BICKNELL TOWN COUNCIL MEETING
5 MARCH 2020
6:30 P.M.
I. ROLL CALL
Mayor Noreen Johnson called the roll at 6:30 p.m. Council members present were: Kerry Stevens, Bryan Brinkerhoff, and Rhett Jackson. Connie Durfey was present to record the minutes. Scott was present to give his report.
II. APPROVAL OF MINUTES
The minutes of 5 February 2020 were reviewed. Kerry made the motion to approve them. Bryan seconded, all ayed.
III. BUSINESS
Town Clean-Up. The date for town clean-up was set for 9 May 2020.
It was suggested the panels below the windows on the town hall be painted as a project that day. Raking could be done at the small parks. The county will bring a dumpster and probably put it north of the district office building. No lunch will be served, but maybe bottled water and a treat. Council members will be thinking about more possible projects.
Greg Larsen Property. Mayor Johnson talked with Jared Peterson, attorney for Greg Larsen. He asked about the minimum size of lots possible if Greg should sub-divide his property. He also wanted to know the value of the land. Mayor Johnson told him she didn't know the value of the property, and if the land was divided Mr. Larsen would have to comply with the town's sub-division ordinance.
IV. MEMBERS REPORTS.
Kerry. Kerry wanted to know if the Middle School is still planning on installing the 4-way stop signs the council talked about last town council meeting. Mayor Johnson said as far as she knows they are. They will buy the signs and probably ask the town to install them. All council members felt that would be just a temporary fix, but will encourage the school district to cut a road on the south side of the building for pick up/drop off for the safety of the students. Mayor Johnson said she is going to apply again for the UDOT Grant that might help with some money for said project. Brandon Stephenson, from Sunrise Engineering, will help her with the application.
Bryan. Bryan wondered if something could be done about the road in front of Beverly Hagel's from Main Street to 1st south. The road is like a roller coaster and has needed work on it for a long time. The road would have to be torn up and replaced. There's always been some dispute whether that road is the responsibility of the town or the county. Mayor Johnson said the town could apply for a grant through CDBG next year to fix that street and maybe others in town. The maximum amount available from CDBG is $250.00.
Connie. Connie reported that some houses had their water temporarily cut off until they paid their bill. They all paid, with the exception of one field. Scott talked with that property owner about the situation. He wants the water off for now. The owner was informed that it will still cost him the base rate each month for having a meter. The meter could be removed, avoiding the monthly bill, but $250 will have to be paid to have the meter re-installed.
Mayor Johnson. Mayor Johnson is going to apply for a grant from the Special Service District for money to help complete the renovation of the town hall, such as: for desks, computers, light fixtures, chairs, and to set up a website for the town. Tom Gulley will come to the next town council meeting and make a presentation on setting up a web site.
Mayor Johnson asked the council if they would be interested in having a barbecue at the park in September for the council, employees and their spouses, instead of having a Christmas dinner in December when everyone is so busy. The council was receptive to the idea. It was suggested that maybe their families could be invited too.
Mayor Johnson reported Laura Lasco had contacted her about the possibility of putting a Yurt in her yard and asked the council their ideas on the subject. There was a lot of discussion. It was determined that any type of building, including a Yurt would have to comply with the town's ordinance: such as necessary lot size, water connection, septic system, ect. Ms. Lasco does not have the room on her property to be compliant. The new building ordinance the planning commission is working on will need to address that issue.
Mayor Johnson has still not heard anything official from USDA as to whether the town will get the grant or not. If the grant is awarded, the money can only be used to improve the water sources the town already has, it cannot be used to develop new sources.
Scott. Scott reported the springs on the mountain are producing about 34
gallons a minute and the tank is down a little. The electric fence around Brinkerhoff Spring needs to be repair to keep the cows in the area out. There was a broken water line down by Jesse Brown's which Scott fixed. Scott has been removing some snow during the last month. He went to RWA schooling in St. George last week. He talked with Steve Hansen from Itron (meter reading system). He told Mr. Hansen that the town is purchasing some new computers. Mr. Hansen said he would need to talk to Connie so everything will be set up to coordinate with the meter system. (Connie talked with Mr. Hansen and Ian from Pelorus) The irrigation will come in around the 1st of May. Because of the extreme cold weather, breaks in the line are anticipated. The 10' irrigation line from the pond to the pump house is metal and may need to be replaced in the future.
Financial. A copy of the bills were presented to the council for payment approval. Kerry made the motion to pay them, Rhett seconded, all ayed.
V. ADJOURNMENT
Kerry made the motion to adjourn at 7:55 pm, Bryan seconded, all ayed.
