PURPOSE OF PUBLIC NOTICE THE PURPOSE OF THIS PUBLIC NOTICE IS TO DECLARE THE STATE OF UTAH'S INTENTION TO ISSUE A UTAH POLLUTANT DISCHARGE ELIMINATION SYSTEM (UPDES) PERMIT UNDER AUTHORITY OF THE UTAH WATER POLLUTION CONTROL ACT, SECTION 19-5-104(9) AND 107(2), UTAH CODE ANNOTATED 1953, AS AMENDED. SAID PERMIT REFERS TO THE UPDES PERMIT AND THE FACT SHEET STATEMENT OF BASIS (INCLUDING TOTAL MAXIMUM DAILY LOADS (TMDL)) IF APPLICABLE, AS PER SECTION 303(D) OF THE FEDERAL CLEAN WATER ACT (CWA)]. PERMIT INFORMATION PERMITTEE NAME: Morton Salt Division of Morton International, Inc. MAILING ADDRESS: PO Box 506, Grantsville, UT 84029 TELEPHONE NUMBER: 801-250-6335 FACILITY LOCATION: Interstate 80 Exit 84, Solar Road, Grantsville, UT UPDES PERMIT NO.: UT0000523 PERMITTED OUTFALLS 001 RECEIVING WATER: Great Salt Lake BACKGROUND The discharge is to Great Salt Lake. The receiving water the effluent discharges to is classified as 5E Transitional Waters and then to 5A (Gilbert Bay, Great Salt Lake) according to Utah Administrative Code (UAC) R317-2-6.5.a. Both the Transitional Waters and Gilbert Bay are protected for waterfowl, shore birds, and other water-oriented wildlife including their necessary food chain. No water quality-based effluent limits are required for this facility because the discharge does not have reasonable potential to cause or contribute to an exceedance of a water quality standard. This conclusion is based on the fact that the contents of the bitterns came from the lake and nothing is added. PUBLIC COMMENTS Public comments are invited any time prior to the deadline of the close of business on May 6, 2020. Written public comments can be submitted to: Lonnie Shull, UPDES Surface Water Section, Utah Division of Water Quality, PO Box 144870, Salt Lake City, Utah 84114-4870 or by email at: lshull@utah.gov . After considering public comment the Utah Division of Water Quality may execute the permit issuance, revise it, or abandon it. The permit is available for public review under Public Notices at www.waterquality.utah.gov/. If internet access is not available, a copy may be obtained by calling Lonnie Shull at 801-536-4394.
