CITY COUNCIL WORK SESSION AGENDA
Notice is hereby given that the Cottonwood Heights City Council will hold a Work Session at approximately 6:00 p.m. on Tuesday, March 1, 2011, in the Cottonwood Heights City Council Conference Room, located at 1265 East Fort Union Blvd., Suite 250, Cottonwood Heights, Utah. The meeting will be interrupted to accommodate a Community Development and Renewal Agency Meeting scheduled for 6:30 to approximately 7:30 p.m.
6:00 p.m. 1. Review of 2011 Legislative Activity
a. Lobbyist Report
(Brian Allen, Cottonwood Heights lobbyist to the state legislature will report on issues relevant to municipalities)
b. Utah League of Cities and Towns Legislative Policy Committee –
Councilman Tyler
(Councilman Tyler will report on the legislative policy committee meeting held February 28, 2011)
c. Salt Lake County Caucus – Mayor Cullimore
(Mayor Cullimore will report on the caucus meeting held February24th and other meetings held with legislators during the week)

a. Media Coverage Report
(Public Relations Specialist Stephanie Archibald will provide a report on media coverage of city events and citizens)
b. Update on Progress of New City Website
(The city launched a new website on February 1, 2011. The Public Relations Specialist will report on the progress with launching the new site along with social media efforts)
3. Public Works Report
a. Report of Property Ownership on 6595 South
(The residents living on 6595 South have asked the city for help with a drainage issue in their area. As part of the research, Public Works Director Mike Allen will review the ownership of the properties)
b. Storm Water Utility Fee Study
(Public Works Director Mike Allen will review the proposals submitted for a Storm Water Utility Fee Study and the associated costs)
4. Planning Department
a. Report of Meeting with Utah Transit Authority held on March 1, 2011
(Representatives of Cottonwood Heights met with UTA to discuss future mass transit options in Cottonwood Heights. A report will be provided summarizing the points discussed.)
b. Retail convention in Las Vegas
(Staff is seeking direction from the City Council for potential expectations, possible retail clients and budgetary considerations)
5. Public Safety Reports
a. Unified Fire Authority – Assistant Chief Mike Watson
(Report on matters related to fire and emergency services provided in the City)
b. Police Department - Chief Robby Russo
(Report on matters related to law enforcement activities in the City)
1. DUI Shifts for St. Patrick's Day
(Federal money has been made available for a DUI shift on St. Patrick's Day. Chief Russo will update the Council on DUI enforcement campaign and media blitz)
2. Canyon Traffic Problems
(With heavy traffic to the ski resorts, we have experienced traffic problems on Fort Union and Wasatch. Chief Russo will report on efforts to cope with these problems)

a. Emergency Management
1. Digital Sandbox Briefing
(City Manager Liane Stillman will report on the briefing held February 24th)
2. Salt Lake Urban Area Emergency Managers Meeting
(City Manager Liane Stillman will give a report on the meeting of February 24th)
3. UCAN Meeting
(UCAN provides radio communication services for the Police and Fire Agencies in the state. A report will be given of changes upcoming in this field of communication)
b. Community Development Block Grant Projects and Soft Costs
(City Manager Liane Stillman will review the proposals received by the County from agencies requesting funds from the City)
c. 2010 Census Results
(The City Manager will lead a discussion on preliminary results of 2010 Census for Cottonwood Heights)
d. All American City Award
(The City is eligible to apply for the “All American City” award. The City Manager will provide details associated with this award)
7. Mayor/City Council Reports
a. TRCC Advisory Board Meeting – Mayor Cullimore
(Mayor Cullimore will report on a meeting held February 28, 2011 of the Tourist, Recreation, Cultural and Convention committee discuss prospective transit projects in the city)
b. Design Committee for Butler Middle School – Councilman Bracken
(Councilman Bracken represents the City on the Design Committee for Butler Middle School)
c. Mountain Transportation Committee – Councilman Tyler
(Councilman Tyler represents the city on a County committee focusing on Mountain Transportation. Councilman Tyler will report on the latest meeting in which a study was discussed to address mountain transportation needs)
d. Long Range Planning Committee for the Homeless
(Councilwoman Omer will report on the long range planning meeting held the week of February 21st)
e. Arts Council Items – Councilwoman Omer
(Councilwomen Omer will review Arts Council activities and policies)
8. Calendar of Events
a. Utah League Midyear conference – April 13-15 2011 in St. George
b. UTA Open House on Route Changes within Cottonwood Heights –
March 8, 2011 from 5:00– 7:00 p.m., first floor training room, Cottonwood

9. Closed Meeting to Discuss Litigation, Property Acquisition and the Character and Professional Competence or Physical or Mental Health of an Individual

On Monday, February 28, 2011, at 5:00 p.m. a copy of the foregoing notice was posted in conspicuous view in the front foyer of the Cottonwood Heights City Offices, Cottonwood Heights, Utah. A copy of this notice was faxed to the Salt Lake Tribune and Deseret News, newspapers of general circulation in the City by the Office of the City Recorder. The Agenda was also posted on the City’s website at www.cottonwoodheights.utah.gov and the State Public Meeting Notice website at http://pmn.utah.gov
