The agenda for the meeting is as follows: 1. Consent Calendar. a. Consider approval of an agreement for Transfer of Entitlements with the FAA. BACKGROUND and RECOMMENDATION: The FAA is requesting an acknowledgement and acceptance from the City to allow the FAA to transfer obligated entitlement funds from the Airport to allow for the FAA to utilize the funds in a different area where funds are short. These transferred funds are expected to be 'reimbursed' back to the obligated funds for the Airport. Please note that these obligated funds are not part of any of the grants currently under agreement with the City and the FAA. The amount of the transfer per the agreement is $206,500. Staff recommends approval. b. Consider approval of a Cooperative Agency Agreement for AIP 32 Grant with Aeronautical Operations Division of the State of Utah. BACKGROUND and RECOMMENDATION: The City was awarded a grant from the FAA for the AIP 32 Snow Removal Equipment (loader equipment & appurtenances) at the airport. The funds from the grant are administered by the State and distributed to the City from the State. This agreement sets forth the process for the distribution of the grant to the City. Staff recommends approval. c. Consider approval of a Cooperative Agency Agreement for AIP 33 Grant with Aeronautical Operations Division of the State of Utah. BACKGROUND and RECOMMENDATION: The City was awarded a grant from the FAA for the AIP 33 Pavement Maintenance and Drainage Improvements at the airport. The funds from the grant are administered by the State and distributed to the City from the State. This agreement sets forth the process for the distribution of the grant to the City. Staff recommends approval. d. Consider approval of a Cooperative Agency Agreement for AIP 35 Grant with Aeronautical Operations Division of the State of Utah. BACKGROUND and RECOMMENDATION: The City was awarded a grant from the FAA for the AIP 35 CARES Act Grant at the airport. The funds from the grant are administered by the State and distributed to the City from the State. This agreement sets forth the process for the distribution of the grant to the City. Staff recommends approval. 2. Consider approval of a fee waiver for the Recovery Life - Sober Living Softball League. BACKGROUND and RECOMMENDATION: Ty Empey requested a fee waiver for a softball league that runs from June to September with 19 teams. The request is to use the Little Valley softball fields with play every Saturday evening except on June 27 and August 15. The tournament fee for adult use is $175 per 4-hour block or an hourly rate of $15 per hour as well as a $6 per hour charge for lights (if needed). The hourly fee makes it less expensive for local groups and practices and also to relieve the Council of multiple requests for fee waivers. With a field rental fee of $15 per hour, this equates to approx $.50 cents per player/game. Staff recommends the applicant be charged the fee for local players - $15 per hour with a $6 per hour fee for lights. Also, that only two (2) fields at Little Valley be used, and two (2) additional fields at a different location be used. All other reservation protocols such as insurance and indemnification should be followed. 3. Discussion regarding density in residential neighborhoods. 4. Reports from Mayor, Councilmembers, and City Manager. 5. Tour of the new 911 Communications Center. 6. Site visit to Sand Hollow Aquatics Center. 7. Request a closed session. __________________________________ ____________________________ Christina Fernandez, City Recorder Date REASONABLE ACCOMMODATION: The City of St. George will make efforts to provide reasonable accommodations to disabled members of the public in accessing City programs.
