MONA CITY COUNCIL MEETING MAY 12, 2020 7:00 PM MEETING WAS CALLED BY MAYOR WILLIAM M. MILLS AT 7:00 P.M. PRESENT: William M. Mills- Mayor Amy Stanley - Councilmember Frank Riding - Councilmember Jay Mecham - Councilmember Micheal Stringer - Councilmember Randy Christensen - Councilmember GUEST: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Director of Finance Everd Squire, Lyla Spencer, City Recorder, Chad Phillips City Gas Operator, Melinda Matheson Recreation Director OPENING PRAYER: Councilmember Amy Stanley PUBLIC HEARINGS: Two Public Hearings were addressed and adopted as ordinances as follows: Mayor William Mills opened the Public Hearing at 7:00 P.M. to present, discuss, amend and adopt Mona City's Ordinance # 2020-2, amend 8-5-1 Culinary Water and 8-5-2 Irrigation Water. Mayor Mills opened the hearing for public comments; there were no public comments however the council discussed the changes in 8-5-1 as follows; adding to section B of the ordinance, stating all connections to the culinary system much have a minimum psi of 40. Amendment 8-5-2 'IRRIGATION WATER' of the Mona City Code is amended as follows: Section 2 number 5 & 6 will be added; #5: There shall be no wells drilled within Mona City Limits, or for use within Mona City limits including for the use of irrigation water, with the exception of wells owned and operated by Mona City or Mona Irrigation Company. #6: Wells outside of Mona City limits cannot be used for water inside Mona City limits, with the exception of wells owned and operated by Mona City or Mona Irrigation Company. Mayor Mills asked for a motion to amend and adopt ordinance #2020-2 by adding number's five (5) & six (6) as stated above. Councilmember Amy Stanley moved to make a motion to amend and adopt ordinance #2020-2 as stated with the above addition of numbers (5) & six (6), a second was made by councilmember Randy Christensen. All voted in favor, motion passed. (1st Motion) MONA CITY COUNCIL MEETING MAY 12, 2020 7:00 PM Mayor Mills then asked for public comments on the proposed ordinance #2020-3 for the Mona City Code to be adopted. There were no public comments. Ordinance #2020-3 states: AN ORDINANCE ENACTING A TEMPORARY LAND USE REGULATION ESTABLISHING A MORATORIUM ON ALL SUBDIVISION APPLICATIONS AND APPROVALS FOR A PERIOD OF 180 DAYS, FORMALLY INITIATING PROCEEDINGS TO AMEND THE CITY'S LAND USE REGULATIONS, AND RELATED MATTERS. Mayor Mills asked for a motion to adopt ordinance #2020-3 into the Mona City Code as stated above. Councilmember Randy Christensen moved to make a motion to adopt ordinance #2020-3 as stated above into the Mona City Code, with a second by Councilmember Micheal Stringer. All voted in favor, motion carried. (2nd Motion) Copies of both ordinances will become a permanent part of the minutes for public viewing. Mayor Mills continued by asking for a motion to close the public hearing. Councilmember Jay Mecham moved to make a motion the close the public hearing as stated above, with a second by Councilmember Frank Riding. All voted in favor, motion carried. (3rd Motion). The public hearing was closed at 7:25 p.m. with no further comments. APPROVAL OF APRIL 28, 2020 MINUTES: Mayor William M. Mills asked for a motion to approve the minutes of April 28 with corrections as stated. Councilmember Randy Christensen moved to make a motion to accept the minutes of April 28, 2020 minutes as corrected. A second was made by Councilmember Amy Stanley. All voted in favor, motion carried. (4th Motion) PLANNING AND ZONING: Planning & Zoning Chair Lynn Ingram presented their meeting agenda for May 6, 2020 as follows: Discussion and possible Action Items; Patrick Painter - Storage Sheds, Heather and Stephen Jolley -Accessory Building Permit, Grant Christensen - Building Permit. Patrick Painter came in for a building permit for storage sheds. He has everything required, Ingram made a recommendation the council approve his permit. Mayor Mills asked for a motion to approve a building permit for Painter as stated above. Councilmember Micheal Stringer moved to make a motion to approve a building permit for Patrick Painter as stated above with a second by Councilmember Jay Mecham. All voted in favor, motion carried. (5th Motion). Heather and Steven Jolley located at 88 West, 600 South came in for an accessory building permit. Lynn Ingram reported they have everything needed and recommended the council approve an accessory building permit as stated above for the Jolley's. Mayor Mills asked for a motion to approve an accessory building permit for Heather and Steven MONA CITY COUNCIL MEETING MAY 12, 2020 7:00 PM Jolley. Councilmember Micheal Stringer moved to make a motion to approve an accessory building permit as stated above for Heather and Steven Jolley, with a second by Councilmember Randy Christensen. All voted in favor, motion carried. (6th Motion). Grant Christensen living at 100 S 350 W also came in for a building permit, Ingram states his setbacks are in line and he had everything ready to build and asked that the council approve a building permit for Christensen. Mayor William Mills asked for a motion to approve a building permit for Grant Christensen. Councilmember Amy Stanley moved to make a motion to approve a building permit for Grant Christensen as stated above with a second by Councilmember Micheal Stringer. All voted in favor, motion carried. (7th Motion). DELEGATIONS: Alex Delatorre came in for questions on a retaining wall he considering on his property at 150 N 350 E. There were some concerns, Mayor Mills suggested Alex bring his plans to P&Z and have them see what he needs to do in order to build the wall. Chad Phillips Gas & Water Operator presented an update. He has working on the Gas and Water connection fees. A hand out was presented to each council member to approve the following Water and Gas Fee Schedule. WATER: 3/4 Meter Short Side $1670 Parts, Labor and Excavation up to 50'. 1' Meter Short Side $1780. Parts, Labor and Excavation up to 50'. 3/4 Meter Long Side $3950 includes Parts, Labor Excavation and Asphalt, Up to 100'. 1' Meter Long Side $4030 includes Parts, Labor Excavation and Asphalt up to 100'. GAS: Standard Residential Meter: Short Side P to 100' $1600, Parts, Labor and Excavation. Long Side Up to 150' $3900 Parts, Labor, Excavation and Asphalt. Additional Footage will be time plus materials. The hand out is attached and will become a permanent part of the minutes for public viewing. He said the extra help is great and they are moving forward with projects that need to be completed. SECRETARY/TREASURER/ RECORDER REPORT: Secretary Treasurer Michelle Dalton gave an update on the security system and fire alarm system which needs to be put in the budget. She asked the council if holes can be drilled on the pillars in the front of the building to hang plants. The council was okay with the proposal. Lyla Spencer City Recorder reported; the Douglas Young Annexation is moving forward, they are in the protesting period. MONA CITY COUNCIL MEETING MAY 12, 2020 7:00 PM DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 04/29/2020 to 05/12/2020; Everd asked if there were questions on the disbursement list. . There were five (5) checks over the allotted amount of $2,000. The report was not initialed by each council member it will be attached to the minutes for public viewing. Everd then presented Mona City's preliminary budget 10 General , 07/01/2020 to 06/30/21 100% of the fiscal year has expired. Also 21 Local Building Authority and 51 Water, 52 Sewer and 55 Natural Gas, Each are 100% of the fiscal year has expired. Everd asked the council to go over the preliminary budget to see if they need changes or if they need to add item to the budget. COUNCIL BUSINESS: There were two (2) fence permits submitted and no business licenses. Jason Jarrett living at 213 S 350 W came in for a single family front yard 3', rear yard 6' vinyl, it is not a corner lot and not adjacent to a sidewalk. Mayor Mills asked for a motion to approve a fence permit for Jason Jarrett as described above. Councilmember Randy Christensen moved to make a motion to approve and issue a building permit to Jason Jarrett as described above with a second by Councilmember Jay Mecham. All voted in favor and the motion carried. (8th Motion). Jamason Withers came in for a 6' rear single family vinyl rear and side yard fence, on a corner lot and adjacent to his driveway, located at 127 West 700 South. Mayor Mills asked for a motion to approve a fence permit for Jason Jarrett as described above with the consideration if needed to remove the fence at their expense. Councilmember Amy Stanley moved to make a motion to approve a fence permit as described above with special conditions for Jamason Withers with a second by Councilmember Micheal Stringer. All voted in favor, motion carried. (9th Motion). Mayor Mills ended the council session by asking for a motion to adopt the Mona City 2020 Fee Schedule as presented. Councilmember Miheal Stringer moved to make a motion to adopt the Mona City Fee Schedule for 2020 as presented, with a second by Councilmember Randy Christensen. All voted in favor and the motion carried. (10 Motion). A copy of the fee schedule is attached and will become a permanent part of the minutes for public viewing. Councilmember Micheal Stringer gave an update on the roads. Councilmember Jay Mecham would like to work with the sewer personnel, and wondering if a complete cleaning is needed. Councilmember Mecham spoke with Gaydean in regard to the grease buildup in the sewer lines. If there are no actions from Gaydean to take care of the possible issue, maybe a MONA CITY COUNCIL MEETING MAY 12, 2020 7:00 PM letter in writing would be a good idea, giving her a time frame to comply. He will also talk with Riley and see what he has to say. Councilmember Christensen will be attending a meeting with Six County next week where the grant information will be updated. It was noted the water bond will retire in six years and possible the water tank can be repaired at that time. Councilmember Christensen asked: Is there is a problem using the sewer water? Councilmember Amy Stanley told the council they need to get together and make some hard decision in regard to the 24th of July Celebration and how it can socially be addressed. Mayor Mills is concerned how the social distancing will be handled; he told the council and those in attendance he will not be attending the celebration 'it is not worth taking a chance.' FYI: There were eleven (11) motions voted upon and passed, a motion to approve the April 28th, 2020 minutes, a motion to approve & adopt Ordinance #2020-2, a motion to approve and adopt Ordinance #2020-3, a motion to close the above public hearing, a motion to approve a building permit for Patrick Painter, a motion to approve a building permit for Heather & Steven Jolley, a motion to approve a building permit for Grant Christensen, a motion to approve a fence permit for Jason Jarrett, a motion to approve a fence permit for Jamason Withers, a motion to approve Mona City's 2020 Fee Schedule, a, and a motion to adjourn this meeting of May 12, 2020. PAY FINANCES ADJOURNMENT: Councilmember Micheal Stringer made a motion to pay the finances and adjourn, a second was made by Councilmember Randy Christensen, the vote was unanimous, motion carried. (11th Motion). The city council meeting was then adjourned at 8:40 p.m., with no further comments. AN EXECUTIVE SESSION IF NECESSARY: An Executive Session was called by Mayor William M. Mills at 8:48 p.m. The purpose for the meeting was to hold a strategy session to discuss the purchase, exchange, or lease of real property. Those in attendance were: Mayor William M. Mills, Recorder Lyla R. Spencer, Director of Finances Everd Squire, council members Amy Stanley, Micheal Stringer, Jay Mecham, Randy Christensen, and Frank Riding. The session was adjourned at 9:30 p.m. with no further comments.
