MONA CITY COUNCIL MEETING MAY 26, 2020 COUNCIL CHAMBERS THE MEETING WAS CALLED TO ORDER BY MAYOR WILLIAM MILLS AT 7:30 P.M. PRESENT: William M. Mills - Mayor Randy Christensen - Councilmember Jay Mecham - Councilmember Frank Riding - Councilmember Amy Stanley - Councilmember Micheal Stringer - Councilmember GUEST: Commissioner Clinton Painter, Eric Larson Central Utah Public Health Department, Steve & Cody Gray ALSO PRESENT: Myrna Trautvein - Times News Reporter Everd Squire -Director of Finance, Lyla Spencer -City Recorder, Chad Phillips - Gas & Water OPENING PRAYER: Councilmember Randy Christensen APPROVAL OF MAY 12, 2020 MINUTES: Councilmember Randy Christensen moved to make a motion to approve the minutes of May 12, 2020 as written, with a second by Councilmember Micheal Stringer. The vote was unanimous, motion carried. (1st Motion) PLANNING AND ZONING: No Report DELEGATIONS: Juab County Commission Chairman Clinton Painter and Eric Larsen from the Central Utah Public Health Department, Health and Emergency Services came before the council to explain the restrictions the city might need to make if the state remained at Yellow, and be able to host the Pioneer Celebration in July 2020. Commissioner Painter said he, and Wade Garrett, also from Nephi, sit on the state Live Events Recovery Subcommittee. Painter brought a letter from Nate Selin, Central Utah Public Health Department Executive Director. 'The committee is working to get people to open up but open up responsibly, community celebrations are vital.' Painter told the council. MONA CITY COUNCIL MEETING MAY 26, 2020 COUNCIL CHAMBERS 'Family groups can be together but must social distance from other family groups, family members can have as many as 50 per group.' Said Painter. The Yellow guidelines suggest people try to stay at least 6 feet from other groups, meaning family groups from other family groups. Painter said, 'Food could be passed out by a server and there would not need to be any reaching in.' Mona City can follow these guidelines and still hold their celebration, the only thing that would need to be scrapped is the bounce house and some of the children's play items. Some council members had concerns that people would not practice social distancing. As far as holding the fireworks, people will not be allowed in the park during the fireworks display, each gate could be patrolled by local law enforcement. Sheriff's Report: None Presented Chad Phillips Gas/Water Operator presented an update. Everything is positive with the water leaks in the city. He is working on water meters that haven't been brought up to date; they are continuing the update on the system. Phillips proposed the council to approve the purchase of a truck crane for $3,068. Mayor Mills asked for a motion to approve the purchase for the above truck crane in the amount of $3, 068. Councilmember Micheal Stringer moved to make a motion to purchase a truck crane as described above with a second by Councilmember Randy Christensen. All voted in favor, motion carried. (3rd Motion). DIRECTOR OF FINANCES, SECRETARY/TREASURER & RECORDERS REPORT: Director of Finance Everd Squire presented The Mona City Disbursement Listing for checking dated 05/13/2020 to 05/27/2020. There were (9) nine checks over the allotted amount of $2,000. The Disbursement Listing is attached with council signatures, and will become a permanent part of the minutes for public viewing. Everd reminded the council a budget hearing will be presented the first meeting in June. (June 09, 2020) to amend the 2020 budget and adopt the proposed Budget for Fiscal Year 2021. There was no report from the secretary. City Recorder Lyla Spencer announced a Public Hearing will be held on the second Tuesday. June 09, 2020 at 7:30 p.m. for the Douglas Young Annexation, which is in process. COUNCIL BUSINESS: There were no business licenses, (1) one fence permits was presented for Steven & Cody Gray located at 776 S, 50 West. MONA CITY COUNCIL MEETING MAY 26, 2020 COUNCIL CHAMBERS Steve & Cody Gray were approved for a 6' vinyl fence with a corner lot and adjacent to his driveway. After the presentation and a short discussion, Mayor Mills asked for a motion to approve a fence permit for the Gray's as described above. Councilmember Micheal Stringer moved to make a motion to approve a fence permit for Steve & Cody Gray as described above, with a second by Councilmember Randy Christensen. All voted in favor, motion carried. (2nd Motion). . Councilmember Amy Stanley wants to know where the council is on moving ahead with the 24th of July Mona City Celebration. Would they like to have a scaled down version? Mayor Mills asked Councilmember Stanley to check with Law Enforcement on patrolling each park gate during the fireworks display, and asked to delay the council voice vote on the celebration until the next council meeting, June 09, 2020 at 7:30 p.m. Councilmember Stanley also gave an update for Recreation Director Melinda Matheson on the summer recreation programs as follows: June summer camps will be held in the place of team sports, but the fields in Mona are too small for tournament play Councilmember Stanley reported. Matheson has decided that because of COVID-19 restrictions, the team sports would be canceled along with the remaining Yoga and Tumbling classes. 'She has some excellent summer camps that will last four weeks beginning in June,' said Councilmember Stanley. Council member Micheal Stringer is looking into CIB grants to help with the redo of 2nd West and other road work to be considered, also possible 200 E. Councilmember Jay Mecham gave an update on the city's cleanup week, saying it went very well. Councilmember Randy Christensen has been talking with Six County in regard to a new water tank. He has asked to have a letter drafted and signed in support of the water tank grant money; he will then take it to the county commission to be approved. The payment for the grants depends on the amount and percentage rate. The rate is at 2% or less. He would like to apply for a CIB for 200 E if possible. He has received a couple of bids for 1.7 million at 1.5% and will try and get on the October session Councilmember Frank Riding has the woodchips lined up to put around the basketball court. Mayor Mills ended the council session by asking if councilmember Riding has heard anything on the ATV Safety class. FYI: There were four (4) motions voted upon and passed, a motion to approve the May 12, 2020 minutes as written a motion to approve a fence permit for Steve & Cody Gray, a motion to MONA CITY COUNCIL MEETING MAY 26, 2020 COUNCIL CHAMBERS approve the purchase of a Truck Crane, and a motion to pay the finances and adjourn the city council meeting for May 26, 2020. PAY FINANCES ADJOURNMENT: Councilmember Micheal Stringer moved to make a motion to pay the finances and adjourn, Councilmember Frank Riding made a second to that motion, all were in favor, motion carried. (6th Motion) The city council meeting was then adjourned at 8:35 p.m., with no further comments.
