Proposed interim adjustments to procedures relating to Council Work Sessions and Policy Meetings
Public meetings will be held electronically in accordance with Executive Order 2020-1 Suspending the Enforcement of Provisions of Utah Code 52-4-202 and 52-4-207 due to Infectious Disease COVID-19 Novel Coronavirus issued by Governor Herbert on March 18, 2020.

14.A. ORDINANCE/PUBLIC HEARING - An Ordinance of Eagle Mountain City, Utah, Adopting Final Budget Amendments for Fiscal Year 2019-2020.
BACKGROUND: (Presented by Assistant City Administrator/Finance Director Paul Jerome) State statute requires the City to amend its budget to appropriate funds for increased expenses. The proposed ordinance is the final budget amendment for Fiscal Year 2019-2020 and includes increases in the General Government, Enterprise, Capital Projects and Impact Fee funds.
14.B. ORDINANCE/PUBLIC HEARING - An Ordinance of Eagle Mountain City, Utah, Adopting the Eagle Mountain Fiscal Year 2020-2021 Budget and Certified Tax Rate.
BACKGROUND: (Presented by Assistant City Administrator/Finance Director Paul Jerome) State statute requires that the City Council hold a public hearing on the tentative budget and that the budget be adopted by June 30. The tentative budget was accepted by the City Council on May 5, 2020 and a public hearing was held on May 19, 2020. The final budget and certified tax rate will be adopted on June 16 and will be the document that governs the expenditures for FY 2020-2021.
14.C. ORDINANCE/PUBLIC HEARING - An Ordinance of Eagle Mountain City, Utah, Amending the Eagle Mountain Municipal Code Chapter 17.37 Business Park Zone.
BACKGROUND: (Presented by Planning Staff) The proposed ordinance amends Chapter 17.37 Business Park Zone, changing the Business Park Zone into three separate zones.
14.D. ORDINANCE/PUBLIC HEARING - An Ordinance of Eagle Mountain City, Utah, Amending the Eagle Mountain Municipal Code Chapter 17.51 Warehouse Farming Overlay Zone.
BACKGROUND: (Presented by Planning Staff) The proposed ordinance adds Chapter 17.51 Warehouse Farming Overlay Zone to the Eagle Mountain Municipal Code.
14.E. ORDINANCE - An Ordinance of Eagle Mountain, Utah, Amending Chapter 15.105.020 General Provisions of the Eagle Mountain Municipal Code for Flood Damage Prevention.
BACKGROUND: (Presented by City Engineer Chris Trusty) The proposed ordinance amends Chapter 15.105.020 of the Municipal Code to include areas of special flood hazard identified by the Federal Emergency Management Agency in a scientific and engineering report entitled, The Flood Insurance Study for Utah County, dated June, 19, 2020 and accompanying Flood Insurance Rate Maps and Flood Boundary-Floodway Maps (FIRM and FBFM).
15. MOTION
15.A. ANNEXATION - Acceptance of the Butterfield Annexation Petition for Further Review.
BACKGROUND: A petition for the Butterfield Annexation was submitted to the Recorder's Office on June 3, 2020. The annexation is approximately 204.69 acres and is located directly west of the Arrival subdivision, Utah County Parcels 58:044:0011 & 58:044:0012. The first action for consideration is the acceptance or denial of the petition by the City Council. This will begin the 30-day review period for certification, after which the annexation will be noticed to interested parties and may be approved by the City Council at a future meeting.
