MONA CITY COUNCIL MEETING APRIL 28, 2020 COUNCIL CHAMBERS THE MEETING CALLED TO ORDER BY MAYOR WILLIAM MILLS AT 7:30 P.M. PRESENT: William M. Mills - Mayor Randy Christensen - Councilmember Jay Mecham - Councilmember Frank Riding - Councilmember-Absent Amy Stanley - Councilmember Micheal Stringer - Councilmember GUEST: Mitch Flanders ALSO PRESENT: Myrna Trautvein - Times News Reporter Everd Squire -Director of Finance, Lyla Spencer -City Recorder, Chad Phillips - Gas OPENING PRAYER: Councilmember Randy Christensen APPROVAL OF APRIL 14, 2020 MINUTES: Councilmember Randy Christensen moved to make a motion to approve the minutes of April 14, 2020 as written, with a second by Councilmember Amy Stanley. The vote was unanimous, motion carried. (1st Motion) THE DOUGLAS YOUNG ANNEXATION: Letter of Certification: City Recorder Lyla R. Spencer presented the Letter of Certification for the Douglas Young Annexation. The process will then go forward with the annexation as follows; protest period within 30 days of city council receiving the Letter of Certification, publish notice of certification for three (3) consecutive weeks in the Times News, send notice of receipt of certification to the effected entities, post a (7) Seven day notice of a public hearing in the local newspaper and posted in three different business within the city, including Mona City office building. PLANNING AND ZONING: No Report DELEGATIONS: Sheriff's Report: None Presented MONA CITY COUNCIL MEETING APRIL 28, 2020 COUNCIL CHAMBERS DIRECTOR OF FINANCES, SECRETARY/TREASURER & RECORDERS REPORT: Director of Finance Everd Squire presented The Mona City Disbursement Listing for checking dated 04/15/2020 to 04/28/2020. There were (8) eight checks over the allotted amount of $2,000. The Disbursement Listing is attached with council signatures, and will become a permanent part of the minutes for public viewing. Everd reminded the council the preliminary budget will be presented the first meeting in May, he would like to have estimates from each department items needed for next year's budget. Secretary/Treasurer Michelle Dalton was not present and asked the mayor to give her report, as follows: The PRADIGM Alliance, Inc. Agrees to provide Mona City (the Client) with the following compliance services as stated between Client (Mona City) and Paradigm. The Scope of services to be provided: Paradigm will develop a written Public Awareness Plan for regulated assets that complies with all API RP 1162 Recommended Practices. Paradigm will provide the client with the new written plan upon completion including a full review, recommendations, and next steps in the public Awareness process. The amount the Client agrees to pay for these services is $1,500.00. Payment terms are that you will be billed in full upon project initiation. Any change to the above requirements may require additional cost. A signed copy of the Letter of Engagement was signed by Mayor William M. Mills. A copy of the letter is attached and will become a permanent part of the minutes for public viewing. COUNCIL BUSINESS: There were no business licenses, (4) four fence permits were presented. Mitch Flanders at 178 W 600 S was approved for a 6' vinyl fence with a corner lot and adjacent to his driveway. After the presentation and a short discussion, Mayor Mills asked for a motion to approve a fence permit for Mitch Flanders as described above. Councilmember Micheal Stringer moved to make a motion to approve a fence permit for Flanders as described above, with a second by Councilmember Jay Mecham. All voted in favor, motion carried. (2nd Motion). Councilmember Frank Riding was not present for the vote. Kyle and Jessica Clouse applied for a fence permit at 288 E 100 S for a drill pipe corner lot and is not adjacent to his driveway. There were question on the setbacks for the fence. Councilmember Amy Stanley will check on the setbacks for the fence and get back with the council for approval. No Motion was put on the requested permit. MONA CITY COUNCIL MEETING APRIL 28, 2020 COUNCIL CHAMBERS Jameson Withers located at 127 W 700 S, single family rear side 6' vinyl, corner lot and adjacent to his driveway came in for a fence permit. After some discussion a temporary permit was approved making sure there will be a 20 foot easement on both sides of the road not blocking his view. Mayor Mills asked for a motion to issue Withers a temporary fence permit with the condition the easements will be taken care of in a timely manner. Councilmember Amy Stanley moved to make a motion to approve a temporary fence permit with the issues stated above be taken care of. A second way made by Councilmember Jay Mecham. All voted in favor and the motion carried. (3rd Motion). Councilmember Frank Riding was not present for the vote. Ian Wilkerson living at 380 S, 300 E came in for a fence permit 6' vinyl and a 3' front fence. The council was okay with his request, Mayor William Mills asked for a motion to approve a fence permit for Wilkerson as stated above. Councilmember Amy Stanley moved to make a motion to approve a fence permit for Ian Wilkerson as stated above, with a second by Councilmember Randy Christensen. All voted in favor and the motion passed. (4th Motion). Councilmember Frank Riding was not present for the vote. Chad Phillips Gas/Water Operator presented an update. The city needs to evaluate the lines that need to be upgraded and replaced. Phillips presented the Mona City's Drug and Alcohol plans to the council for an approval/adoption vote; Mayor William Mills asked for a motion to approve and adopt Mona City's Drug and Alcohol Plans as presented by Chad Phillips. Councilmember Micheal Stringer moved to make a motion to approve and adopt Mona City's Drug and Alcohol plans as explained and presented by Chad Phillips with a second by Councilmember Randy Christensen. All voted in favor of the motion, motion carried. (5th Motion). Councilmember Frank Riding was not present for the vote. Councilmember Amy Stanley wants to know where the council is on going ahead with the 24th of July Mona City Celebration. Would they like to have a scaled down version? Councilmember Stanley reported registration will open in May for the June Summer Camps. The camps will be the following: T-Ball, Boys & Girls, Coach Pitch, Girls 3rd/4th, Girls 5th-8th. There will be fun for ages 3-14. These camps will be held four weeks. Council member Micheal Stringer is looking into CIB's to help with the redo of 2nd West and other road work to be considered. Councilmember Jay Mecham reminded the council that Spring Clean-Up will be May 11th - May 21st , the dumpsters will be located at the Maintenance Building, 100 S 100 E. Councilmember Mecham had concerns in regard to an excessive amount of cooking grease coming into the sewer system which is causing a lot of problems. Gaydeans was mentioned as possible adding to the issue. Councilmember Jay Mecham will talk with Gaydean to see if this can be taken care of. Mayor Mills ended the council session by requesting a Council Workshop on Tuesday May 5, 2020 at 6:00 p.m. to discuss fee adjustments, culinary and irrigation water issues. MONA CITY COUNCIL MEETING APRIL 28, 2020 COUNCIL CHAMBERS Mayor said Salt Lake City has canceled the Days of 47 parade and activities for 2020. The mayor will continue to give updates to the council as they come in. Councilmember Randy Christensen is also looking into grant ideas. He will need to find out what is allowed and what is not. He would like to get some input from the council. Councilmember Christensen suggested screening the compost at the Green Waste Site, up north that is the process. The city can receive more revenue. FYI: There were six (6) motions voted upon and passed, a motion to approve the April 14, 2020 minutes, a motion to approve a fence permit for Mitch Flanders, a motion to approve a fence permit for Jamason Withers, a motion to approve a fence permit for Ian Wilkerson, a motion to approve and adopt Mona Cities Drug and Alcohol Plan, and a motion to pay the finance and adjourn the city council meeting for April 29, 2020. PAY FINANCES ADJOURNMENT: Councilmember Micheal Stringer moved to make a motion to pay the finances and adjourn, Councilmember Amy Stanley made a second to that motion, all were in favor, motion carried. (6th Motion) The city council meeting was then adjourned at 8:25 p.m., with no further comments.
