BICKNELL TOWN COUNCIL MEETING
6 FEBRUARY 2020
7:00 P.M.
I. ROLL CALL
Mayor Noreen Johnson called the roll at 7:00 p.m. Council members present were: Weston Johnson, Kerry Stevens, Bryan Brinkerhoff, and Rhett Jackson. Connie Durfey was present to record the minutes. Scott was present to give his report.
II. APPROVAL OF MINUTES
The minutes of 9 January 2020 were reviewed. Weston made the motion to approve them. Rhett seconded, all ayed.
III. BUSINESS
Review proposed Building Ordinance. After their public hearing and discussion with Zack Leavitt from Six County the Planning/Zoning Commission added variances to the ordinance. They will be meeting with Mr. Leavitt on Wednesday, 26 February 2020 at 7:00 pm in the town hall to discuss the appeal process. Mayor Johnson requested council members be present at that meeting if at all possible. She asked each member to take the revised ordinance home and read it before said meeting.
Building permit applications will need to go before the Planning Commission, the town and the inspector before they are approved.
Delinquent Water Bills. Each month there are persons who have not paid their water bill. If they are a month late, they are given a PAST DUE notice. However, if they are two months late they are given a PAST DUE/DISCONNECTION notice date when the water will be turned off unless payment is received. Some people are habitually delinquent and ignore these notices. Scott has contacted them a few days after the cutoff date and periodically thereafter until a payment is received. The council decided that when a customer reaches the cutoff date, the water will be disconnected without further notice. They felt that if the water was actually shut off, people would be more apt to pay their bills on time in the future and Scott wouldn't have to run around trying to get a payment. These actions are done in compliance of Culinary Water Ordinance 1992-2, section 13. The ordinance also allows an interest charge of 1.5% per month and a re-connection fee of $50. If there are hardship cases, the council may make allowances as to when the payment needs to be made.
Planning/Zoning Commission. There will be three vacancies coming up on the commission. Bryan Brinkerhoff is now on the town council, and doesn't feel like he can do both. Gregg and Ellen Anderson are leaving to serve a mission for their church in March. Mayor Johnson has talked with numerous people around town to see if they would be willing to sit on the commission. A list of possible names were discussed as to who may be appointed to the vacancies. It was decided to contact Sharon Cowley, Shannon Taylor, and Aaron Jacobs first to see if they are willing to accept the positions. If any of them are unwilling to serve, others on the list will be contacted.
IV. MEMBERS REPORTS.
Mayor Johnson. The council has talked a little about purchasing new Christmas decorations for next year in previous meetings. If they decide to do so, the purchase would be put in the budget in June. Mayor Johnson was approached by Lyman Town and they would like to have Bicknell's old decorations. They are willing to pay something for them. Lyman Town has very limited revenue sources, but the council said if they want to pay something for the decorations the town will accept whatever they propose or maybe just give them the decorations. The decorations are in pretty bad shape.
Mayor Johnson said the Middle School is proposing installing a 4-way stop at 1st West/1st North and one at Center Street/1st North to make it safer when children are being dropped off before school and picked up afterwards. This issue was discussed in previous meetings, but no definite decisions were made. The town council felt the best solution would be to cut a road on the south side of the building for pick up/drop off, but apparently the school wants to go with the stop signs and see how that works first. It would be a less expensive alternative.
Three weeks ago Kelly Chappell sent a letter to Jeff Rich, the State Engineer for USDA ,requesting they give the town a final answer as to whether the town will receive the ECWAG grant or not. Any response from them would also be sent to Mayor Johnson. No response has been received.
Troy Niemeyer was contracted to make the renovations at the town hall. He is working on the project. We are waiting for Pelorus to get back with us on a cost of two new computers for the new office. Mayor Johnson is working on a grant for said purchase of computers. She would also like to see the town set up a web site. Tom Gully or James Anderson could possibly help with that. In the budget in June funds will need to be made available to employ two office positions (recorder and treasurer) instead of one position (town clerk) as it is now, to comply with the State Auditor.
Scott. Scott reported the springs on the mountain are producing about 35
gallons a minute. He assumes the water sample for this month is okay, as he has not heard anything. The coolant in the generator ran out, he put more in and it seems to be doing fine. The generator turns on/off once a week automatically, but he doesn't know why it was out of coolant. He will check it more regularly. He reported he has been removing snow, working in the shop and has read the meters. Mayor Johnson instructed Scott to talk with Kurt Ludvickson when Scott is at the RWA conference in St. George and see if he making any progress on the new water ordinance/rates and the letter that was to be sent to Lee Taft.
Financial. A copy of the bills was presented to the council for payment approval. Kerry made the motion to pay them, Weston seconded, all ayed.
V. ADJOURNMENT
Weston made the motion to adjourn at 8:45 pm, Bryan seconded, all ayed.
