BICKNELL TOWN COUNCIL MEETING
7 May 2020
7:00 P.M.
I. ROLL CALL
Mayor Noreen Johnson called the roll at 7:00 p.m. Council members present were: Kerry Stevens and Weston Johnson. Connie Durfey was present to record the minutes. Scott was present to give his report. Brennan Rees and Kelly Chappell from Ensign Engineering were present. Steve Albrecht and Jeremy Woolsey were also present.
II. APPROVAL OF MINUTES
The minutes of 2 April 2020 were reviewed. Weston made the motion to approve them. Kerry seconded, all ayed.
III. BUSINESS
Steve Albrecht. Mr. Albrecht was here to give a progress report of the Memorial/Heritage Monument. He had one of the Kiosk about the local lumber industry to display. It looked really nice. He would like a printed program for the Dedication Program, which he said he would pay for. He had a tentative program outlined. Mr. Albrecht said it would be about 45 minutes. Some discussion was held about the items on it. Mr. Albrecht said he would like a fly-over by helicopters or jets. He was asked who would be footing the bill for that. He said his brother, Carl, will make the arrangements for that and there would be no cost to the town or memorial fund. He would like the dedication to be held on 24 July 2020. A time will be determined after getting a time frame for the fly-over. As chairman of the Memorial Project, Mr. Albrecht wants the town to pay any bills for work on the monument as soon as they come in, instead of waiting for the next council meeting to approve them. Connie talked with Rick Roberts, our auditor, who said the council could approve that request, then the council would ratify the payments at the next meeting. It was agreed to pay the bills as them come it. Mr. Albrecht thanked the council and excused himself.
Building Ordianance. Jeremy Woolsey, chairman of the Planning/Zoning Commission for Bicknell, presented the ordinance for the council's approval. After looking it over the council had some question as to the size of lot needed to build a structure with the set-backs. Some felt like a minimum of a half lot (.56 acres) should be needed. Mayor Johnson asked the members to read over the proposed ordinance and get back to her this week with their views. Once the ordinance is approved by the council a public hearing will be held, then the ordinance can be adopted. If possible, this public hearing might be held in conjunction with the town council meeting in June and the budget hearing. The council thanked Mr. Woolsey for presenting the ordinance and he excused himself.
Kelly Chappell/Brennan Rees- Ensign Engineering. Some discussion was held about the ECWAG grant the town applied for. No word has been received to approve the grant, and with all that is going on with the Coronavirus, it is unlikely USDA will be issuing any money for the grant.
The town would have to spend about $7500 for an ARK Survey for that grant. The council determined not to spend any more money towards that grant, but move on and see what other avenues the town could go to get some money for culinary water development and a new tank. Mr. Chappell said the first thing the town would have to do was to have a new master plan developed. . It would cost between $35000 - 40000. A loan for this money could be applied for through a 5-year interest free loan, then it would roll over into the loan for the water project. The best source of revenue for a water project is through the State Division of Drinking Water. To get a better loan/grant ratio the town would need to have a survey of income from its residents. Zack Leavitt, with Six-County was supposed to help get that survey ready months ago, but nothing has happened. Kelly said he would talk with him and try to get moving on that. The town wants Kelly to file on Cold Spring and Saddle Pass Spring on the mountain now. Kelly will get a detailed scope within a week. To get things started more quickly, the council decided to have the Master Plan paid for with funds from the Culinary Water Reserve Money, this will be included in the budget for 2020-2021. The town council asked Kelly about what money might be available to help with some smaller irrigation needs. He said the Board of Water Resources or CDBG might be the best way to go there. The application for that would have to be in by the end of the year, the money is dispersed the following February or March. Kelly and Brennan thanked the council and excused themselves.
Budget 2020 - 2021. Connie presented the council with a preliminary budget and explained how figures were determined. The council went over the budget, after some discussion some changes were made. Connie will prepare the final budget for next month.
IV. MEMBERS REPORTS.
Weston. Weston reported he had completed the quarterly residual report on chlorine use for the culinary water.
Kerry. For numerous years the scouts and Young Women of The Church of Jesus Christ of Latter-Day-Saints have been putting up American flags along main street and for individual properties on holidays for a fee. The town has been paying $350 for 24 flags to be placed along main street. The church is no longer going to provide this service for individual property owners, however, they will continue to do so on main street, if the town council wants them to. They are willing to put up 40 flags for a yearly fee of $400. After some discussion the council agreed to continue to have them do this service for the proposed amount and fee.
Mayor Johnson. Mayor Johnson said Shannon Robertson had asked her if the town had a noise ordinance. Ms. Robertson reported her neighbor had had his extended family at his place for the weekend and there had been 14 razers and 4-wheelers running up and down the street continually, even on Sunday. The noise was excessive and irritating. The town does not have a noise ordinance, and it would be difficult to enforce. However, if a similar situation comes up in the future, maybe the home owner could be asked to respect his neighbors and keep the noise down, especially on Sunday.
Scott. Scott reported the springs on the mountain are producing about 49
gallons a minute. The tank is down about a foot. Brinkerhoff Spring pumped 381,000 gallons last month. There was a water leak in the air vac on the mountain, Scott fixed it. Scott has been working on the irrigation system at the new monument. The inmates are going to be here on the 12th to help put in the lines there. The inmates will also come another day before Memorial Day to help get the cemetery ready for the holiday. Scott will get the fertilizer/weed spray this week to do the lawns at the park and cemetery.
Financial. A list of the bills were presented to the council for payment approval. Kerry made the motion to pay them, Weston seconded, all ayed
V. ADJOURNMENT
