MONA CITY COUNCIL MEETING APRIL 14, 2020 7:30 PM MEETING WAS CALLED BY MAYOR WILLIAM M. MILLS AT 7:30 P.M. PRESENT: William M. Mills- Mayor Amy Stanley - Councilmember Frank Riding - Councilmember Jay Mecham - Councilmember Micheal Stringer - Councilmember - Absent Randy Christensen - Councilmember GUEST: Myrna Trautvein - Times News Reporter Michelle Dalton-Secretary/Treasurer Director of Finance Everd Squire, Lyla Spencer, City Recorder, Chad Phillips City Gas Operator OPENING PRAYER: Mayor William M. Mills APPROVAL OF MARCH 10, 2020 MINUTES: Councilmember Amy Stanley moved to make a motion to accept the minutes of March 10, 2020 minutes as written. A second was made by Councilmember Randy Christensen. All voted in favor, motion carried. (1st Motion) APPROVAL OF RESOLUTION #2020-1 A Resolution of Mona City implementing authority to conduct electronic meetings and providing procedures for participation in electronic meetings. There was a brief explanation from Mayor Mills as to why this is important. After the explanation the mayor then asked for a motion to pass Resolution #2020-1, Councilmember Jay Mecham moved to make a motion to approve and pass Resolution #2020-1 as stated above with a second by Councilmember Frank Riding. All present voted in favor of the motion. Councilmember Micheal Stringer was not present for the vote. (2nd Motion) THE DOUGLAS YOUNG ANNEXATION PETITION At approximately 7:45 P.M. City Recorder Lyla R. Spencer presented the Douglas Sperry Young Family Living Trust for the Douglas Young Annexation petition to the council for approval or denial. The council looked over the annexation petition for the Douglas Young Annexation with a few brief comments. Mayor William M. Mills then asked for a motion to approve the Douglas Young Annexation Petition. Councilmember Amy Stanley MONA CITY COUNCIL MEETING APRIL 14, 2020 7:30 PM moved to make a motion to accept the Douglas Young Annexation Petition as presented with a second by Councilmember Jay Mecham. All present voted in favor of the motion with Councilmember Micheal Stringer being absent for the vote. Motion Carried, (3rd Motion). PLANNING AND ZONING: Councilmember Frank Riding over Planning & Zoning, gave an update on their meeting held April 1, 2020 as follows: Robert Robinson came in for a building permit, he had everything needed, Councilmember Riding made a recommendation the council approve a building permit for Robert Robinson location 220 E 400 North. Mayor Mills asked for a motion to approve a building permit for Robert Robinson as presented above. Councilmember Jay Mecham moved to make a motion to issue a building permit to Robert Robinson at 220 E 400 N, with a second by Councilmember Amy Stanley. All present voted in favor of the motion with Councilmember Stringer absent for the vote. Motion Carried. (4th Motion). Also on the agenda for P&Z was Justin Bliss with a concept plan to build offices and storage sheds. There was no decision made at the time of presentation. DELEGATIONS: Chad Phillips Gas & Water Operator presented an update. Also presented for adoption were two guidance gas manuals for operative qualification program procedures. Mayor Mills asked for a motion to approve the two above gas procedure manuals as described above; Councilmember Randy Christensen moved to make a motion to adopt the two gas procedure manual as described above, with a second by Councilmember Amy Stanley. All present voted in favor of the above described gas procedure manuals. Councilmember Micheal Stringer was absent for the vote. (5th Motion.) Phillips reported there was a compressor break down; a bid was put on a new one for $8,000 but will not be delivered until May. Mayor Mills asked for a motion for the purchase of the compressor. Councilmember Frank Riding moved to make a motion to purchase a new compressor in the amount of $8,000; with a second by Councilmember Jay Mecham. All present voted in favor of the above purchase for $8,000. Councilmember Micheal Stringer was not present for the vote. Motion Carried. (6th Motion). SECRETARY/TREASURER/ RECORDER REPORT: Secretary Treasurer Michelle Dalton presented a proposal to update Peak Alarm Company, Inc. This would be considered an update addendum with a total cost of $1,585.00. This was consideration only no motion presented. MONA CITY COUNCIL MEETING APRIL 14, 2020 7:30 PM She also received a call from United Way; they are willing to assist the citizen of Mona with utility billing if needed. Lyla Spencer reported; with extra time in the office she is able to go over the hard copy of the city code and make sure it is in line with the on line code. She told the council she is learning a lot about the city code. DIRECTOR OF FINANCES: Director of Finances Everd Squire presented the Mona City Disbursement Listing for checking dated 03/11/2020 to 04/14/2020; Everd asked if there were questions on the disbursement list. . There were seven (7) checks over the allotted amount of $2,000. The report has been initialed by each council member and attached to the minutes for public viewing. Everd reminded the council he will present a preliminary budget the first week in May. COUNCIL BUSINESS: There were three (3) fence permits submitted and no business licenses. Aaron Astle located at 38 W 850 S came in for a permit to build a 6' vinyl fence. Mayor Mills asked for a motion to construct the fence at the above address with conditions he move the fence on the east side to the north a few feet so there will not be a blind spot in their driveway. Councilmember Amy Stanley moved to make a motion to allow a fence permit to Aaron Astle with the above conditions; a second was made by Councilmember Jay Mecham. All present voted in favor of the fence permit with the above conditions. Councilmember Micheal Stringer was not present for the vote. Motion carried with conditions. (7th Motion). David Jones also came in for a fence permit his location is 145 E100 S. There were no issues with David Jones' fence. Mayor Mills asked for a motion to approve a 6' vinyl fence permit for David Jones. Councilmember Randy Christensen moved to make a motion to issue a fence permit to David Jones for a 6' vinyl, with a second by Councilmember Frank Riding. All present were in favor of the motion. Councilmember Micheal Stringer was not present for the vote. Motion carried. (8th Motion). Mitch Flanders came in for a fence permit located at 175 W 600 S but was denied until certain conditions were met. Councilmember Amy Stanley briefly updated the Easter activities and the Recreation Department. They will offer summer camps and start with soccer and archery. She asked for a recommendation to increase Melinda's recreational budget. Councilmember Frank Riding reported; Cemetery has been cleaned and parks fertilized. MONA CITY COUNCIL MEETING APRIL 14, 2020 7:30 PM Mayor Mills ended the council session by telling the council the annual 24th of July Celebration may have to be rethought because of the current COVID-19 situation, depending on the state of Utah's recommendations. The city will hire a temporary summer employee to help Chad and Tony. The recommended hourly pay will be $12.00 an hour. The mayors from Juab County will hold virtual meetings to corresponds with one another. Tim Blae from BYU was impressed with Mona City's cemetery memorial. FYI: There were nine (9) motions voted upon and passed, a motion to approve the March 10, 2020 minutes, a motion to approve Resolution #2020-1 electronic meetings, a motion to approve the Doug Young Annexation Petition, a motion to approve a building permit for Robert Robinson, a motion to approve two gas procedure manuals, a motion to approve a compressor, a motion to approve a fence permit for Aaron Astle, a motion to approve a fence permit for David Jones, and a motion to adjourn this meeting of April 14,2020. PAY FINANCES ADJOURNMENT: Councilmember Frank Riding made a motion to pay the finances and adjourn, a second was made by Councilmember Randy Christensen, the vote was unanimous, motion carried. (9th Motion) The city council meeting was then adjourned at 8:39 p.m., with no further comments.
