over the next couple of years in anticipation of the legislative requirement. In addition to the requirement, based on other cities/systems results of meters and conservation of water use, it can help delay future projects and water needs of the secondary water system. It is the policy of the Board to provide a 15-day period for public comment prior to the purchase of any non-voted revenue bonds. In this regard, the Board wishes to solicit the comments of the water users (either for or against the project). Interested individuals are encouraged to respond before July 15, 2020.
