The Public Utilities Advisory Committee meeting was held at 8:00 a.m. on April 23, 2020 via conference call due to COVID-19 outbreak. Committee members present were Ted Boyer, Kent Moore, Lynn Hemingway, Roger Player, Ted Wilson and Tom Godfrey. Salt Lake City Public Utilities employees present were Laura Briefer, Marian Rice, Jesse Stewart, Holly Mullen, Sharon Turner, Michelle Barry, Lisa Tarufelli and Janine Calfo. Also in attendance were Mike DeVries from the Metropolitan Water District of Salt Lake and Sandy; Nathan Zaugg, Carollo Engineers; Ryan O'Mahony and Karen Nichols, HDR and Will Peterson, AECOM. Welcome and Introductions Committee Chair Tom Godfrey and Public Utilities Director Laura Briefer welcomed the attendees. Approve Minutes of April 2, 2020 Meeting Committee member ¬¬¬Lynn Hemingway made a motion and committee member Kent Moore seconded the motion to approve the minutes of the February 27, 2020 as amended. All members voted to approve. Monthly Financial Report - Lisa Tarufelli Lisa Tarufelli gave a PowerPoint presentation of the financial report as of the end of March 2020. Accounts receivable is up about 5% from last fiscal year. However, it is down from February of 2020. Delinquent accounts are up slightly, but it is not known if it is due to pandemic-related issues. Customer service is beginning to send out letters that address the sewer rate change. There are some expected calls regarding the change. The WIFIA loan application has been sent and the department has received the due diligence requests. Proposed Fiscal Year 2021 Public Utilities Budget Update - Laura Briefer Laura discussed the considerations that have been made for the budget since the arrival of the pandemic. The budget presentation was made to the City Council last Tuesday. The City Council is scheduling its FY 2021 budget public hearings in May and June and will be taking public comment. Jesse Stewart added his thanks to everyone who participated in preparing the budget. Director's Report - Laura Briefer Laura Briefer discussed the pandemic and earthquake response procedures. During the March 18th earthquake, the Department had recently reviewed the emergency response procedures. After each aftershock, those procedures were able to be improved upon. Everybody in the Department communicated very well. Estimated damages have been submitted to the County. Jesse Stewart discussed the seismic evaluations that have been conducted after the earthquake. There were some seismic upgrades that will need to be made to infrastructure that were discovered. The dams and the treatment plants were mostly unscathed. The Emergency Operations Center was already in place due to the pandemic and the coordination was already in place when the earthquake happened. Tom Godfrey asked Laura to discuss the health of the employees. Laura responded that all employees are currently healthy. If an employee goes into quarantine and cannot work virtually, they are eligible for pandemic leave benefits outside of their vacation and sick leave. Nobody should feel compelled to show up to work if they are sick. The Department has personal protective equipment for employees that need to work in the field and have been trained in their proper use. An outside cleaning company has been contracted to do deeper cleaning in the office. Meeting adjourned at 8:36 a.m. Next Meeting will be held on May 28th at 8:00 am.
